The Royal Dutch/Shell Group has kept secret key details of its sharp reduction of oil and gas reserves for fear of damaging its close ties to Nigeria, whose oil production quota set by OPEC might be jeopardized if the facts were disclosed, internal company documents show.

Nigeria is seeking a significant increase in its quota with the Organization of the Petroleum Exporting Countries, which sets production levels for its members in an effort to control prices. A lower quota would mean less income for Shell and Nigeria and less Nigerian oil for the United States, the largest customer for its exports. read more

The failure of a heater unit at the Shell chemical plant in Norco on Tuesday caused a partial shutdown of the plant and a towering flare that could be spotted 25 miles away, the state Department of Environmental Quality confirmed Wednesday. Shell Chemical shares a campus with the Motiva Enterprises oil refinery, which is a joint venture of Shell Oil Co. and Saudi Arabia Refining Inc.

The accident occurred in a “CO heater,” which is part of the chemical plant. In an accident report filed Tuesday at 7:09 p.m. with the National Response Center, Shell officials said a storm caused the heater to shut down, “which caused a shake to the steam load shed,” and resulted in the release of chemicals to the flare. read more

BP Plc (BP/) has invested $7 billion in alternative energy since 2005. Exxon Mobil Corp. (XOM) is spending $600 million on a 10-year effort to turn algae into oil. And Royal Dutch Shell Plc (RDSA) has been buying up sugar cane mills, plantations and refineries to make ethanol in Brazil.

In the U.S., Shell already produces small lots of so-called drop-in biofuels–engine-ready products that can replace gasoline from a plant in Houston that uses sugar beets and crop waste. read more

Is BP behind us or is it an election year? Alaskans, at least, are saying that if Royal Dutch Shell is allowed to explore for oil and gas off its coastline then it would be a bountiful supply line as well as a huge job creator.

The debate over whether to allow more oil and gas drilling near the Arctic slope has long been a battle point between Alaskans and environmentalists. Throughout the years, momentum shifts from one interest group to the next, depending on the circumstances. Before the BP oil spill in April 2010, the Democratic-led White House was easing the resistance to more off-shore drilling. After the accident, however, the national demeanor changed and the administration hit the brakes. read more
