Shell sells three onshore Nigeria oil blocks

(Reuters) – Royal Dutch Shell’s Nigeria operation is working on selling three oil blocks in its latest move to divest some onshore assets, a spokesman said on Friday.

Shell has been winding down some of its onshore operations to focus on offshore and deepwater drilling. The sales follow similar divestments over the past two years.

The Nigerian government, which is trying to increase ownership of oil blocks by local companies, has encouraged such deals.

“SPDC (Shell Petroleum Development Corporation) is working towards the potential divestment of OMLs 30, 34 and 40,” spokesman Tony Okonedo said by telephone. read more

With all the recent attention being paid to inappropriate behaviour by MMS regulators, Shell might find having the BSEE regulators on board a bit harder to handle than was previously the case with the MMS – with the age of the rigs, and the fact that one has been stacked for a long period, there is plenty that can go wrong.

Since Shell have 1200 lawyers, and the two Alaskan rigs will have government representatives on board, surely it would be a good idea to have a couple of lawyers on each rig to respond appropriately to questions from the government representatives and visitors from environmental organisations? read more

WASHINGTON – Federal inspectors will be stationed around the clock on rigs that Shell plans to use in drilling up to five wells in Arctic waters near Alaska this summer, a top U.S. regulator promised Thursday.

Director James Watson of the Bureau of Safety and Environmental Enforcement said having the offshore drilling inspectors on the Kulluk and Discoverer rigs will ensure a close watch on Shell’s proposed oil exploration, should it win final government approval. read more

Shell Gear Needs More Tests Before Alaska Permits, Official Says

Royal Dutch Shell Plc (RDSA) must complete more tests of its safety equipment before the U.S. lets the company drill for oil off the north coast of Alaska, a regulator said.

The examinations, which will verify whether Shell is able to stop the flow of oil in case of a blowout, will take place in coming weeks, James Watson, director of the Interior Department’s Bureau of Safety and Environmental Enforcement, said today during a conference call.

“These tests must be successful before we approve any drilling activities, because safety is a must and it’s our No. 1 priority,” Watson said in Portland, Oregon, after looking over equipment to be used when a well fails. “There are still a number of inspections by BSEE and the U.S. Coast Guard” on Shell’s equipment. read more

Today, the new sections of the Motiva Enterprises LLC refinery in Port Arthur are sitting idle, victims of a mechanical failure last weekend that is costing an estimated $1 million a day in lost revenue and helping to drive up gasoline prices. The new facilities could remain shut for several months, bringing down the refinery’s capacity to process crude from 600,000 barrels a day to its pre-expansion level of about 275,000 barrels a day. read more

The stock had risen more than 20 percent on Wednesday after The Daily Mail newspaper, without citing sources, said the company had turned down a friendly approach from U.S. explorer Anadarko Petroleum and drawn interest from Shell. read more

A biofuels company set up by Shell in Brazil has scrapped controversial plans to source sugar cane from land stolen from an indigenous tribe after a vociferous campaign by the Indians and Survival International.

The company, Raizen, was established in 2010 as a joint venture of Shell and Brazilian ethanol giant Cosan to produce biofuel from sugar cane.

But some of its sugar cane is grown on land claimed by the Guarani tribe, one of the most persecuted and impoverished in South America. Their leaders are regularly killed by gunmen acting for the sugar cane growers and cattle ranchers who have taken over almost all their land. read more

(Reuters) – The French government has put on hold plans by Royal Dutch Shell to drill for oil in four exploratory sites off the coast of French Guiana while it carries out a review of how permits are awarded, Le Monde newspaper said on Wednesday.

Shell had been expecting to receive authorisation on Thursday to begin looking for oil in the sites 150 kilometres off the coast of the French overseas territory, the paper said.

Instead, it will have to wait for an “in-depth and general” study to be carried out into the issuing of oil permits, the paper quoted the French ecology and energy ministry as saying. read more

Shell looks to buy Coryton for storage: union

(Reuters) – Oil giant Royal Dutch Shell (RDSa.L), fuel distribution firm Greenergy and storage company Vopak are putting together a joint bid to buy the Coryton refinery as a storage terminal, a union official said on Wednesday.

The union said it would fight the move, which would put the vast majority of the 900 workforce out of a job, and will step up protests to encourage the government to support a bid to keep it operational.

