World.Shell Looks to Expand Refinery

Royal Dutch Shell PLC may build units for cleaner-burning fuels at Pernis, Europe’s biggest oil refinery in the Netherlands. Shell may build a hydro-desulfurization unit, its sixth, and an accompanying sulphur-recovery plant, Shell spokesman Wim van de Wiel said in an interview yesterday, but a final investment decision has not been made. A European Union directive calling for lower sulphur in diesel comes into force in January. Shell said in May it was considering spending $1.6 billion Cdn. on building more pipelines, terminals and blending facilities at Pernis to be able to produce more types of fuels for export for around the world.
