Niger Delta Avengers claims responsibility for overnight attacks on Shell installations in Forçados

The Niger Delta Avengers in the early hours of Friday claimed responsibility for another catastrophic attack on an oil facility owned by Shell Petroleum Development Company (SDPC) in Delta State, saying it had issued a prior warning to the oil giant to desist from carrying out any repair activities in the area.

“At 3:00 am today @NDAvengers blow (sic) up the SPDC Forcados 48″ export line. We warned SPDC not to go ahead with repair works but they refused.”

The attack followed a series of bombings that rocked Chevron, Agip and NNPC oil and gas installations across the Niger Delta in the last few days. read more

Operations of international oil & gas companies seem to be in a lot of trouble in Nigeria as militant activities have accelerated in the past few weeks. The militant group, Niger Delta Avengers, has again targeted a Chevron Corporation (NYSE:CVX) facility today, pressurizing it to leave the impoverished area. This is the fourth attack on a Chevron facility in Africa’s biggest economy.

The militant group said on Twitter that it blew up the energy company’s RMP 23 and RMP 24 crude oil wells in the Niger Delta at 3:44 AM. According to the Niger Delta Avengers, these two wells are Chevron’s largest oil producing wells. read more

ABUJA, Nigeria, May 31 (UPI) — A militant group calling itself the Niger Delta Avengers issued a warning to oil companies working in the region that its campaign is about to get bloody.

The Niger Delta Avengers have launched a steady string of attacks on energy infrastructure in the region, issuing a manifesto earlier this month that warned oil companies the attacks marked only a beginning. The group said it was frustrated by what it saw as a lack of attention to the region paid by Nigerian President Muhammadu Buhari. read more

President Muhammadu Buhari has ordered security to be stepped up in Nigeria’s oil-producing south, after a spate of attacks blamed on local militants that he said threatened the economy.

Buhari on Friday met senior executives of the Anglo-Dutch oil group Shell, whose Nigerian subsidiary has been targeted in recent months by a group calling itself the Niger Delta Avengers.

The group wants a fairer share of oil revenue for local people and wants a government amnesty programme that brought similar unrest to an end in 2009 to be continued. read more

President Muhammadu Buhari on Friday urged militants in the Niger Delta to drop their confrontational stance and work with his government to review the Amnesty Programme initiated by the Yar’Adua Administration.

Mr. Buhari assured oil companies operating in the Niger Delta that the Federal Government is taking all necessary actions to protect strategic assets in the region from vandals and criminals.

Speaking at a meeting with the Global Director (Upstream) of the Royal Dutch Shell Group, Andrew Brown, President Buhari said that he had directed the Chief of Naval Staff to reorganise and strengthen the military Joint Task Force (JTF) in the Niger Delta to deal effectively with the resurgence of militancy and the sabotage of oil installations. read more

Royal Dutch Shell Plc and Exxon Mobil Corp. are the international oil companies most exposed to the explosion of violence in the Niger River delta that has cut Nigeria’s output and fueled a rally in global crude prices, according to Rystad Energy.

Shell and Exxon have the most production in vulnerable parts of the oil-rich region — onshore or near the coast, according to Per Magnus Nysveen, senior partner and head of analysis at the Oslo-based consultant. Shell is losing almost all of the 50,000 barrels a day it pumped in the delta last year, he said. That’s about a quarter of its output in the country. Exxon pumped 145,000 barrels a day last year — about half its Nigeria total — from shallow-water fields that could also be targeted, Nysveen said. read more

YENAGOA, Nigeria (Reuters) – An explosion has shut down an oil pipeline in Nigeria’s Delta, a community leader said on Wednesday, explaining why Shell has shut down its Bonny Light exports.

Shell said earlier a leak had shut down the exports, without giving details.

“There was a blast on the trunk line around Kalabari community of Rivers state,” said Nengi James, a community leader dealing with oil and gas companies operating in the region. “We don’t know the cause and who is behind the explosion.” read more

Shell workers at Nigeria’s Bonga oil field in the southern Niger Delta are being evacuated following a militant threat, a senior labor union official said on Monday.

