I have printed below extracts from a mysterious email, partly in English and partly in Russian, circulated to a number of people at Sakhalin Energy earlier today, with a copy supplied to us. it seems to have been sent by a disgruntled employee (an interpreter/translator?) and has a sinister aspect with a reference to the Mafia (the Russian Mafia?).

Pennsylvania Senate passes tax credit for petrochemical plants

HARRISBURG — The Senate on Friday night approved legislation to set up a state tax credit for a company considering building a multibillion-dollar petrochemical plant in Beaver County.

Under the bill, approved 43-6, the credit would be available to Royal Dutch Shell plc and other so-called cracker plants and similar manufacturers willing to move to Pennsylvania.

Greenpeace is shadowing two Shell drilling vessels that left Seattle to start their journey to the Arctic this week.

LONDON–Shell has become the brand most targeted by activist groups, according to a digital service that tracks NGO campaigns worldwide.

Sigwatch, which monitors more than 4,000 activist groups globally, is expanding its service via a new website that provides a greater wealth of data regarding the threats posed to businesses by NGOs, and the issues that are sparking pressure.

The company has found that Shell is the company most criticised by activists in 2012. Shell has also seen the largest rise in activist criticism compared to 2011, along with Monsanto, Apple and Bank of America. Companies that have seen NGO attacks decline markedly over the same period include BP, Holcim and BHP Billiton. read more

Shell rigs and support vessels Alaska-bound; wins 2 legal issues

A caravan of ships departed the Seattle-area on June 27 en route to Alaska, where they appear increasingly likely to conduct an offshore exploration campaign for Shell.

The Kulluk and Noble Discoverer drilling rigs and a fleet of support vessels left Seattle, Wash., around 6:30 a.m. Alaska time, bound for Dutch Harbor. Upon their arrival, the ships will wait for open water before continuing to the Chukchi and Beaufort Seas.

“The journey north marks the beginning of another historic offshore exploration program in Alaska,” the company said in a statement. “We look forward to adding to our long, successful history in the Beaufort and Chukchi Seas; providing jobs and verifying what could prove to be an extremely valuable natural resource base for Alaska and the nation.” read more

Shell eyes Mackenzie Valley Canol shale oil play

Shell Canada Energy has taken a farmout from MGM Energy Corp., Calgary, to earn an interest in MGM’s 466B exploration license in the Central Mackenzie Valley of Canada’s Northwest Territories by funding the drilling of one or two wells in the Devonian Canol shale oil play.

Shell has the option to terminate the farmout if MGM doesn’t receive timely regulatory approval to drill the first well but will earn 75% interest in EL466B and become operator if it drills and completes both wells.

Shell will earn 37.5% interest after drilling a vertical well, which could be drilled as early as the winters of 2012-13 or 2013-14. The second well would be a horizontal penetration. read more

(Reuters) – Nigerian authorities said on Friday they had arrested the leader of a network of crude oil thieves in the Niger Delta responsible for several pipeline bombings against oil majors including Shell and ENI.

Nigeria is the world’s eighth biggest exporter of crude oil but thieves siphon off around a fifth of its output by drilling into pipelines, blasting them open or diverting crude at loading stations, sometimes with the connivance of security forces. read more

(Reuters) – Gazprom said it had agreed to a feasibility study to expand Russia’s only liquefied natural gas plant, a victory for its partner Royal Dutch Shell (RDSa.L), which has urged the state-run gas monopoly to seize a market opportunity in the Pacific.

Chief Executive Alexei Miller told a news conference on Friday that Gazprom would do a preliminary front-end engineering and design (pre-FEED) study on expanding the plant, on the Pacific island of Sakhalin, from 10 million tonnes of super-cooled liquefied natural gas per year to 15 million. read more

(Reuters) – Talks with Royal Dutch Shell (RDSa.L) on a potential role for the Anglo-Dutch major in the Shtokman gas field consortium are not linked to talks on expanding the Sakhalin-2 gas liquefaction plant, Gazprom’s head of export said on Friday.

“They are not connected,” Alexander Medvedev told reporters after the company’s annual meeting in Moscow.

