SHELL Australia has been fined $10,000 after an Environment Protection Authority investigation of two incidents at the oil giant’s Geelong refinery.

The EPA said yesterday two $5000 penalty notices had been issued against Shell for breaches of its licence.

The first incident occurred in May when oil leaked from a pipe on the refinery’s jetty into Corio Bay. The second involved a visible plume from the refinery’s sulphur recovery unit stack.

The EPA’s executive director of regional services, Bruce Dawson, said that while the oil spilt into the bay was a “fairly small amount, it’s something we believe further maintenance and management by Shell could have avoided”. read more

WELLINGTON (Dow Jones)–Energy heavyweight Royal Dutch Shell Group’s (RD) New Zealand unit, and privately owned Todd Petroleum Mining are set to square off in court next week over who operates the Pohokura gas field, the Dominion Post reported Friday.

The present operator is Shell Todd Oil Services, STOS, a joint venture owned by Shell and Todd. But Shell wants to supplant STOS and is supported by Austrian explorer OMV AG. (OMV.VI).

Shell, Todd and OMV are partners in the new gas field, expected to yield about 700 petajoules of gas over 20 years. read more

A-Sharq Al-Awsat newspaper quoted a notice published in mid- September 2005 by the British oil industry newspaper, “Oil Daily”, announcing that Saudi Arabia and the Shell Oil Company intend to increase to 600,000 barrels the daily oil refining capacity of their Port Arthur Refinery in the American state of Texas at a cost of $3.2 billion.

This refinery currently has a daily capacity of 235,000 barrels. The paper noted that the Royal Dutch Shell Oil Company and ARAMCO operate this refinery in cooperation via the Motiva Enterprise Oil Refining and Distributing Company. read more

Shell Malaysia is concerned that its staff were not warned beforehand and given time to evacuate after the police detonated a bomb near an old oil refinery in Lutong last Monday.

The blast resulted in damage to windows and other properties at the company’s office and the nearby Lutong Clinic. There were no injuries.

Shell Malaysia chairman Datuk Jon Chadwick, in a circular to its staff, said he was obliged to take up the matter with the police. “I am most concerned that we were not able to implement our normal evacuation procedures. In the event of a similar incident ever occurring in the future, we must ensure that the staff be warned beforehand and given time to evacuate. I ask for your understanding on this matter. CARACAS (AFX) – Venezuela’s Seniat tax office has threatened to halt production at Royal Dutch Shell and other oil companies sites, reports Venezuela’s El Universal.

Head of Seniat Jesus Vielma Mora says these oil companies have refused to pay a new energy tax, approved in 2001.

Seniat is demanding 130 mln usd, the highest asked from foreign oil companies, for back taxes between 2001-04.

The Seniat previously ordered the temporary suspension of Royal Dutch Shell’s administrative activities in the country over VAT irregularities and requested from a local court an injunction to impound Shell’s “assets and rights” for the amount of 280 bln bolivars (around 130 mln usd) as part of its attempt to recover these back taxes. read more

JOHANNESBURG (MarketWatch) — The head of Royal Dutch Shell PLC (RDSB.LN) Thursday denied talks with OAO Gazprom (GSPBEX.RS) on a Russian asset swap involving the Sakhalin II project had been delayed and said he hoped to finalize the deal in 2006.

Speaking on the sidelines of a Johannesburg oil conference, he said: “Discussions have started on time, on the schedule that we announced. It will take many months and we hope to get to a result in 2006.”

JOHANNESBURG (Reuters) – Royal Dutch Shell Plc (RDSa.L: Quote, Profile, Research) said on Thursday the world faced a shortage of refining capacity, which may affect the oil major’s future investment plans, although he did not say whether it would build a refinery itself.

Chief Executive Jeroen van der Veer told Reuters in an interview that new refineries needed to be built.