“We are aware of the development and the evacuation is being done in categories of workers and cadres,” Cogent Ojobor, chairman of the Warri branch of the Nupeng oil labor union, said. “My members are yet to be evacuated.”

He gave no numbers.

ABUJA, Nigeria, May 9 (UPI) — Nigerian media reported Monday a group calling itself the Niger Delta Avengers forced the evacuation of facilities in the area operated by Royal Dutch Shell.

Nigerian newspaper Vanguard reported subsidiary Shell Petroleum Development Corp. evacuated around 100 staff from an oil facility that was producing around 90,000 barrels of oil per day. The newspaper reported that a skeleton crew was left behind, though operations at the Shell facility were suspended.

Vanguard reported the militant group calling itself the Niger Delta Avengers forced the Shell evacuation. The group last week took credit for knocking pipelines controlled by the Nigerian National Petroleum Corp. and Chevron offline. The group said the attacks came after issuing an ultimatum to the Nigerian government about developments in the Niger Delta. read more

The menace of Niger Delta Avengers, the newest militant group in the oil-rich region,  has forced Royal Dutch Shell to evacuate most of its staff from a production facility. The evacuation was carried out by three helicopters on Saturday. The exercise will continue on Sunday in the firm’s facilities across the Niger Delta region.

Saturday’s evacuation saw 98 key personnel on board were overseen by helicopters from Eja OML 79, run by Royal Dutch Nigerian subsidiary, Shell Petroleum Development Corporation (SPDC), where production of 90k barrels of oil per day has been halted.  read more

Shell says theft from its Nigerian oil pipeline network fell in 2015

Theft of crude oil from the pipeline network of Shell’s Nigerian subsidiary fell to 25,000 barrels per day (bpd) in 2015, the company said on Monday, roughly 32 percent less than the previous year.

The number of sabotage-related spills on the SPDC network also declined to 93 in 2015, compared with 139 the previous year, Shell said in its annual sustainability report.

It attributed the decrease to divestments in the Niger Delta and increased surveillance and security by the Nigerian government, but said theft and sabotage were still responsible for around 85 percent of spills from SPDC operations. read more

A bombed pipeline could cut into oil exports from Nigeria for the next few months.

The Trans Forcados pipeline was struck by a bomb in February, causing Shell Petroleum Development Corporation, a subsidiary of the oil major Shell, to declare force majeure, as it was unable to export crude through the Forcados terminal.

The pipeline may not be repaired until May, according to head of Nigeria’s state-owned oil company Emmanuel Ibe Kachikwu. “I have been assured by Shell that in six to eight weeks, we will be back,” said Kachikwu. “The earliest the line could be back up with replacements and parts flown in [to Nigeria] is mid-May,” a source told the Financial Times. read more

WARRI, Nigeria –  Shell Nigeria says armed militants attacked an oil flow station in the southern Delta and killed a guard, amid fears of a renewed crisis as the country grapples with halved petroleum prices.

Militant demands have been increasing and range from regional autonomy to a bigger share of the oil wealth that has polluted the Niger Delta region and destroyed the livelihoods of hundreds of thousands of farmers and fishermen.

Unidentified gunmen on Friday killed an oil worker at the Kolo Creek Oilfields operated by Shell Petroleum Development Company (SPDC) in Ogbia local government area of Bayelsa.

It was gathered that the sound of the gunshots fired by the gunmen alerted armed security team stationed to guard the oil installation whose reaction repelled the gunmen to beat a retreat.

The News Agency of Nigeria (NAN) gathered that the remains of the victim of the attack, identified as Mr Austin Igwe, was evacuated by policemen from Ogbia Division and troops of Operation Pulo Shield (OPPS), the Joint Military outfit deployed to the field. read more

    Departing Shell boss Peter Voser lamented a ‘clearly disappointing’ quarter as the oil giant suffered a slump in profit and ditched production targets it set just two years ago.

    Continuing problems with oil theft in Nigeria and a writedown on the value of its US shale operations proved the main drag on pre-tax profit, which tumbled 60 per cent to £1.6billion.