“We’re hearing it’s a tripartate agreement,” said Russ Ball, regional representative for Unite the Union. read more

Published: Monday, 11 Jun 2012 | 4:15 PM ET HOUSTON (Reuters) – Output at the biggest U.S. refinery could be cut by more than half for up to five months after Motiva Enterprise’s <MOTIV.UL> failed to restart a major new crude unit at the Port Arthur, Texas, plant over the weekend, sources familiar with operations said on Monday.Just two weeks after partners Saudi Arabia and Royal Dutch Shell <RDSa.L> cut the ribbon on the new 325,000 barrel per day crude distillation unit that pushed the plant’s capacity to 600,000 bpd, jointly owned Motiva shut the unit to fix what was thought to be a leaking valve impairing production.After the CDU twice failed to restart over the weekend, the refinery found major issues that will take at least two months and potentially up to five months to repair, the two sources who have knowledge of the refinery’s operations said.The news pushed up cash fuel prices and lent support to gasoline futures, traders said. It weighed on oil prices in expectations that other buyers in the United States — which saw a spike in imports from Saudi Arabia this year — would have to absorb additional supplies the kingdom had already booked into the market.”The Saudi loadings to the U.S. had risen massively a few months ago, as they wanted to show they could put barrels in the market when requested — and they were very vocal about it — as well as starting to supply Motiva,” said Katherine Spector, commodity strategist at the Canadian Imperial Bank of Commerce (CIBC) in New York.

“The question now will be how much storage space at Motiva was already filled, and will they need to divert barrels to other customers.”

The entire refinery has not been shut by the outage because the pre-expansion 285,000 bpd crude distillation unit, continues to operate. CDU units perform the initial refining of crude oil coming into the refinery and provide feedstock for all other production units.

While it is not unusual for new refinery units to experience operational teething pains when they are first commissioned, a shut-down lasting months would be a major embarrassment for Motiva and its owners after a landmark $10 billion upgrade. read more

The Shell Oil Company has two rigs docked here, the Kulluk and the Noble Discoverer. Also in Elliott Bay is the Greenpeace vessel, Esperanza.

As soon as the ice clears, Shell’s rigs will head out for the Arctic. They’ll be the first to conduct exploratory drilling there in more than two decades. Greenpeace plans to shadow them, using submarines.

The refinery is assessing damage to the 325,000-barrel-a- day unit, a person with knowledge of operations said. The startup was abandoned over the weekend after the crude unit developed leaks, cracks in pipes, and a fire in a heater, according to the person, who declined to be identified because he’s not authorized to speak for the company. read more

Marvin Odum, upstream director for American operations at Royal Dutch Shell, speaking at the spring policy forum for the Canadian American Business Council, said U.S. and Canadian natural gas markets were ripe for exports.

“Alberta and British Columbia alone are probably sitting on more than 200 trillion cubic feet of competitive natural gas,” he said in his address. “Natural gas production from tight shale and sandstone in the U.S. and Canada nearly doubled between 2005 and 2010.” read more

Proposed tax break for Shell gas ‘cracker’ plant draws debate

HARRISBURG – A new proposal by Gov. Tom Corbett to give a long-term $1.7 billion state tax break for a planned Marcellus Shale gas petrochemical refinery in southwestern Pennsylvania is a late-emerging issue in the state budget debate.

The tax credit proposal for a $4 billion Shell Oil Co. plant came to light just as Corbett started negotiations last week with Republican legislative leaders over the final shape of the $27 billion state budget for fiscal 2012-13.

Lawmakers are pressing for more details about the proposal while at least two policy groups have criticized it as a corporate giveaway during a time when state aid to schools and human services is being cut. read more

With a judge ordering its boats to stay away from the oil firm’s Arctic rigs, the anti-drilling organization turns to social media and other means of getting its message out.

By Kim Murphy, Los Angeles Times: June 10, 2012 SEATTLE — One day last week, guests from various engineering and shipping companies around Seattle were invited to a reception at the Space Needle, supposedly hosted by Royal Dutch Shell to celebrate the upcoming debut of offshore oil drilling in the Arctic Ocean.

But most of the guests, it turned out, were actors and activists merely posing as drilling enthusiasts.

They looked on in mock horror as a giant ice sculpture emblazoned with Shell’s corporate logo began spraying a stream of Diet Coke on an elderly woman who was the supposed guest of honor. The woman, who gained fame last year when she was pepper-sprayed by police at an Occupy Seattle protest, shrieked as the emcees grabbed stuffed polar bears to help mop up the spill.

A video of the ensuing chaos quickly gained half a million views on YouTube. read more

Pilipinas Shell plans to build LNG facility in Philippines

PILIPINAS Shell Petroleum Corp., the local arm of Royal Dutch Shell Plc., is planning to set up a liquefied natural gas (LNG) import facility in the Philippines, the first in Southeast Asia.

“This floating LNG import and regasification facility will be the first in the Philippines. So far, we have one in Qatar,” Roberto Kanapi, Pilipinas Shell vice president for communications, told reporters on Friday.