KUWAIT: Kuwaiti MPs have finalised a much anticipated draft law for the $7 billion Project Kuwait scheme to allow foreign oil companies to develop northern oil fields. The next step is a full debate in October. Kuwait, the sole owner of nearly one-tenth of the world’s proven oil reserves, is keen to liberalise its petroleum industry, assuming however, the government can overcome deepseated political and legal obstacles to foreign direct investment by the oil multinationals into upstream exploration/production activities. The country’s economy is in exceptionally robust shape, reflecting higher crude prices and production. The petroleum sector accounts for 90 per cent of state revenues and about half of the total national output. Real gross domestic product (GDP) increased at an average annual rate of 8.5 per cent over 2003-04, “its highest pace in the preceding decade and a half,” according to the International Monetary Fund (IMF) Executive Board 2005 Article 1V Consultation report. read more

LONDON (AFX) – Royal Dutch Shell PLC and Turkish oil group Turcas Petrol AS have signed an agreement to market and distribute fuels and lubricants in Turkey.

In a statement, Shell said it will own a 70 pct stake in the joint venture, while Turcas will hold the remaining 30 pct.

Other details of the deal, including the assets and services to be contributed by each partner to the joint venture, have yet to be sorted out.

Oireachtas committee: The Minister for the Marine and Natural Resources, Noel Dempsey, has said that Shell E&P is expected to begin work next week on dismantling part of the controversial Corrib gas pipeline that was welded together without proper consent.

Shell Petroleum Development Company (SPDC), on Monday, boosted Delta State government’s effort towards providing adequate healthcare services with the donation of a Neo-Natal Ward for children at the Warri Central Hospital.

The multinational oil firm also donated water borehole, a transformer and security lights under its joint venture initiative.

The State Director of Health Services, Dr Hastings Eduvie, who represented the Commissioner for Health, Dr Ifeanyi Okowa, at the ceremony, expressed gratitude to the oil company for the donation. When British protesters angered by the country’s high fuel prices threatened to blockade oil refineries earlier this month, Gordon Brown, the chancellor of the exchequer, pointed the finger in a familiar direction: the Organisation of the Petroleum Exporting Countries. The only way to bring down prices, he declared, was by putting pressure on the oil cartel to step up production.

Opec promptly called his bluff, proposing to make available another 2m barrels of oil a day – if consumers wanted it. “We’re offering everything in our pocket and this is my message to Gordon Brown: if he would like to have it, I would be happy to sell it to him,” said Sheikh Ahmad Fahad Al-Ahmad Al-Sabah, Opec’s president. The announcement had a limited effect on prices. As Sheikh Al-Sabah well knew, even if Opec were suddenly able to double its output of crude, it would not be going anywhere. Iran said on Tuesday it would reconsider economic ties with countries that voted against it at last week’s board meeting of the UN atomic watchdog.

Hamid Reza Asefi, foreign ministry spokesman, said Tehran was particularly surprised by the vote against it from India, which has recently agreed to to import 5m metric tons of liquefied natural gas annually from Iran via a gas pipeline project linking the two countries.

The Co Mayo landowners were jailed in Cloverhill Prison in late June for ignoring a High Court order to stop blocking construction on the Corrib Gas Development Project.

Natural Resources Minister Noel Dempsey today faced a three-hour grilling on the issue before an often angry all-party Oireachtas Committee.

But Mr Dempsey ruled out a suggestion by Fine Gael TD Bernard Durkan to appoint a mediator to broker agreement between the Rossport Five and Shell executives. read more

Royal Dutch/Shell Group is No. 2 in the rankings of the 2005 “Accountability Rating” announced on 22nd September in Fortune magazine. This is a rating on corporate responsibility of the prestigious FORTUNE Global 100 companies. The Accountability Rating is apparently not a measure of how good or bad a company is, but supposedly how smart. It follows that by removing or diminishing the ethical dimension in a corporate rating assessment, a bad company can be made to look good. read more

The Rossport Five remain in Cloverhill Prison while the war of words continues between the Shell Oil company and their supporters.