    Even stripping out the US writedown in its ‘liquids-rich’ shale assets, the quarterly profit was 20 per cent below last year’s result at £3billion, sending shares down 105p to 2133p. read more

    Court Limits Alien Tort Law in Shell Oil Case

    WASHINGTON—The Supreme Court said Wednesday that a centuries-old statute making international law enforceable in U.S. federal court cannot be applied to actions that take place overseas, blunting a tool human rights groups had used against torturers and other abusers for violations in their home countries.

    In an opinion by Chief Justice John Roberts, the court held that the Alien Tort Claims Act, adopted in 1789 shortly after Congress met for the first time, only applies to actions that take place in the U.S. While all justices voted to dismiss the suit against Royal Dutch Shell RDSB.LN -0.95% PLC, Justice Stephen Breyer, joined by three other liberals, disputed the bright line majority conservatives drew. read more

    Nigeria’s oil thieves are back in action, sabotaging pipelines to rob Africa’s biggest crude producer of more than a 10th of its daily production.

    In the first two months of this year alone, Royal Dutch Shell Plc (RDSA) and other oil companies have declared three force majeures, a legal clause that allows them to miss contracted deliveries due to circumstances beyond their control.     Shell Says Improved Security Needed to Curb Nigeria Oil Theft

    Nigeria needs to improve security patrols on its pipelines to curb theft, according to Royal Dutch Shell Plc (RDSA), the nation’s largest oil producer.

    Shell removed 135 illegal connections from its pipelines in the first ten months of the year, Tony Okonedo, a Lagos-based company spokesman, said today by e-mail. At least 96 caused spills, he said.

    “Every time SPDC shuts down production to undertake repairs and disable identified theft points, the crude thieves use the opportunity of pressure drop along the line to install new ones elsewhere along the facility,” he said. SPDC is Shell’s Nigerian unit. read more

    Nigeria oil spills: Shell rejects liability claim

    The Anglo-Dutch oil giant Shell has rejected claims by four Nigerian farmers that it should pay compensation for damage to their land.

    The farmers are suing the company in a civil court in The Hague, claiming oil spills ruined their livelihoods.

    Shell’s lawyers told the court it could not be held liable because most spills were caused by criminal damage.

    They said repairs were hard to carry out because of insecurity in the Niger Delta.

    Shell lawyer Jan de Bie Leuveling Tjeenk told the court that sabotage and oil theft were widespread in the region. read more

    Nigeria oil spills: Dutch case against Shell begins

    Representatives of Anglo-Dutch oil giant Shell are appearing in a Dutch civil court to face accusations of polluting Nigerian villages.

    The case is being brought by four Nigerian farmers and the Dutch branch of campaigners Friends of the Earth.

    If their case is successful it could pave the way for thousands of other compensation claims, says the BBC’s Anna Holligan in The Hague.

    Royal Dutch Shell Shuts Down Major Crude-Oil Pipeline In Nigeria Due To Fire

    (RTTNews.com) – Shell Petroleum Development Company of Nigeria Limited or SPDC, a subsidiary of Royal Dutch Shell plc (RDS-A,RDSA.L,RDSB.L,RDS-B), said in a statement Sunday that it has shut down the 28-inch Bomu-Bonny Trunkline after it discovered a fire earlier in the day.

    The pipeline conveys crude oil to Bonny Terminal. The company has deferred 150,000 barrels per day of production due to the incident.

    The fire is said to have been caused by a burning vessel which is alleged to be involved in stealing crude oil from the pipeline. The burning vessel is currently engulfed in raging flames and thick smoke. read more

    LONDON–Royal Dutch Shell PLC (RDSB, RDSB.LN) said Sunday that its Nigeria subsidiary had shut a key oil pipeline following a fire caused by theft of crude from the line.

    The Shell Petroleum Development Company of Nigeria, or SPDC, shut the 28-inch Bomu-Bonny trunkline it operates in a joint venture after discovering a fire on it early Sunday, the company said in a statement.

    The line carries crude oil to Bonny Terminal. As a result of the shutdown, around 150,000 barrels a day is deferred, the company said. read more

    (Reuters) – Shell’s Nigerian unit shut its Bonny oil pipeline and deferred 150,000 barrels per day of production on Sunday after oil thieves caused a fire, the company said.

