Alaskans weigh in on offshore lease plan proposal

A study paid for by Shell Oil and released this week used federal estimates that the Beaufort and Chukchi seas hold 27 billion barrels of oil and 132 trillion cubic feet of natural gas.

Alaska drilling advocates on Friday night dominated a federal public hearing seeking comment on a proposed five-year plan for offshore oil and gas lease sales that includes the Beaufort and Chukchi seas.

More than 100 people signed up to testify at the Bureau of Ocean Energy Management scoping session covering 2012-2017 but fewer than half had time to make comments during the three-hour session.

Pro-drilling forces offered pizza and soft drinks to encourage supporters to arrive early and sign up to testify. The agency took them in order and drilling opponents, including those who arrived more than an hour early, finally got their chance near the end of the session. read more

Shell Reports Release of Deadly Benzene Chemical at Deer Park Refinery

Bloomberg News has reported the release of an unknown amount of the deadly chemical benzene at its Deer Park refinery in Texas.

According to one source, “Being exposed to benzene can lead to a host of diseases“.

Extract: “The worse case is associated to acquiring acute myelogenous leukemia, a type of disease that involves the production of cancer cells in the blood. Leukemia prevents the while blood cells from growing properly. White blood cells are the main components of the body’s immune system. With them impaired, the body becomes more prone to developing other diseases. This is a life-threatening condition brought about by exposure to benzene”.

The benzene incident comes 10 years after Royal Dutch Shell made a commitment to invest $400 million over eight years to reduce the release into the atmosphere of toxic chemicals at its nine refineries operating in the USA, including Deer Park and the Martinez refinery in California.

Bloomberg says: “U.S. refineries must notify the National Response Center if they release hazardous substances in excess of reportable quantities, according to the Comprehensive Environmental Response, Compensation and Liability Act, commonly known as Superfund”. read more

Shell Reports ‘Unplanned’ Flaring At Martinez Refinery

According to  an article published on 25 February 2011 by The Wall Street Journal, Royal Dutch Shell Plc has recently reported “unplanned” flaring at its Martinez refinery in California.

Shell has a track record of illegal emissions at the refinery, paying fines totaling over $25 million since 1989.

On 1 December 1989, The New York Times reported that Shell Oil Company had agreed to pay $19.75 million “for spilling more than 400,000 gallons of crude oil into San Francisco Bay”. Shell said that it had “spent an additional $14 million in cleaning up the spill, when oil flowed from a pipe at its Martinez refinery in April 1988”. Oil leaked out from a 12.5-million-gallon storage tank at the manufacturing complex 40 miles northeast of San Francisco. The Government said that several Federal regulations were broken. According to the article at least 250 birds and 50 other animals were found dead and a valuable wildlife habitat was ruined and tidal marshlands would take 10 years to recover. read more

RUMIPAMBA, Ecuador — She has no legal training, and doesn’t speak the Spanish that dominates government in Quito but indigenous villager Maria Aguinda helped bring a landmark judgment against US oil giant Chevron for polluting the rain forest she calls home.

The diminutive grandmother whose modest home sits near marshes clogged for decades in sticky oil has been at the heart of the David-and-Goliath case, and spoke out after Chevron was slapped last week with a $9.5-billion fine, among the heaviest ever handed down for environmental damage.

“Before I die they have to pay me for the dead animals, and for what they did to the river, and the water and the earth,” the 61-year-old Aguinda told AFP at her home in Rumipamba, a town in remote Orellana province where pollution caused by 30 years of oil drilling and petroleum accidents had become a sad fact of life. read more

Exxon, Shell Said to Have Been Hacked Via Chinese Servers

Computer hackers working through Internet servers in China broke into and stole proprietary information from the networks of six U.S. and European energy companies, including Exxon Mobil Corp., Royal Dutch Shell Plc and BP Plc, according to one of the companies and investigators who declined to be identified.

