LONDON — Oil companies in the North Sea, including heavyweights BP PLC (BP) and Royal Dutch/Shell Group (RD, SC) have agreed with the U.K. government to adhere to a new code of conduct aimed at easing access to undersea pipelines.

The U.K. is keen to encourage new and often smaller companies to develop the dwindling oil and natural gas resources of the North Sea. Gaining access to the infrastructure that delivers the hydrocarbons to market is key for these companies, particularly in the development of small fields which the major companies that control the pipelines won’t bother with. read more

Problems mount for sale of Bakersfield refinery, sources say

San Jose Mercury News: Problems mount for sale of Bakersfield refinery, sources say

“We’ll explore our options if we believe Shell is not acting in good faith.”: “Lockyer and the Federal Trade Commission have already launched investigations into whether a shutdown would violate antitrust laws.”

LOS ANGELES – Shell Oil Co. wants to sell its Bakersfield refinery without the vital pipelines, onsite oil storage tanks and other equipment needed to run it, sources familiar with the situation say.

The company’s refusal to include key parts in a deal could dissuade buyers from purchasing the operation, which produces 2 percent of California’s gasoline and 6 percent of its diesel. That could result in permanent closure of one of only 13 California refineries that make the clean-air fuel the state requires. read more

ABC.net.au: Shell offers ‘no comment’ on power stations’ future

Posted 16 Sept 04

Shell has refused to comment on reports its planning to sell its share in two Queensland coal fired power stations.

Financial reports suggest Shell may sell its stake in Intergen, which owns about half of the Callide power station in Central Queensland, and the Millmerran power station on the Darling Downs.

A Shell spokeswoman says the company does not comment on market rumour and speculation.

She says Shell continually reviews its portfolio of assets as part of normal business practice. read more

Shamed Shell chief hits back

London Evening Standard: Shamed Shell chief hits back

“The move is a bolt from the blue from Shell’s former chairman, ousted in disgrace in March over the scandal that has led to the worst year in the group’s history.”

Steve Hawkes,

IR Philip Watts has dramatically broken his six-month silence over the reserves scandal at Shell by launching an unprecedented challenge to the Financial Services Authority* and throwing yet more doubt on where responsibility for the fiasco at the oil giant lies.

In a devastating attack on the City regulator, Watts claims the FSA broke its own rules when fining Shell £17m last month for stock market abuse by ‘identifying and prejudicing’ him in the finding and ‘unfairly denying’ him the right to review the evidence prior to its publication. read more

Former Shell Chairman Appeals Censure

Forbes.com: Former Shell Chairman Appeals Censure

“The Financial Services Authority’s final notice, issued on Aug. 24, said Shell had made false or misleading announcements in relation to its hydrocarbon reserves and reserves replacement ratios between 1998 and 2003, and had made those announcements despite indications and warnings that they were false.”

Associated Press

The former chairman of Royal Dutch/Shell Group, Sir Philip Watts, petitioned a British regulatory body for permission to challenge some of its findings on Shell’s oil reserves scandal.

In a letter submitted to the Financial Services and Markets Tribunal, Watts defended his actions as head of the company.

“I believe that a full and fair examination of all the facts will demonstrate that I have acted properly and in good faith at all times,” Watts said in the letter. read more

Former Shell chief challenges regulator’s censure

Financial Times: Former Shell chief challenges regulator’s censure

“The FSA violated my statutory rights to review and rebut the allegations contained in their recently published Final Notice against Shell, because I was both identified and prejudiced by the publication,” Watts said in a statement.”

Reuters 16 Sept 15.29

Former Royal Dutch/Shell chief Philip Watts said on Thursday he had appealed against the UK financial regulator’s censure of the oil giant over its oil reserves scandal, which he said violated his rights.

Shell shocked investors in January by slashing its proven oil and gas reserves by 20 percent. The debacle led the company to oust its top management, including Watts, and brought a 17 million pound ($30.38 million) fine from the Financial Services Authority (FSA).

Watts said he had filed an application with the Financial Services and Markets Tribunal regarding the FSA’s August ruling. This said Shell had engaged in “unprecedented misconduct” which resulted in market abuse and the breaching of listing rules. read more