Shortly afterwards shareholders in London also backed the unification plan.

Shell joins MGM in NWT shale oil play Calgary junior’s stock rises after farming out to major

CALGARY — Shares in Calgary junior MGM Energy Corp. leaped by as much as 45 per cent on Thursday morning after it announced it had signed Shell Canada to help explore an oil play in the Northwest Territories.

The company’s stock rose seven cents to 22.5 cents in early trading in Toronto but closed the day at 20 cents, up 29 per cent from Wednesday’s close.

In a news release, MGM said the Canadian division of Royal Dutch Shell has agreed to fund the drilling and completion of up to two wells in the Central Mackenzie Valley Canol shale oil play to earn a 75 per cent interest in its exploration licence, 466B. read more

The company said it has spent about $2 billion to date on infrastructure to collect and ship the gas which would otherwise be burned off into the atmosphere.

Shell has been under pressure from environmentalists and local residents to end gas flaring in Nigeria. Some say the process contributes to global warming. read more

Two Shell Oil Co. drilling rigs have begun their long treks to Arctic waters, where they are expected to begin boring five exploratory oil wells later this summer.

The departure marks a final phase in Shell’s seven-year quest to drill in the Chukchi and Beaufort seas north of Alaska. Although the company is still awaiting final drilling permits to launch the work, Interior Secretary Ken Salazar told reporters on Tuesday that those approvals are probable.

Shell spokeswoman Kelly op de Weegh confirmed that the drilling rigs and support vessels have left the Seattle shipyard where they underwent hundreds of millions of dollars in renovations to prepare them for the planned drilling. read more

Two massive Shell Oil Co. drilling rigs left a Seattle dock early Wednesday, starting the long trek to Alaska’s Arctic waters and leaving behind years of legal battles and regulatory hurdles in a quest for riches under the sea.

With little drama, the Kulluk — a 29-year-old conical Arctic drilling rig that spent a dozen years mothballed in Canada — launched for Dutch Harbor, a supply stop on the way to the far north, just before 8 a.m. Seattle time. The Noble Discoverer — a 1960s-era vessel used as a log carrier before being converted for drilling — was right behind, said Curtis Smith, an Anchorage-based Shell spokesman in Seattle for the sendoff. read more

ATLANTA — A federal appeals court has rejected arguments by a coalition of environmental groups, who maintain that U.S. regulators failed to thoroughly review the potential dangers of drilling new deep wells in the Gulf of Mexico.

The 11th U.S. Circuit Court of Appeals’ decision supports a federal agency’s approval, allowing Shell to move ahead with plans for 10 deep-water wells.

The Bureau of Ocean Energy Management failed to properly analyze potential catastrophic spills and underestimated the likelihood of a spill, the environmental groups argued. read more

WASHINGTON – A top Obama administration official predicted Tuesday that Shell will win government permits to drill for oil in Arctic waters this summer, while the government readies a plan to allow further energy exploration in the region four years from now.

“Having seen the conditions that Shell has already met, it is probable that they are going to get these permits,” Interior Secretary Ken Salazar said.

Salazar stressed that federal regulators are still scrutinizing Shell Oil Co.‘s applications to drill up to five wells in the Beaufort and Chukchi seas, after a test Monday of one of its emergency response systems and in advance of other drills. read more

Outside auditors could go offshore for drilling safety

An industry safety clearinghouse formed after the 2010 Gulf of Mexico oil spill is about to kick off a program for certifying outside auditors that the government soon may require to examine offshore operators’ safety plans.

Charlie Williams, executive director of the Houston-based Center for Offshore Safety, said at a meeting with the Houston Chronicle editorial board Tuesday that regulators now allow internal auditors to meet requirements for independent audits of company programs called Safety and Environmental Management Systems. read more

TRONDHEIM, Norway—Two of the world’s major oil and gas producing nations, bolstered by big Arctic discoveries in recent years, are looking to further develop one of the world’s most remote regions as a more vibrant hub of exploration.