McAfee Inc., a cyber-security firm, reported Feb. 10 that such attacks had resulted in the loss of “project-financing information with regard to oil and gas field bids and operations.” In its report, Santa Clara, California-based McAfee, assisted by other cyber-security firms, didn’t identify the energy companies targeted. The attacks, which it dubbed “Night Dragon,” originated “primarily in China” and occurred during the past three years. read more

We have in recent years published a number of articles drawing attention to Shell getting into bed with the Libyan dictator Muammar Gaddafi, who was presented as being a reformed character, despite his notorious track record as the principal financier of international terrorism.

Gaddafi financed the Black September Movement, which carried out the massacre in Munich at the 1972 Summer Olympics and also financed “Carlos the Jackal”.

Currently Shell is engaged in an evacuation plan to extract employees who otherwise might end up as hostages held by the supposedly benevolent dictator. read more

The family of a Bethalto woman who died of leukemia blames two Roxana oil refiners for allegedly causing the disease.

Jeffrey Ochs, on behalf of his wife Debra Ochs, and the couple’s daughter filed a lawsuit Jan. 20 in Madison County Circuit Court against Shell Oil Company and BP Products North America Inc.

Ochs says Debra spent a lot of time in Roxana the last three decades, working as a teacher and principal at Central Elementary from 1994 through 2003. During that time, Shell and BP operated refineries in the area. read more

Shell to use Woodside stake sale to fund its own projects

SHELL Australia chairwoman Ann Pickard says the Anglo-Dutch giant is selling down its major stake in Woodside Petroleum so it can use the money to develop its own suite of projects in Australia.

But Ms Pickard yesterday brushed off questions about whether Shell would soon sell its remaining $8 billion Woodside shareholding to a strategic investor after its shock move last November to reduce its stake from 34 per cent to 24 per cent.

The sale angered Woodside chief executive Don Voelte and chairman Michael Chaney because they were not given advance notice. read more

Shell completes staff withdrawal from Libya

AMSTERDAM Feb 22 (Reuters) – Oil major Royal Dutch Shell said on Tuesday that all its expat employees and their dependents in Libya, involved primarily in the company’s exploration activities in the country, had been relocated.

“Given the continuing uncertainty in Libya, Shell’s expatriate staff have now been temporarily relocated. Shell offices remain closed, and business continuity plans are in place,” a Shell spokeswoman said.

The spokeswoman did not say how the evacuations took place. read more

Shell: Prelude FLNG Go-Ahead ‘Next Few Months,’ More Planned

Royal Dutch Shell Plc, Europe’s biggest oil company, received interest from companies including Essar Group, Afren Plc and Perenco SA for stakes in four Nigerian oil fields, according to two people with knowledge of the matter.

India’s Essar is bidding with Energy Equity Resources Ltd. of Nigeria while closely held Perenco of France is working with Swiss trading firm Addax & Oryx Group Ltd. and Oando Plc, said the people, who declined to be identified because the matter is private. Another bidding group includes Heritage Oil Plc of the U.K. and Nigerian contractor Shoreline Energy International, one of the people said. read more

LONDON, Feb 21 (Reuters) – European oil and gas companies have evacuated staff and suspended drilling preparations in Libya as violence spreads across the north African country.

Norway’s Statoil, Austria’s OMV and Royal Dutch Shell have moved some staff as scores of anti-government protesters were killed in the country’s second-biggest city, Benghazi, and unrest spread to the capital Tripoli over the weekend.

Production at the Murzaq oil field run by Spain’s Repsol (REP.MC) has been unaffected so far, as has output from Eni’s operations. read more

Shell Agrees To Sell Majority Stake In Most Africa Donwstream

LONDON (Dow Jones)–Royal Dutch Shell PLC (RDSA.LN) Monday agreed to sell a majority stake in much of its African downstream to Vitol Holding BV and Helios Investment Partners for around $1 billion, as it trims non-core assets.