Opponents of the gas processing station in northwest Mayo took their battle to Norway, the home of Statoil which has a 37% stake in the Corrib gas field. During their visit independent TD Dr Jerry Cowley and relatives of the Rossport Five were told by Statoil’s senior vice-president, Helge Hatlestad, “Statoil would never embark on such a project without taking sufficient safety considerations. We are fully confident in the safety of the pipeline and the project”. A local Labour MP, however, said, “We cannot have such a big company having an argument with our friends in Ireland”. Tore Nordton also said that in Norway such conflicts were avoided through close consultation with the local community and by dealing with safety issues before the planning stage. On his return to Dublin Dr Cowley described the visit as a great success as it had received widespread coverage in the Norwegian media. read more

Shell had previously said Bonga, which is over two years behind its original target start date and far above budget, would begin pumping in the fourth quarter.

The US firm Chevron shut down a station pumping 19,000 barrels a day yesterday after being warned of an “imminent threat” from armed militants.

A day earlier more than 100 fighters stormed another Chevron oil platform, disarming government security personnel and shutting down the facility, which pumped around 8,000 barrels a day. Shell, which produces about half the oil from Nigeria, withdrew 50 workers from three facilities on Thursday, but output was maintained by a skeleton staff. The unrest adds to pressure on oil prices, already approaching historic highs because of Hurricane Katrina in the US. read more

“I can confirm that we shut down Robertkiri late yesterday, following information it was under imminent threat,” said Chevron spokeswoman Edith Azinge in Lagos. She said Robertkiri usually produces 19,000 barrels a day.

Shell said it would invest several hundred million euros over the next few years in the production of synthetic diesel fuel in cooperation with the east German firm Choren.

Three factories with a total production capacity of 200,000 tonnes are being planned, reducing the German oil import bill by 100 million euros annually, according to the announcement.

“We will reduce the dependence on oil imports, improve balance of payments, boost local industries and create a completely new industrial cluster,” Choren board chairman Stephan Schueller said. read more

The men, who are now 83 days in Cloverhill Prison, Dublin, last week turned down an offer by Shell to meet the men through their legal representatives.

AMSTERDAM (AFX) – Shell Nederland president Rein Willems said that oil production costs may rise five-fold in the near future.

He said that for Shell, the higher costs will mainly be the result of more difficult resource-gathering and refining methods as the company moves to retrieve oil from sources other than the conventional oil wells.

In an interview with Dutch engineering magazine ‘De Ingenieur’, Willems said that the higher production costs will likely lead to a stronger focus on alternative sources of energy as opposed to raw fossile fuels such as oil. read more

Oil prices today rose to more than $68 (£38) a barrel amid fears that Hurricane Rita will damage oil and gas plants in Texas barely weeks after the havoc wrought by Hurricane Katrina in the New Orleans area.

Six refineries in Texas have shut down as Rita, a maximum category 5 storm with 175mph winds, bears down on the state. Rita, even more powerful than Katrina, is expected to hit Texas, home to a quarter of US refining capacity, early on Saturday.

The six closed refineries in Texas have a total daily capacity of 1.4 million barrels. Together with the four still closed in Louisiana and Mississippi after Katrina, around 14% of US refining capacity is out of action. read more

CALGARY, Alberta (Reuters) – Shell Canada Ltd.’soil-products division will generate lower-than-expected third-quarter profit, partly because crude costs rose faster than retail gas prices, the company warned on Thursday.

Shell Canada, the country’s No. 2 oil producer and refiner, also said unplanned maintenance on a compressor in a hydro-cracker unit at its Montreal East refinery also cut throughput, with its Edmonton refinery down for a planned outage. read more

A Swedish pharmaceuticals company advised by Simmons & Simmons has launched a groundbreaking appeal against a ruling by Mr Justice Laddie accusing him of having an “appearance of bias” in a patent case.

The highly unusual allegation is one of the grounds of AstraZeneca subsidiary AB Hassle’s appeal against Laddie’s ruling in a patent case.
Laddie ruled that AB Hassle could not enforce a patent for one of its drugs against two rival UK companies, Generics (UK) and Cairnstores. read more