Kanapi said Shell is planning to construct the LNG import facility within Shell’s refinery in Tabangao, Batangas. read more

From Battlefield to Oilfield

Searching for buried explosives inch by inch across a landmass the size of Bahrain is all part of a day’s work for Ken Portanger, Shell Iraq’s Explosive Removal team lead. Littered with mines, grenades, missiles and other deadly munitions, the Majnoon site is a stark reminder of the field’s turbulent past.

Located along the border of Iraq near Iran, Majnoon (“crazy” in Arabic) is a super major oilfield which has seen its fair share of crazy times. It was the site of major land battles during the Iran-Iraq war in the 1980’s. These battles took their toll on the field’s oil production facilities, but also the neighbouring communities. Shell started work on the Majnoon field development project in early 2010.  First it had to clean the field’s explosive past, by literally sifting through the sands of time. read more

During World War II, the U.S. contracted with oil companies for the production of aviation fuel, which resulted in production of hazardous waste. The waste was dumped at the California McColl site. Several decades later, the oil companies were held liable for cleanup costs under the Comprehensive Environmental Response, Compensation, and Liability Act, 42 U.S.C. 9601, and sought reimbursement from the government based on the contracts. The district court entered summary judgment on liability, finding that the contracts contained open ended indemnification agreements and encompassed costs for CERLCA cleanup, and awarded $87,344,345.70. The trial judge subsequently discovered that his wife had inherited 97.59 shares of stock in a parent to two of the oil companies. The judge ultimately vacated his summary judgment rulings; severed two companies from the suit and directed the clerk to reassign their claims to a different judge; reinstated his prior decisions with respect to two remaining companies; and entered judgment against the government ($68,849,505). The Federal Circuit vacated and remanded for reassignment to another judge. The judge was required to recuse himself under 28 U.S.C. 455(b)(4) and the error was not harmless. read more

San Francisco Gasoline Gains After Shell Martinez Flares Gases

California-blend gasoline in San Francisco gained for the first time in four days after Royal Dutch Shell Plc (RDSA) flared gases at the Martinez oil refinery in Northern California because of an “operational issue.”

The 158,000-barrel-a-day Martinez plant reported a release of sulfur dioxide at about 12:20 p.m. local time, a notice to the California Emergency Management Agency showed. Kayla Macke, a Shell spokeswoman in Houston, declined to comment on whether the incident affected production at the plant. read more

Gulf Gasoline Drops After Motiva Said to Plan Crude Unit Start

Gulf Coast gasoline weakened as Motiva Enterprises was said to plan a June 10 start of the new 325,000-barrel-a-day crude unit at its Port Arthur, Texas, refinery.

The unit, shut June 3 to repair damage from a small fire, could near full rates within a day of the restart, said a person with knowledge of operations at the plant who declined to be identified because he isn’t authorized to speak for the company.

The discount for conventional, 87-octane gasoline in the Gulf Coast narrowed 2.5 cents to 11 cents a gallon versus futures traded on the New York Mercantile Exchange at 12:07 p.m. local time, according to data compiled by Bloomberg. Prompt delivery fell 6.97 cents to $2.5303 a gallon. read more

Global Oil Demand Not ‘Collapsing,’ Says Shell CEO

Crude oil prices have plummeted 20 percent over the past three months, but the CEO of Europe’s biggest oil company Royal Dutch Shell, Peter Voser, doesn’t think global demand is “collapsing.” He, however, expects further downside in oil prices in the second-half of the year as the market is well supplied.

“Demand is quite clearly softening, but I wouldn’t say it’s collapsing. Today the market has enough oil, more oil than we need…I see (oil prices) softening in the second-half,” Voser told CNBC on the sidelines of the World Gas Conference in Kuala Lumpur on Tuesday. read more

Motiva crude unit remains out of production-sources

(Reuters) – A newly commissioned 325,000-barrel-per-day (bpd) crude distillation unit (CDU) remained out of production on Friday at Motiva Enterprises’ 600,000-bpd Port Arthur, Texas, refinery, said sources familiar with operations at the plant.

No firm date has been set for returning the CDU to production, the sources said. Workers were still attempting to find the source of a leak that is interfering with the unit’s operation, they said.

Once the source of the leak is found, repairs and restoration to normal operation are expected to take two to three days, they said. read more

In order to improve quality and save $850 million annually beginning in 2008, Shell Oil Co is cutting 600 to 800 information technology jobs in the USA and offshoring most of these jobs to India and Malaysia.

“It’s about reducing cost and improving quality,” said Anne Knisely, manager of corporate media relations for Shell Oil, which is based in Houston and is part of the Royal Dutch-Shell Group of Companies.