Oil-products businesses are generally considered of less importance to oil majors than oil and gas exploration and production assets.

The Anglo-Dutch oil giant will sell 80% in fuels and lubricants assets in 14 African countries to oil trading giant Vitol and Africa-focused private investment firm Helios and keep the remaining 20%. read more

Essar Energy to provide $1bn bank guarantee for Shell’s Stanlow refinery

MUMBAI: Essar Energy will provide a bank guarantee of $1 billion to close the offer it made to acquire Shell’s Stanlow refinery in the UK, according to a person who is part of ongoing negotiations with banks. This bank guarantee would be over and above the $350 million that Essar Energy agreed to offer for the assets of Stanlow refinery.

“The company (Essar) will finalise the bankers who will furnish the guarantee in the next three to four months,” said the person who requested anonymity as the transaction is still underway. read more

Essar agrees break fee on Shell’s Stanlow

Essar Energy has taken a significant step towards buying Shell’s refinery at Stanlow, on the south bank of the Manchester Ship Canal near Ellesmere Port in Cheshire.

Essar has until March 31 to confirm that it wants to buy Stanlow. If it decides not to proceed, it will be liable for a break fee of $50m. If Essar decides to go ahead, Shell will have three days to decide whether to accept – and it will be liable for a $10m fee if it turns down the offer. read more

Shell sells Africa businesses to Vitol, Helios

AMSTERDAM (AP) — Royal Dutch Shell PLC has entered into a $1 billion agreement to sell a majority share of most of its downstream businesses in 14 African countries to the Vitol trading company and Helios, an African investment company.

The announcement by the three companies says two joint new ventures will be created. One, to be 80 percent owned by Helios and the Netherlands-based Vitol, will continue supplying the Shell brand of fuels and lubricants in the 14 countries, with five more nations possibly joining later. read more

Petrol from India is likely to find its way into the UK market for the first time, after Essar Energy bought Royal Dutch Shell’s Cheshire oil refinery for $350m (£216m).

It is the latest deal in the struggling UK refining industry, which has found it difficult to stay profitable in recent years and is expected to face increasing global competition.

The $350m price tag is about half what Shell was initially expected to get for the Stanlow refinery, following 18 months of negotiations with Essar.

The Indian company, which listed on the FTSE 100 last year, has promised that jobs will be safe and the refinery will remain open.

A spokesman for Essar said the company had already identified a number of investments it wanted to make to increase output from 75pc to nearer 100pc capacity. read more

US House Votes To Help Clear Path For Shell Drilling In Arctic

WASHINGTON -(Dow Jones)- The U.S. House of Representatives has approved a measure that helps clear a path for Royal Dutch Shell (RDSA, RDSA.LN) to drill an exploratory well in the Arctic Ocean.

With most of the favorable votes coming from Republicans, the measure blocks the Environmental Protection Agency’s appeals board from revoking any permits for projects along Alaska’s Arctic Coast.

The goal of the measure, introduced by Alaska Republican Rep. Don Young, is to prevent this appeals board from revoking a clean-air permit Shell is seeking in its effort to drill an exploratory well in the Beaufort Sea. read more

Shell today confirmed it has received an offer from Essar Energy to buy its 272,000 barrel-per-day Stanlow refinery and associated local marketing businesses in the UK for a total expected consideration of some $1.3 billion.

In light of Essar’s offer, the two companies today signed an exclusivity agreement until 1st April 2011, under which break fees would be payable if either company fails to sign an asset sales agreement.

Pursuing this deal is aligned with Shell’s strategy to concentrate its global manufacturing portfolio on larger and more sophisticated assets. read more

Nigerian Oil Exploration at 10-Year Low Before Petroleum Law

Oil exploration in Nigeria has slumped to the lowest in a decade after producers including Royal Dutch Shell Plc and Total SA backed away from investment until the country’s petroleum law is passed.

