Ice could delays Shell’s work in Alaska

WASHINGTON, June 15 (UPI) — Drilling operations in the arctic waters off the coast of Alaska might be scaled back if there is late ice cover in the region this summer, Shell said.

Shell aims to launch a drilling campaign in the coming months in the Beaufort and Chukchi seas off the Alaskan coast.

Shell President Marvin Odum told the Platts news service the program might get scaled back from five exploratory wells to three if there is late ice cover in the region.

“It’s a little ironic, isn’t it, that this is the year it looks like we’ll finally move forward with the drilling process and what we find through our analysis is there’s more ice in the Arctic this year than there has been in the last decade,” he said. read more

HOUSTON, June 15 (Reuters) – The operator of the largest U.S. oil refinery said on Friday it did not know how long a newly commissioned giant crude distillation unit, a center piece at the Port Arthur, Texas facility, would be shut down.

Motiva Enterprises said that there was no schedule for the crude distillation unit’s return to production at the 600,000 barrel per day (bpd) Texas, refinery. Sources familiar with refinery have said the unit would be down five months for repairs. read more

Shell sells three onshore Nigeria oil blocks

(Reuters) – Royal Dutch Shell’s Nigeria operation is working on selling three oil blocks in its latest move to divest some onshore assets, a spokesman said on Friday.

Shell has been winding down some of its onshore operations to focus on offshore and deepwater drilling. The sales follow similar divestments over the past two years.

The Nigerian government, which is trying to increase ownership of oil blocks by local companies, has encouraged such deals.

“SPDC (Shell Petroleum Development Corporation) is working towards the potential divestment of OMLs 30, 34 and 40,” spokesman Tony Okonedo said by telephone. read more

With all the recent attention being paid to inappropriate behaviour by MMS regulators, Shell might find having the BSEE regulators on board a bit harder to handle than was previously the case with the MMS – with the age of the rigs, and the fact that one has been stacked for a long period, there is plenty that can go wrong.

Since Shell have 1200 lawyers, and the two Alaskan rigs will have government representatives on board, surely it would be a good idea to have a couple of lawyers on each rig to respond appropriately to questions from the government representatives and visitors from environmental organisations? read more

WASHINGTON – Federal inspectors will be stationed around the clock on rigs that Shell plans to use in drilling up to five wells in Arctic waters near Alaska this summer, a top U.S. regulator promised Thursday.

Director James Watson of the Bureau of Safety and Environmental Enforcement said having the offshore drilling inspectors on the Kulluk and Discoverer rigs will ensure a close watch on Shell’s proposed oil exploration, should it win final government approval. read more

The email is in reaction to Shell’s recent decision to terminate its exploration contracts in Libya.

Shell apparently preferred to deal with Mad Dog Gaddafi.

Royal Dutch Shell is set to create a global litigation adviser roster following the hire of Fulbright & Jaworski City disputes partner Richard Hill as associate general counsel for its newly-launched in-house disputes group.

The energy giant has instructed Hogan Lovells on all dispute resolution matters since 2010, when the transatlantic firm won a first-time appointment to handle the work for Shell as part of a global panel review by the company. read more

Shell Gear Needs More Tests Before Alaska Permits, Official Says

Royal Dutch Shell Plc (RDSA) must complete more tests of its safety equipment before the U.S. lets the company drill for oil off the north coast of Alaska, a regulator said.

The examinations, which will verify whether Shell is able to stop the flow of oil in case of a blowout, will take place in coming weeks, James Watson, director of the Interior Department’s Bureau of Safety and Environmental Enforcement, said today during a conference call.

“These tests must be successful before we approve any drilling activities, because safety is a must and it’s our No. 1 priority,” Watson said in Portland, Oregon, after looking over equipment to be used when a well fails. “There are still a number of inspections by BSEE and the U.S. Coast Guard” on Shell’s equipment. read more

Corbett begins PR effort for refinery tax credit

Gov. Tom Corbett’s administration began its public relations effort Thursday to build support for a 25-year tax credit worth up to $1.7 billion that it wants to foster a petrochemical industry in Pennsylvania around the state’s supply of natural gas from the vast Marcellus Shale formation.

Three of Corbett’s cabinet secretaries held a forum at the Beaver County community college, near the Pittsburgh-area site of a multibillion-dollar petrochemical refinery planned by a subsidiary of Netherlands-based oil and gas giant Royal Dutch Shell PLC. read more