Currently, Shell has a total IT manpower of 9,300 personnel globally, including 2,200 in the United States. Most of the domestic IT jobs are in Houston. This cutback will be mostly among temporary staff, whose work will be transferred to low-wage countries. A Dutch IT worker costs the company $85,000 annually, compared to $20,000 for an Indian. read more

Greenpeace to monitor Shell Arctic drilling with submarines

NEW YORK (CNNMoney) — Greenpeace plans on deploying two submarines to keep tabs on Royal Dutch Shell when the oil company starts drilling in the Arctic, which could begin as soon as next month.

The subs, a two-person and a one-person craft, are currently on board the Greenpeace ship Esperanza, docked in Seattle.

The Esperanza plans on tailing Shell’s drilling fleet, also docked in Seattle, when the fleet leaves for Arctic waters. Shell is waiting for the last batch of federal permits, expected any day, before deploying its ships. read more

AMWU says Shell closure will cost jobs

A union says the closure of Shell’s Sydney oil refinery will lead to job losses, despite the company saying employees can be redeployed.

The company on Thursday informed the 275 employees and at least 100 contractors at the Clyde refinery, in Sydney’s west, that operations will stop from September 30.

Shell said affected staff would be supported in finding other employment, either within the terminal operations at the site, or elsewhere within Shell.

Up to 30 employees had already found other jobs, the company said. read more

Shell trains oil spill responders in Alaska

Against the backdrop of Alaska’s snow-topped Chugach Mountains and in the same waters that were spoiled by the Exxon Valdez oil spill more than two decades ago, Shell is training recruits in skills it hopes they never have to use. The company is putting scores of people through oil spill response training in the Valdez port, ahead of expected drilling in Arctic waters north of Alaska this summer.

Shell Oil, United Way join forces to help Pennsylvania flood victims

Nearly a year after flooding from Hurricane Irene and Tropical Storm Lee devastated many communities in Pennsylvania, Shell Oil Co. announced a $200,000 joint initiative with United Way of Pennsylvania.

On Thursday, the company said the money will help with long-term and unmet recovery needs as well as promote emergency preparedness throughout the state.

“Last year’s historic flooding in communities across Pennsylvania left devastating effects that people are still dealing with today,” J.R. Justus, general manager of Shell, said in a press release. “Recovering from situations like this can be difficult, especially if help is unavailable. Shell is pleased to partner with United Way to assist those who are still recovering and could use a helping hand.” read more

Governor Corbett wants $1.7B in tax breaks for Shell

He spoke of the 10,000 construction jobs it would bring just to build the $4 billion facility. He raved about hundreds of good-paying jobs, with an estimated average salary of $70,000, to run the plant. And he beamed at Pennsylvania nosing out competitors Ohio and West Virginia.

Corbett also mentioned it wasn’t a done deal, that Pennsylvania still had work to do to close the deal. But he made clear he wanted to close the deal. read more

Oil Giant Has No Knowledge of News Release Sent in Its Name

By: Published: June 07, 2012 Shell, it seems, is being plagued by activists. And the media outlets (and that includes bloggers) that cover Shell, should be extra careful about rushing out news today. As Gawker’s Adrian Chen reported earlier, a video supposedly shot at a party thrown by the oil giant turned out to be a hoax. Also a hoax? A Shell news release we received not half an hour ago saying that the company was going to sue the parties responsible for the hoax video.The video, posted at the bottom of this story, was one of those too-good-to-check moments. At a party celebrating Shell’s Arctic expansion, a miniature oil rig designed to pump liquor malfunctions and sprays an elderly woman.The news release looked real enough. But the “proxymailing” bit in the “from” line and the vague nature of it set off my alarm bells. “Lawyers operating on behalf of Royal Dutch Shell plc. (Shell) are considering formal action against unknown activists who staged a counterfeit campaign launch event at the Seattle Space Needle,” reads the release.How a company could take formal action against unknown activists was beyond me. I also found it interesting that the supposed Shell release provided active links to the sites mocking the company. And that the phone number listed for U.S. media relations didn’t match to the number listed on the company’s actual website.It also helped that Ad Age was implicated in an earlier version of this foolishness back when the Yes Men went after Chevron. Note, we didn’t fall for the Yes Men’s hoax in that case, but rather the group created a fake Ad Age story to make its hoax seem that much more real.When I called Shell, I was told by a spokeswoman that she knew nothing of the news release and that it wasn’t generated by the company.

Shell expands LNG option for 18-wheelers

The nation’s slow roll toward cheap natural gas fuel for commercial fleets took another step Thursday as Shell Oil Co.said it’s gearing up to supply liquefied natural gas to 100 interstate highway fueling stations across the nation beginning in 2013.

Under the tentative terms of the agreement, Shell will construct more than 200 LNG lanes for fueling heavy-duty trucks at TravelCenters of America stations and Petro Stopping Centers across the country. read more