Just one exploration well was drilled in Nigeria in the past two years, the lowest since 1999, according to official figures released by the Petroleum Ministry. The number of wells peaked at 34 in 2002.

“Funds have not been available” for exploration, said Belema Osibodu, a spokeswoman for the Department of Petroleum Resources, in a telephone interview yesterday. read more

Mauritius Suspends Shell Shares on Reports of Vitol-Helios Deal

The Stock Exchange of Mauritius said it has suspended trading of Royal Dutch Shell Plc’s Mauritian unit’s shares, according to a statement published on the bourse’s website.

The suspension follows an article published in Le Mauricien newspaper Feb. 17 stating that Shell Mauritius Ltd. had reached a buy-out agreement with Vitol-Helios Investment, the Port-Louis based bourse explained.

Shell has been requested to publish a press release “to inform shareholders and the public in general of the status of any agreement currently being discussed by Shell and the outcome thereof, if any”, the Stock Exchange of Mauritius said. read more

MUMBAI (MarketWatch) — India’s Essar Energy PLC (ESSR.LN) is likely to sign an initial agreement this week for a possible acquisition of Royal Dutch Shell PLC’s (RDSB.LN) Stanlow refinery in the U.K., a person with direct knowledge of the matter said Friday.

London-listed Essar Energy and Shell are in the final stages of discussions and will likely announce exclusive talks on the refinery sale this week, the person, who declined to be named, told Dow Jones Newswires. read more

Oil spill response system launched

Oil companies on Thursday launched a spill containment system in the Gulf of Mexico in a bid to restart the issuance of permits stalled after BP’s fatal Macondo well disaster.

ExxonMobil, Royal Dutch Shell, Chevron and ConocoPhillips unveiled the interim containment system, which they said was open to all operators in the gulf.

The Obama administration issued a moratorium on gulf drilling following BP’s fatal Macondo disaster in April 2010. But even though the moratorium has been lifted, activity remains constrained. read more

Shell launches ethanol project with Brazilian firm

Royal Dutch Shell and Brazilian sugar company Cosan have presented plans for a joint venture to produce ethanol or alcohol fuel. It is estimated that the resulting company will have a market value of over eight billion euros.

A statement from Cosan said the new organisation would be called Raizen. It will employ about 40,000 people and produce over 2.2 billion litres of ethanol per year for the Brazilian and international markets.

Ethanol is made from sugar cane and used to fuel cars, producing hardly any CO2 in exhaust fumes. Many cars in Brazil already run on the fuel. Ethanol has been added to fuel in the Netherlands since 2007. read more

Shell to boost investment in Brazil

Royal Dutch Shell is to boost its investment in Brazil by billions of dollars after surpassing its forecasts for oil production in the country last year.

The Anglo-Dutch company will drill ten new wells in the next 18 months, seven of them in the Campos Basin, around 60 miles off the coast of Espirito Santo state.

Estimates in Brazil suggested Shell will invest around $2.5bn (£1.57bn) in the next wave of drilling but the company did not confirm the figure.

Andre Araujo, the president of Shell Brazil, said: “I can only say that it will be billions of dollars.”

Shell is currently the biggest private producer of crude oil in Brazil, second only to the state-backed Petrobras. read more

Dutch Documentary: The dirty oil from Shell

The Dutch Parliament recently held a hearing on the activities of Shell in Nigeria, partly in response to this 38 minute documentary  by the Dutch TV programme “*Zembla”: The dirty oil from Shell.

The eyes of the world have been focused on the Gulf of Mexico, where BP took several months to stop an oil leak deep under the sea surface. In the meantime, a 50 year oil disaster is happening in Nigeria.. Since SHELL started their hunt for oil in Nigeria, an estimated 1.5 million barrels of oil have flowed into groundwater, drinking water and rivers. The population wants it to stop. The activity has generated billions in profits for the leading Dutch/British oil company, but it is accused of environmental and human rights abuse. read more
