Oil company Shell has been fined £266,681 after it admitted blame for an accident in which 20 tonnes of explosive gas released into the air.

Isobutane (LPG) was mixed with toxic hydrogen fluoride (HF) when it escaped from a corroded pipe at the Stanlow plant in Ellesmere Port.

Shell admitted failing to comply with Control of Major Accident Hazard Regulations in the 2003 incident.

The Health and Safety Executive said the leak was a “major incident”. read more

NEW YORK — Crude oil surpassed $110 for the first time as it gained for the third straight day.

Investors shrugged off a U.S. Energy Department report that crude-oil and gasoline supplies jumped last week.

Light, sweet crude for April delivery rose $1.17 to settle at $109.92 a barrel on the New York Mercantile Exchange after earlier rising to a new trading record of $110.20.

The dollar weakened throughout the day yesterday, setting a number of new low marks against the euro and attracting new buyers to the oil market. Crude futures offer a hedge against a falling dollar, and oil futures bought and sold in dollars are more attractive to foreign investors when the dollar is weak. Many analysts believe the dollar’s decline is the reason crude futures have surged to new records in 11 of the past 12 sessions, despite the fact that crude supplies have risen 10% since early January. read more

LONDON: A British judge ordered Shell to pay hundreds of thousands of pounds after the oil company pleaded guilty to failing to follow safety regulations at one of its plants.

Shell was fined more than 260,000 pounds (US$535,000; €345,000) and ordered to pay 37,000 pounds (US$74,500; €48,000) in costs Wednesday following a 2003 accident in which dangerous gas escaped from a corroded pipe at the Stanlow petrochemical plant in Ellesmere Port, about 200 miles (320 kilometers) northwest of London. read more

LONDON — A British judge ordered Shell to pay hundreds of thousands of dollars after the oil company pleaded guilty to failing to follow safety regulations at one of its plants.

Shell was fined more than $535,000 and ordered to pay $74,500 in costs Wednesday for a 2003 accident in which dangerous gas escaped from a corroded pipe at the Stanlow petrochemical plant in Ellesmere Port, about 200 miles northwest of London.

The company pleaded guilty last month to failing to comply with accident hazard regulations. The judge, Roger Dutton, said the fine was lower than it would have been had Shell been found guilty after taking the case to trial. read more

Bloomberg: North Sea Forties Oil Rises Near a Record; BP Sells Vitol Cargo

March 12 (Bloomberg) — Forties crude, one of the four North Sea grades that determine the pricing benchmark for two-thirds of the world’s oil, rose to near a record as gasoil demand increased oil consumption. Vitol Group bought a cargo from BP Plc.

Forties’ premium to Dated Brent was at $1.75 a barrel today, compared with $1.40 yesterday, according to data compiled by Bloomberg. Forties reached a record premium of $2 over Dated Brent in August 2004.

North Sea crude oil has strengthened as record gasoil prices in Europe increase the profitability of refining and encourage fuel producers to buy more oil. The difference between gasoil and crude futures contracts was at $23.13 a barrel in London today, about 62 percent higher than the year-to-date average. read more

Bloomberg: Total’s LNG Output to Rise to 14 Million Tons by 2010 (Update2)

March 12 (Bloomberg) — Total SA, Europe’s third-largest oil company, will produce 14 million metric tons of liquefied natural gas a year by 2010, said Jean-Marc Hosanski, senior vice president of the company’s LNG unit.

The Paris-based company’s output in 2007 was 9.1 million tons, Hosanski said today at the Gastech conference in Bangkok.

Total may decide on final investments for some LNG projects by this year. A decision on adding a seventh production line in Nigeria will be made “as soon as possible” and the company “hopes” to start its Iran Pars LNG project this year, he said. read more

AN OIL refinery has been fined £266,681 after highly-flammable and toxic gas escaped through a corroded pipe at the Ellesmere Port plant.

Shell UK had a “narrow escape” after 20 tonnes of isobutane, mixed with 150 kg of hydrogen fluoride, escaped into the atmosphere from the HF Alkylation plant at their Stanlow Manufacturing Complex.

The gas dispersed without exploding, and no-one was hurt as a result.

But the Health and Safety Executive says that if the gas had escaped from a different part of the same pipe, it could have ignited. read more

HARTFORD, Conn. – Given the sex scandal surrounding New York Gov. Eliot Spitzer, Senate President Donald Williams wants Connecticut to reach out to his lieutenant governor and persuade him to oppose Broadwater.

Williams said Connecticut should be prepared for Spitzer’s possible resignation because his administration is expected to make a decision soon on state permits for the proposed liquefied natural gas terminal in Long Island Sound.

“Assuming there is a transition at some point in the near future, the new governor will have hundreds of issues on his desk and he’ll be required to get up to speed quickly,” Williams said. “We can’t afford to drop the ball on Broadwater.” read more

A US congressional committee today asked the leaders of the world’s five biggest publicly traded oil companies to testify at a hearing in early April on why the companies still need federal tax breaks while earning huge profits off record oil prices.

The House Select Committee on Energy Independence and Global Warming sent letters on the 1 April hearing to supermajors ExxonMobil, Chevron, ConocoPhillips, and the US units of UK-based BP and Anglo-Dutch giant Shell.

Brazil’s federally-controlled Petrobras said today that it signed an agreement with Shell for liquefied natural gas supplies for two regasification sites in the South American nation.

Petrobras said the supplies would be used for two LNG regasification terminals that will be installed off of Rio de Janeiro and the northeastern Ceara state.

Reuters said that the agreement does not specify volumes or price, but that it is similar to deals signed earlier with a range of other companies, including Suez Global LNG. read more

NEW YORK — Crude-oil futures shot to another record high yesterday, as new buyers looked past mixed projections on petroleum demand to participate in the upward momentum of the past few weeks.

Light, sweet crude for April delivery settled 85 cents, or 0.8%, higher at $108.75 a barrel on the New York Mercantile Exchange, after jumping to a record intraday high of $109.72 a barrel overnight.

Nymex futures traded in a range of more than $3 throughout the session, as the factors that have fueled crude’s ascent this year were inconclusive yesterday. The dollar’s weakness has fueled much of oil’s recent run-up, as investment funds seek a hedge in hard assets. But yesterday the dollar strengthened after the Federal Reserve announced measures to add liquidity to financial markets in an attempt to soften the credit crunch. read more

GORDA, Calif. — James Willman seems to be a nice enough guy: polite, good-humored and hard-working, pumping gas seven day a week at the Amerigo Gas Station. But at least once a day, Mr. Willman says, someone pulls in and starts cursing him.

The reason for the consumer agita is that the station, on the Central Coast of California, is serving up what may be the costliest gas in the land. On Tuesday morning, as crude oil flirted with $110 a barrel and petrol prices set records nationwide, a gallon of regular at Amerigo was going for $5.20. Premium was fetching an eye-popping $5.40 a gallon, though Mr. Willman said that included a free copy of a local newspaper. (The newspaper was free anyway.) read more