Norway plans to award new drilling licenses for dozens of blocks of sea acreage in icy Arctic waters as early as 2013, Norway’s oil ministry said at a conference here Tuesday. U.S. Secretary of the Interior Ken Salazar, speaking at the same conference, said the Obama administration plans to further open and develop its own Arctic areas for drilling to continue reducing that nation’s dependence on foreign imports. read more

Leading institutions are selling shares in Shell over concerns about the way the company deals with environmental issues associated with its activities in Africa, the United States and Sakhalin Island off the Russian coast.

As the oil giant braces itself for a stormy annual general meeting tomorrow, two leading fund managers representing blue-chip City institutions have confirmed that they have ditched all their Shell shares.

Socially responsible investment (SRI) funds belonging to Investec Henderson Crosthwaite and Morley Fund Management have sold all Shell shares in recent months. The move is significant, because SRI decisions increasingly affect mainstream analysts’ investment recommendations. read more

WASHINGTON — Interior Secretary Ken Salazar said Tuesday that it was “highly likely” that the agency would grant Shell permits to begin drilling exploratory wells off the North Slope of Alaska as early as next month.

Mr. Salazar, while acknowledging that the Arctic presented unique environmental and safety challenges for oil and gas operations, said he was confident that Shell would meet the Interior Department’s new standards for offshore drilling. He noted that Shell had successfully tested a new oil spill containment device in Washington State’s Puget Sound in recent days and said he believed the company’s claims that it could collect at least 90 percent of any oil spilled in the event of a well blowout. read more

Royal Dutch Shell PLC RDS.A +0.77% , Royal Vopak NV and Greenergy Ltd. have agreed to buy the majority of the assets of the Petroplus Holdings AG’s Coryton refinery in England to turn it into an import and distribution terminal to be managed by Vopak, the administrator of Petroplus’s U.K. subsidiaries, the companies and the U.K. government said Tuesday.

The sale will be completed within several months, once the current refinery closure process has been concluded, PricewaterhouseCoopers, the administrator, said in a statement. read more

Deal struck over sale of Coryton oil refinery site

Hundreds of job losses have been confirmed in a deal that will see one of UK’s biggest oil refineries become a storage depot.

Administrators PwC said the site in Coryton, Essex, would become an “import terminal” for petrol and diesel.

The site will be operated by Royal Vopak, Greenergy and Shell UK, PwC said.

Steven Pearson, of PwC, said the closure would see the “majority” of the 500 Coryton employees made redundant.

The plant, which previously supplied 20% of fuel in London and the South East, ceased production earlier this month. read more

Royal Dutch Shell Plc (RDSA) will begin drilling off Alaska’s north coast in the third quarter, Interior Secretary Ken Salazar said as he outlined U.S. plans to advance Arctic energy production.

“We anticipate that there will be exploration with the initial wells going in by Shell this summer,” Salazar said today in an interview at a meeting of energy ministers in Trondheim, Norway. “We have now pending exploration plans that have been submitted by other companies as well.” read more

Stranded natural gas reserves

The world has vast volumes of what is called ‘stranded’ natural gas. This is gas that is not considered economically exploitable for a variety of reasons. As a consequence this type of gas is usually ‘flared’, i.e., burned, at the well site, although a small amout of it is utilized one way or the other at or near the well site.

However, our ability to convert that gas into LNG and diesel type fuels is rapidly beginning to make this resource economically viable to explt.  And believe it or not, there is somewhere on the order of 6000 TCF of this gas located worldwide. read more

Court To Allow Shell to Drill in Gulf of Mexico

The Eleventh U.S. Circuit Court of Appeals on Friday threw out a petition by Defenders of Wildlife and Gulf Restoration Network to halt Shell Oil’s latest exploration plan to drill in the Gulf of Mexico.

The Bureau of Ocean Energy Management had approved Shell’s plan, or “Shell EP,” to conduct drilling in ten exploratory wells between 7,100 and 7,300 feet deep off the shore of Alabama in the Central Gulf of Mexico.