    “Shell … has shut the 28-inch Bomu-Bonny Trunkline after discovering a fire on it early this morning,” a statement from the company said.

    “A burning vessel, thought to be involved in the theft of crude oil from the line, was sighted near the incident site. The line conveys crude oil to Bonny Terminal.” read more

    Shell attacked over four-year delay in Niger oil spill clean-up

    Energy firm’s attempts to clear pollution resulting from two large spills in 2008 described as ‘amateurish’ by assessors

    Two large crude oil spills from Shell pipelines in the Niger delta four years ago have still not been cleaned up by the company despite an outcry by the UN, Amnesty International and the Nigerian government about pollution in the area.

    Shell, which made £19.1bn profit last year, accepted responsibility and pledged to fully restore the damage done by spills from its rusting pipelines near the Ogoni village of Bodo in 2008.

    But an assessment has found only small pilot schemes were started and the most contaminated areas around Bodo and the Gokana district of Ogoniland remain untouched. The impoverished Ogoni fishing and farming communities say they still cannot return to work and have received no compensation. They have accused Shell of applying different standards to clean-ups in Nigeria compared with the rest of the world. read more

    A Shell Game: When Reality Meets Bribery

    When I used to train employees on how not to bribe, I always added a caveat.  If your health or safety is at issue, I used to say, get yourself out of the situation.  Contact me immediately when you get to a safe zone, but do what you have to do.

    I thought of this while reading the Dorsey & Whitney monthly anti-corruption digest.

    Let me digress for a moment.  Lots of firms put out FCPA marketing materials.  Very, very few are actually worth reading.  Shearman & Sterling’s yearly FCPA digest is the FCPA-world’s absolute must-read.  But that’s once a year (maybe twice…I think they put out a mid-year update).  Chadbourne & Parke comes out with a quarterly FCPA thing.  It’s different in that it generally addresses a few issues more in depth.  Very helpful, and the folks at Chadbourne do a great job (although, now that Scott Peeler went to Stroz Friedberg, I worry—my only comfort being that Ollie Armas from Chadbourne is as smart as they come). read more

    Shell gets $400 mln in Nigerian oilfield deal

    LONDON–Royal Dutch Shell PLC’s long-running auction of its older Niger Delta oil fields continued Wednesday, with the company announcing it had agreed to sell its share of the OML-34 license block to ND Western Ltd., a local entity, for $400 million.

    ND Western is effectively buying a 30% interest in the 15,000 barrels a day of oil produced from the Utorogu, Ughelli and Warri River fields.

    The transaction is Shell’s latest in a string of planned divestments from the restive Delta region and comes two days after its local joint venture announced a deal to sell the OML 40 block had finally been concluded. In all, Shell has sold seven of its onshore license blocks since 2010. read more

    Leaked documents show that Dutch-British oil and gas company Shell financed Nigeria’s security forces, which are often seen as corrupt and involved in human rights violations. A Dutch political party raised questions, calling Shell’s financing ‘irresponsible and unacceptable’.

    The data, which was leaked by a former Shell employee, has been analysed by the British organisation Platform, in a document entitled “Dirty Work: Shell’s security spending in Nigeria and beyond”. The report writes that Shell spent over a billion U.S. dollars on global security between 2007 and 2009.     LAGOS — An oil industry watchdog said Monday that Shell paid Nigeria’s military and police $65 million over two years to secure company facilities, alleging the firm had bankrolled forces widely accused of rights abuses.

    Citing leaked company documents, London-based Platform said Shell spent a total of $383 million (310 million euros) on security in Nigeria between 2007 and 2009, when a rebel insurgency in the oil-rich Delta region was at its peak.

    Those funds partly paid for the Anglo-Dutch company’s own 1,200-member force as well as the protection provided by some 1,300 government forces who guarded Shell’s facilities, Platform said. read more

    Nigeria’s precarious oil amnesty

    An amnesty for thousands of militants in south-eastern Nigeria has brought relative stability to the region, enabling its huge oil industry to recover but, as the BBC’s Will Ross reports, some are questioning how long the peace can hold.
