VIENNA— Royal Dutch Shell PLC said Wednesday it was discussing the repayment of an outstanding debt of over $2 billion with Iran when international sanctions are lifted.

European oil majors are for the first time openly declaring interest in Iran in anticipation of a possible end to sanctions against the country over its nuclear program.

Leaders of Royal Dutch Shell Plc, BP Plc and Total SA all said Wednesday they were ready to return to the nation with the world’s second-largest natural-gas reserves and fourth-biggest oil cache, after similar comments by Italy’s Eni SpA last month.

U.S. oil companies, constrained by the history of American sanctions against Iran dating from the 1979 Islamic revolution, are more cautious in their statements on a return. The current curbs have prevented investment in Iran for a decade. read more

Shell plans to start drilling in Alaskan waters as early as this summer

ANCHORAGE, Alaska, June 3 (UPI) — With pressure building on Shell’s port activity in Seattle, an Alaskan energy coalition said the state’s economy won’t be held hostage by external activists.

“We don’t like our economy being held hostage by activists from another state,” Anne Seneca, president of the Consumer Energy Alliance-Alaska, said in a statement.

With federal approval in hand, Shell said it may start its drilling campaign in the arctic waters off the coast of Alaska as early as this summer. Shell’s drilling rig, Polar Pioneer, is stationed at the Port of Seattle ahead of the program’s start. In mid-May, a flotilla of kayakers took to the waters off the coast of Seattle to protest Shell. read more

Eni says probe shows no Nigeria corruption

An audit didn’t uncover any evidence that Italy’s Eni made illegal payments tied to the 2011 purchase of OPL 245 license in Nigeria.

The probe, conducted by a U.S. law firm on behalf of Eni, found no evidence of illegal conduct during Eni and Shell’s purchase of OPL 245 from the Nigerian government for $1.1 billion.

Last October, Italian prosecutors began investigating the purchase after alleging that as much as $533 million of the purchase amount was used to bribe local politicians, intermediaries and other people connected to the deal. read more

The massive oil concession encompasses two deep-water fields estimated to hold up to 9.23 billion barrels of crude oil – the equivalent to nearly one quarter of Nigeria’s total proven reserves. In 1998, the then-Nigerian oil minister awarded OPL 245 to Malabu Oil for a reported $2 million. In fact, the Oil Minister himself was a part owner of Malibu Oil. read more

Royal Dutch Shell Plc sees oil prices increasing because supply from shale drilling in the U.S. won’t be enough to meet increasing global demand.

The industry needs to find an additional 4 million barrels to 5 million barrels a day of supply every year to meet rising demand and replace depleted fields, Shell Chief Financial Officer Simon Henry said in an interview on Tuesday.

“Lower oil prices increase demand and reduce investment, and it already has,” Henry said. Global demand of about 93 million barrels a day is increasing by 1 million every year, he said in London. read more

Michael Brune is pleased that activists in kayaks are training for another “Paddle in Seattle” to confront an expected Royal Dutch Shell rig on its way to the Arctic to explore for oil. What makes the head of the Sierra Club just as happy is the effect Shell’s Arctic ambitions are having on his own environmental organization.

Sierra’s funding drive against the resumption in Arctic drilling has taken in three times more money than usual campaigns by the nation’s oldest green group, said Brune, though he wouldn’t reveal specific amounts. And the group’s petition opposing President Barack Obama’s decision in favor of Shell last month has collected more signatures than any appeal in two years. read more

SEATTLE – There are new developments in the oil battle in Seattle.

Shell Oil is challenging the state’s opinion that docking the Polar Pioneer drilling rig in Seattle might violate the state constitution. And, there’s a new legal challenge to prevent Shell from drilling in the Arctic this summer.

Last month, the Washington state Department of Natural Resources sent Shell a letter advising that the West Duwamish Waterway, where the Polar Pioneer rig is now docked, is for navigation, not long-term moorage. read more

(Reuters) – Several environmental groups sued the United States on Tuesday to derail Royal Dutch Shell PLC’s plan to drill in the Arctic Ocean as soon as July.

The Bureau of Ocean Energy Management, an agency within the U.S. Department of the Interior, gave conditional approval in May to Shell’s resumption of fossil fuel exploration in the Arctic, which was paused after a mishap-filled 2012 season.

The decision was met with approval by some Alaska lawmakers, who believe it will bring money and jobs to the state, as well as protests from environmentalists. read more

Decline of North Sea Oil Fields Forces Political Shifts in Britain

ABERDEEN, Scotland — For the oil industry, the decline of the North Sea fields is part of a global challenge.

But for Britain, it is also a political problem.

The British government, which has long treated the oil industry as a cash cow, was forced to confront the threat to jobs and taxes during the run-up to last year’s referendum on independence for Scotland, which claims a big portion of waters where the North Sea oil and natural gas are.

The Scottish National Party, which supported independence in the referendum, accused the central government in London of mismanaging Britain’s oil and gas resources. Oil officials including Bob Dudley, BP’s chief executive, said during the referendum campaign that the uncertainty and legal problems a Scottish victory would bring could discourage future investment in the North Sea. read more