The petitioners challenged the ruling, claiming that Shell EP violates the National Environmental Policy Act and the Endangered Species. The court said that NEPA’s requirements had been met, and the low probability (estimated risk of 0.07%) of an oil spill means the exploratory drilling does not violate the Endangered Species Act. read more

Shell to Start Drilling Offshore French Guyana This Week -Report

Shell France, a unit of Royal Dutch Shell PLC (RDSB), will as soon as this week start drilling exploration wells off the coasts of French Guyana that are believed to harbor promising oil reserves, its Chief Executive Patrick Romeo said in an advanced copy of an interview with professional weekly Bulletin de l’Industrie Petroliere, or BIP, to be released Tuesday.

The moves comes after the French government lifted the suspension of exploratory works in the region. read more

I am dumbfounded by the Post-Gazette’s Friday editorial “No Shell Game: Corbett’s Tax Break Plan Is a Good Deal for State”! You have sold out to the interests of big oil and gas along with the Corbett administration. Your initial caution flag on ethane cracker tax credits has turned into a white flag of surrender.

Royal Dutch Shell (the full name) has co-headquarters in London, United Kingdom, and in The Hague, Netherlands. It is the second-largest company in the world based upon revenues. Why are we even considering giving tax credits to such a global behemoth? It would be better that Shell pay us for the privilege of operating here. read more

Investors eye increased Shell bid for Cove

(Reuters) – Shareholders are betting Shell (RDSa.L) will up the stakes in a bid battle for explorer Cove Energy (COVE.L) after Thailand’s PTT Exploration and Production PTTE.BK extended the deadline for investors to accept its $1.9 billion offer.

Cove shares were up 0.3 percent to 265.5 pence at 1021 EDT on Monday, still above the 240 pence per share PTT has offered, as investors eyed a potentially higher bid from Shell.

PTT said on Monday that investors would now have until July 6 to accept its offer, after it won acceptances from only 0.25 percent of Cove shares by last Friday’s deadline. read more

Shell Oil USA in the States was lying (and in a serious way) about their reserves way back in the mid-1980’s prior to the stock buy-out by Royal Dutch. So, this fraud goes back 20 years or more in the States, not just to the mid-1990’s. I am going to presume the same holds true for all of Royal Dutch’s op-co’s and subsidiary companies. Reserve fraud at Shell Oil USA was a ‘cultural problem’ and I presume it still is because the character and quality of senior and mid-level management throughout Royal Dutch Shell has not improved by any noticeable degree. This is no surprise because current corporate leadership grew-up and prospered in that environment of ‘institutionalized’ fraud. read more

Permit me an observation about the very public hub-bub over Shell’s drilling plans for the off-shore US Arctic this summer.

Shell plans to drill in the US off-shore Arctic have been bitterly contested in the media, the courts, and the halls of Congress. Shell has apparently managed to overcome the technical and political obstacles and will be permitted to drill this summer, weather permitting. Given all the attention that will be focused on these exploratory drilling operations it is unlikely that there will be any sort of major ‘problem’ during drilling operations. It is also highly likely that these exploratory test wells will be successful and that the battle over oil production from off-shore US Arctic will move into its next phase. read more

EMBATTLED oil giant Shell has been dealt another blow with the filing of a new multi-billion dollar US class action against dozens of directors.

The action accuses the company of falsifying its reserves for almost 10 years and demands that ‘insiders’ who benefited must be brought to book.

Today’s filing is also the first lawsuit in the Shell saga to accuse auditors KPMG and PricewaterhouseCoopers of negligence and malpractice.

The firm has admitted four times since January that it overstated the amount of oil and gas on its books, That has resulted in it reducing its proven reserves by 4.5bn barrels, or 22% of the total. read more

We all know corporations do bad things. Big corporates have been publicly named and shamed for their participation in causing harm to people and the planet, and they are not always held to account.

As the 2009 Ruggie report on business and human rights noted governance gaps have appeared which create a “permissive environment” allowing corporations to act with impunity.

But what we don’t all know is how so-called democratic governments support these same corporations who inflict harm. These are governments that have a duty to protect human rights and who are signatories to numerous international human rights conventions. read more
