SHELL Producing Development Company said yesterday that it was currently losing over $20 million (dollars) monthly to the activities of militant youths and restiveness in the Warri crisis.

General Manager of production of SPDC, Mr. Martin Wink who made the disclosure shortly after a closed door meeting with Defence Minister, Dr. Rabia Musa Kwankwoso and Brigadier -General Elias Zamani, Commander J.TF, stated that as a result of the Warri crisis, three of Shell’s flow stations in the reverine areas of Opuama, Saghara and Oturama have been shut down and are present not operational.

In what the Indian press is calling “the Mother of all outsourcing deals”, Shell has signed up IBM and Wipro to offshore parts of its IT department. Indian papers claim the deal is worth more than $1bn, which would make it India’s biggest ever single contract win.

As first revealed here, Shell plans to cut between 1,900 and 2,800 jobs from its IT department. The cuts, between 20 per cent and 30 per cent of the total IT department, are likely to be mainly focused on high-cost locations such as the UK and US.

In Koko town in Nigeria’s oil-rich Niger Delta, the floor of the ruined local government headquarters crackles as visitors trample on fragments of the caved-in roof. Filing cabinets have rusted shut and excrement on the floor has long dried since an attack in April last year that local Itsekiri people say was carried out by Ijaw youths from downriver.

The walls are covered in graffiti: one message says the Itsekiri “did not love themselves”, while another describes the volatile oil city of Warri, two hours away by car, as the “HQ of trouble”.

Royal Dutch/Shell said yesterday it had signed a master of services agreement with IBM and Wipro, the Indian software services company, but no decision had been made about when – or how many – jobs would be sent offshore.

Shell has previously announced its intention to cut its global IT staff by 20 to 30 per cent by the end of 2006.

Royal Dutch/Shell has investigated the possibility of participating in an Iraqi oil project but decided not to proceed, at least for now, according to executives familiar with industry developments in the region.

The Anglo-Dutch group is understood to have bought a tender for work in the Khurmala field near Kirkuk this year. This gave it access to technical data about the field, which is believed to contain reserves of at least 1.5bn barrels.
