LAGOS — Nigeria’s senate Friday repeated a demand that an oil partnership led by Royal Dutch/Shell Group (RD, SC) pay $1.5 billion in compensation to a tribe it says has been harmed by the consortium’s activities in oil-rich Bayelsa state.

“Since we have passed the motion (last week), it must definitely be done,” said Senate President Adolphus Wabara, referring to efforts to force Shell Petroleum Development Co. to pay the amount. read more

NORCO, La. (AP)–A pair of units designed to remove sulfur from gasoline at a New Orleans-area refinery are being blamed for creating sulfur-tainted gasoline in May,

The bad gasoline damaged more than 80,000 fuel gauges in cars and trucks in Louisiana and Florida.

Shell Oil (RD) Products spokesman Shawn Frederick says the units began operating about two weeks before motorists started reported fuel gauge problems. The units were installed at the Motiva refinery in Norco to meet new federal environmental regulations that limit sulfur levels in gasoline to 30 parts per million, down from the current standard of 300 parts per million. The new rules go into effect Jan. 1. read more

BASF, the German chemicals giant, is hoping to sell off Basell, its joint venture with the Anglo-Dutch oil group Shell, and to complete the transaction in the first half of 2005.

Basell manufactures preliminary products for plastics, and is valued at around 6bn euros. Options for the sale include the stock market, an acquisition by a rival company or by an investment group.

The management of BASF is threatening to transfer its genetic technology research activities abroad if the planned amendment to legislation regarding genetically modified plants is introduced in Germany, although a short-term decision regarding a transfer is not planned. The amendment would establish strict liability regulations, a register of sites and growing standards for the cultivation of genetically modified plants in the vicinity of GMO-free crops. read more

Portuguese petrochemicals group Galp is now just one step away from acquiring no less than 264 or Anglo-Dutch counterpart Royal Dutch Shell’s 388 petrol stations in Spain.

Only two issues remain to be finalised: the UK firm’s 5 per cent stake in Spanish fuel distributor Compania Logistica de Hidrocarburos (CLH), and Shell’s 74 petrol stations on the Canary Islands.

After yesterday’s meeting between representatives of Shell and Galp, sources within the sector said that the Galp offer was the best that had been put on the table. The sale would be worth between 320m and 500m euros, depending on the assets involved. read more

The sale of the electricity generating business could lift the embattled firm’s group-wide profitability, by dumping an operation that underperforms the core oil and gas portfolio.

InterGen, 68pc held by Shell in a joint venture with US building firm Bechtel, runs capacity that bankers say is worth around USD6bn including debt. read more

SAN FRANCISCO (AP) — The state Public Utilities Commission voted Thursday to allow liquefied natural gas to be shipped from Mexico through California pipelines for use in Western states.

The PUC decided to allow Sempra Energy and Shell to create a border point where LNG would move from Mexican to U.S. pipelines. The commission voted against a proposal to delay its vote so the economic and environmental effects can be studied.

“We’re experiencing the high prices of natural gas constraints today. We don’t have a moment to lose in addressing this threat,” Commissioner Susan Kennedy said at Thursday’s meeting in San Francisco. “These high prices are hurting residences and businesses of all sizes.” read more

Environmental Rights Action/Friends of the Earth, Nigeria (ERA/FOEN) has condemmed Shell’s stance on the directive from the Senate to pay a $1.5 billion compensation to the the Ijaw Aborigene in Bayelsa State for gross environmental and social abuses committed since 1956 when the company began operation in the area, even as SHELL denied plans to sue the Senate.

ERA in a press statement signed by its Head of Lagos office, Mr. Doifie Ola has described Shell’s position that the directive from the Senate did not follow due process and is illegal “as yet another proof of the disrespect which the oil corporation holds Nigeria’s institutions of democracy, governance and the people”. read more

Crude oil prices soared again as the price war moved to the Russian front.

Moscow’s public prosecutor won the right to freeze UKpound 1.5 billion funds of oil giant Yukos. The company warned: “The arrest paralyses our productive capacity.”

A pipeline bombing in Iraq renewed supply worries. US crude went up more than $1 to over $45 a barrel in New York. North Sea crude rose to $42.50.

Yukos produces 1.7m barrels daily and exports 1m. But with its bank accounts frozen the taps may be turned off. President Putin apparently assured George W Bush last month that Russia’s oil would keep flowing. read more

CALGARY — The Athabasca Oil Sands Project achieved record monthly production in August of 182,000 barrels of bitumen a day.

In a news release, Shell Canada Ltd. (SHC.T), the integrated oil and gas company which owns 60% of the project, said August results will offset the lower production in July of 121,000 b/d related to unscheduled maintenance work on one of the froth treatment plant settlers. Follow-up maintenance work on the other two settlers is planned for October and will reduce output by about 50% for up to two weeks, it noted. read more

Nigeria’s parliament has demanded that the US oil services company Halliburton be excluded from new business in the country until the end of investigations into a $180m (€148m, £100m) alleged bribery case involving one of the company’s subsidiaries.

Halliburton said yesterday it had uncovered documents indicating that members of the TSKJ consortium at the centre of the probe had considered bribing Nigerian officials, although it said the talks occurred before it became involved in the consortium in 1998 when it took over one of its members. read more
