FIVE days into his new job, British Energy Minister, Mike O’Brien, has awarded offshore and onshore hydrocarbon exploration licences to 58 companies.

The Department of Trade and Industry has issued 97 offshore licences and 26 onshore permits to allow companies to explore for oil and gas.

Yesterday saw the award of 32 offshore traditional licences, plus 58 of the DTI’s new promote licences and seven permits for the frontier exploration area West of Shetlands covering a total of 163 blocks. read more

Opec is under pressure to lift official production levels at a critical meeting today as global crude prices rose again on the back of pipeline attacks in Iraq and hurricanes heading for the Gulf of Mexico.

The cartel of leading oil producers is already pumping more than its official quota to meet escalating demand but prices have continued to rise, gaining a further 75 cents to $44.62 a barrel in New York yesterday.

Saudi Arabia said it would continue to supply a quota-busting 9.5m barrels a day in October to bring down prices. read more

DOUBT has arisen over the future ownership of two of Queensland’s major power assets after global speculation that Shell was about to sell out of a joint venture.

Reports circulated yesterday that Shell was looking to offload its 68 per cent stake in InterGen, a US-headquartered company that owns 20 power stations around the world.

The group holds 50 per cent of the Callide C station near Biloela and 54 per cent of the Millmerran station – two of Queensland’s largest coal-fired power facilities. read more

HOUSTON, Sept. 14 — Iran needs to decide “if it wants to export natural gas and LNG or not,” says FACTS Inc., a Honolulu consultancy headed by Fereidun Fesharaki.

“If there are no firm commitments, it should cease all discussions and be open about its doubts. The government cannot afford to hesitate and keep its customers in limbo,” said FACTS in a recent report.

Iran is seeking buyers for natural gas from its supergiant Pars field and is planning three LNG projects. Rokneddin Javadi, managing director of National Iranian Gas Export Co., said an LNG project would take 5 years to complete, but the company in February awarded a 1.6 billion euro contract to a group comprising Total SA, Malaysia’s national oil company Petronas, and National Iranian Oil Co.’s NIOC LNG to build an LNG plant utilizing natural gas feedstock from South Pars (OGJ, July 12, 2004, p. 9). read more

A corporate ethics gap threatens Americans’ well-being more than does the Middle Eastern “freedom gap” that national security adviser Condoleezza Rice described in Portland last week.

A credibility gap yawns, or gapes, in Rice’s suggestion that Americans’ safety is intimately tied to how foreign nations govern their citizens. THE US Attorney’s office in New York has demanded boxes of documents related to the alleged oil reserve fraud at Royal Dutch/Shell, signalling an escalation of a federal investigation into the scandal.

It is understood that federal investigators are now looking into the activities of individual Shell directors who are named in class action lawsuits surrounding the scandal, rather than seeking to prosecute the company as a whole.

The demand marks a dramatic shift in the inquiries under way at Shell, which had until now been involved in civil investigations led by the US Securities and Exchange Commission, the market watchdog, and the Financial Services Authority, its British equivalent. read more

Federal investigators are now looking into the activities of individual directors who are named in class action lawsuits surrounding the scandal, rather than seeking to prosecute the company as a whole, the paper said.

LONDON — John Wood Group PLC said Tuesday that Wood Group Engineering (North Sea) Ltd has been reappointed by Shell U.K. Limited to provide engineering design, maintenance, support and construction services (EMSC) to its onshore assets at St Fergus Gas Plant, Fife FNGL Plant at Mossmorran, Fife Braefoot Bay Terminal plus offshore support for the Goldeneye platform.

The contract, worth approximately GBP25million over two years, will secure employment for around 200 Wood Group employees at Shell ‘s three onshore sites and in Aberdeen. read more

The European Commission said Tuesday it had approved the acquisition by Spain’s Repsol YSF of most of the Portuguese products and businesses belonging to Anglo-Dutch oil giant Shell.

The executive arm of the European Union determined that the transaction would not raise competition concerns since other large and capable players compete in the market.

It said the new entity would face competition from Portugal’s Galp, BP PLC, Cepsa, Exxon Mobil Corporation and a number of independent companies. read more
