The Guardian: UK fuel protests target refiners, terminals on Sat

LONDON, Dec 13 (Reuters) – A group of hauliers, farmers and motorists plan peaceful demonstrations at oil refineries and fuel terminals in Britain on Saturday in response to soaring petrol and diesel prices.

The group, Transaction 2007, has organised the protests over the government’s refusal to reduce the pain for drivers by cutting taxes. Close to two-thirds of the cost of petrol and diesel is made up of tax.

On its Website, http://www.transaction-2007.com/, the group named six refineries, terminals, storage depots, and wholesale delivery points it would target on Saturday. They included Royal Dutch Shell’s Stanlow refinery outside Liverpool and Exxon Mobil’s Fawley refinery in Southampton. read more

The New York Times: Broad Energy Bill Stalls in Senate

WASHINGTON — Republicans were able to stall a broad energy bill in the Senate on Thursday morning, prompting Senator Harry Reid of Nevada, the Democratic majority leader, to excise controversial parts of the measure in hopes of moving the legislation forward quickly.

The unsuccessful move to advance the bill failed by one vote. Supporters managed to get 59 “yes” votes, but 60 were needed to invoke cloture, or move to consideration of the bill itself. Forty senators voted “no.” The only senator not voting was John McCain, Republican of Arizona, who is campaigning for president in Iowa. read more

Kankakee attorney Joseph Yurgine first sued Shell Oil in 2001 –initially as a personal injury case while representing Limestone Township resident Edith Quick. The lawsuit eventually grew into a class action on behalf of 1,500 property owners seeking compensation for the 1988 gasoline spill. Yurgine shared a few brief comments about the case following Tuesday’s historic $46 million settlement with the multinational energy giant.

Feb. 25 1994 — First story breaks of contamination of local well water with MTBE, a cancer-causing gasoline additive.

March 1994 — Shell assumes cost of providing pure water to residents of leak area.

El Rancho subdivision resident Nancy Hinton pays about $35 a month for bottled water and about $60 periodically to test her well water for contamination. Such expenses are typical for Limestone Township residents concerned about contamination from a 1988 Shell Oil pipeline spill.

Some even pay up to $10,000 to link to water mains — if such a water main is even available.

Soon everyone in the area will likely have access to potable tap water, thanks to the $46 million settlement of a class action lawsuit against Shell Oil approved Tuesday. read more

TransCanada Corp. is asserting a new leadership role in the long-stalled, $16-billion Mackenzie Valley Pipeline project, arguing the federal government needs to support the “nation-building” Arctic energy development.

In an interview yesterday, TransCanada CEO Hal Kvisle said he expects a new ownership structure for the pipeline project to be announced soon, but that talks are continuing between his company and the current owners, the major oil companies that have gas reserves in the Arctic. read more

Bloomberg: Chevron, Exxon, Total May Pay More for Nigerian Oil, WSJ Says

Dec. 13 (Bloomberg) — Chevron Corp., Exxon Mobil Corp., Royal Dutch Shell Plc and Total SA may have to pay more for oil under new contracts with Nigeria, Africa’s biggest producer, the Wall Street Journal reported.

Profit for the oil companies may end up 5 to 10 percent lower and the loss of earnings might amount to hundreds of millions of dollars over several years, the newspaper said, citing an unidentified senior Nigerian oil official.

Nigeria produces about 2.1 million barrels a day, or about 2.5 percent of global oil demand, and President Umaru Yar’Adua has proposed setting up a national oil company to better manage the country’s oil and natural-gas resources, the Journal said. read more

MarketWatch: Colombia oil major Ecopetrol, Shell seek oil in Gulf of Mexico

BOGOTA (MarketWatch) — Colombia’s state-owned oil company Ecopetrol SA has teamed up with Royal Dutch Shell PLC to seek oil and gas in a deep-water area in the U.S.-controlled part of the Gulf of Mexico.

The new partnership, which also includes Newfield Exploration Co. will seek oil and gas in the blocks 777 and 778, the prospect Clearwater, in the area known as Garden Banks, Ecopetrol said Wednesday in a statement.

Shell will hold 65% in the new venture, while Ecopetrol will own 25% and Newfield 10%.
“Everything will depend on how things would go, but the total amount invested might reach $100 million and we would go with a part corresponding to our stake,” Ecopetrol’s Chief Executive Javier Gutierrez told Dow Jones Newswires. read more

Nigerian investigators yesterday arrested one of the country’s most powerful political figures. James Ibori, who is also being investigated by UK police for suspected money laundering, is accused of stealing state funds during his eight-year tenure as governor of the oil-producing Delta State, one of Nigeria’s richest.

Campaigners had complained that the government of Umaru Yar’Adua, the president, who has launched a campaign to crack down on corruption, has been slow to arrest Mr Ibori and other former governors accused of looting state funds since taking power after elections in April. read more

Bloomberg: Asian Energy Stocks Worth Buying, Merrill Lynch Says (Update2)

Dec. 13 (Bloomberg) — Asian energy stocks are the best performers in the region in 2007, as the price of crude oil climbed above $99 a barrel. They’re still worth buying, Merrill Lynch & Co. says.

PetroChina Co., which this year overtook Exxon Mobil Corp. as the world’s largest company, is cheap relative to earnings prospects, said Stephen Corry, an investment strategist at Merrill’s private banking unit, which oversees $1.8 trillion worldwide. Oil services companies such as Malaysia’s KNM Group Bhd. will benefit from increased exploration activities, he said. read more

Shell Oil has agreed to pay $46 million to extend water mains through portions of Limestone Township impacted by a 1988 pipeline spill.

Circuit Court Judge Gordon Lustfeldt signed an agreement in a class action lawsuit today, which will jump-start a process for extending water mains and allowing residents to make claims to cover the cost of links to their homes.

The agreement ends a 20-year legal dispute following a 100,000 gallon pipeline spill in ’88, which released 100,000 gallons of SU 2000 gasoline into the shallow limestone aquifer from which many residents draw drinking water. read more

Reuters: Colombia’s Ecopetrol inks offshore deal with Shell

BOGOTA, Dec 12 (Reuters) – Colombia’s state oil company Ecopetrol ECO.CN has signed a deal with Royal Dutch Shell (RDSa.L: Quote, Profile, Research) to explore two offshore fields in the Gulf of Mexico, its U.S. unit Ecopetrol America said on Wednesday.

Ecopetrol said it had signed a participation agreement with Shell and Newfield Exploration to explore blocks 777 and 778 in the Garden Banks area of the gulf.

Shell will have a 65 percent participation and will be the operator of the fields while Ecopetrol will have 25 percent and U.S. company Newfield (NFX.N: Quote, Profile, Research) 10 percent in the deal. read more
