CONOCO IN DISPUTE WITH CNOOC: ConocoPhillips has asked for arbitration in a dispute with Cnooc over costs incurred because of Beijing’s windfall tax on oil sales, according to people familiar with the situation. The move and its outcome will be closely watched by other foreign energy companies whose production contracts with China’s largest offshore oil producer state that any new government-imposed rule that causes a material change in their returns can be challenged outside China. read more

AlterNet: From Afghanistan to Iraq: Connecting the Dots with Oil

By Richard W. Behan, AlterNet. Posted February 5, 2007.

An in-depth look at the wars in Iraq and Afghanistan, the events leading up to them, and the players who made them possible.

THE ARTICLE

In the Caspian Basin and beneath the deserts of Iraq, as many as 783 billion barrels of oil are waiting to be pumped. Anyone controlling that much oil stands a good chance of breaking OPEC’s stranglehold overnight, and any nation seeking to dominate the world would have to go after it.

The long-held suspicions about George Bush’s wars are well-placed. The wars in Afghanistan and Iraq were not prompted by the terrorist attacks in New York and Washington. They were not waged to spread democracy in the Middle East or enhance security at home. They were conceived and planned in secret long before September 11, 2001 and they were undertaken to control petroleum resources. read more

newratings.com: Royal Dutch Shell downgraded to “hold”

Deutsche Bank

LONDON, February 5 (newratings.com) – Analyst Lucas Herrmann of Deutsche Bank downgrades Royal Dutch Shell Plc (ticker: RDSA-EUR) from “buy” to “hold.” The target price has been reduced to 1,875p.

In a research note published on February 2, the analyst mentions that the company has posted its 4Q results ahead of the consensus. Royal Dutch Shell has achieved exploration success and is continuously investing to boost its growth prospects, the analyst says. Deutsche Bank adds, however, that taking into account Royal Dutch Shell’s continued investments with no growth, there is limited upside to the company’s share price.

Royal Dutch Shell PLC: NETHERLANDS WILL TAKE STAKE IN SCHOONEBEEK OIL FIELD (Dutch)

(The following is a reformatted version of a statement issued by Nederlandse Aardolie Maatschappij BV and sent via e- mail. The statement hasn’t been confirmed by the sender.)

05/02/2007

Energy efficiency charity National Energy Action (NEA) has called on the government to cut consumer fuel prices as Royal Dutch Shell reported a year of record UK profits, the highest ever recorded by a UK oil company.

The oil conglomerate’s annual profits hit £12.94 billion, representing 21 per cent growth over the last year.

But consumers have meanwhile struggled with “double-digit domestic fuel increases” as average annual domestic fuel bills top £1,000, NEA has estimated. read more

We receive a fairly constant flow from Shell insiders of leaked confidential and often highly sensitive Royal Dutch Shell information, including emails, documents, reports and internal presentations. We have on occasion published a Shell internal email from Shell CEO Jeroen van der Veer on the very day that he sent it.

Last week we received a communication from a Shell insider concerning “business continuity management” – a purported plan for Shell to continue its business activities in the event of a major disruption.   read more

Oil & Gas News: Shell signs accord to develop Iran field

LONDON: 5 February 2007

Royal Dutch Shell Plc said it had signed a preliminary deal to develop a major Iranian gasfield in conjunction with Spain’s Repsol, despite growing US pressure not to invest in Iran.

A Shell spokeswoman said that Shell had signed a deal on the upstream, gas production, side of its ‘Persian LNG’ project which covers phase 13 and 14 of the South Pars gasfield.
However, Shell said it was still a year away from a final decision on whether to proceed with the multi-billion dollar project. That hinges on another agreement, to build an eight million tonnes per year LNG terminal. read more

The Guardian: More trouble for BP as gas scheme is halted

· City will want answers to Shah Deniz shutdown
· Setback follows spate of problems with big projects

Terry Macalister
Monday February 5, 2007

BP has run into trouble with another of its prestige projects, the latest in a spate of misfiring schemes.

The $4.2bn (£2.1bn) Shah Deniz gas field and associated pipeline in Azerbaijan that is expected eventually to supply gas to Europe has been forced to stop production just weeks after it came on stream.

BP will be under pressure from the City to explain the latest problems when it reports flat annual profits to analysts tomorrow. The company will unveil income of around $21bn – considerably lower than Shell’s $25bn – and has had its reputation tarnished by a string of high-profile setbacks in the US. read more

Daily Telegraph: BP chief plans new faces and structure

By Roland Gribben
Last Updated: 12:20am GMT 05/02/2007

Tony Hayward, BP’s chief executive in waiting, is looking at further restructuring programmes after implementing a break-up of his exploration and production responsibilities as he vets new candidates for top-level posts.

The appointment of Andy Inglis, a rival to succeed Lord Browne as chief executive, to run the important exploration business has been accompanied by a decision to split the operation into two separate units.

Mr Hayward is anxious to have a new top team by the time Lord Browne surrenders the reins of office in the summer. He is said to have been looking at the merits of filling some posts with outsiders but wants to ensure the lessons from the critical Baker report on the Texas refinery disaster are reflected in other parts of the business as well as health and safety. read more

Daily Telegraph: Monday view: The West must handle with care China’s growing interest in Africa

EXTRACT: Pity poor Shell, which had its own plans for Block 18. Shell’s chief, Jeroen van der Veer, griped about the cut-throat competition last week, though he was careful not to accuse the Chinese openly of abusing state aid. “There are new players, some of them state-owned, prepared to pay top dollars,” he said.

President of PENGASSAN, Comrade Peter Esele, told THISDAY in a chat at the weekend that already 1,500 workers of Dawodu and 1,000 workers of Wilbros had lost their jobs along with some in ENSCO Drilling as a result of the companies pulling out of the area.

While disclosing that President Olusegun Obasanjo had agreed to meet with the executives of the National Union of Petroleum and Natural Gas Workers (NUPENG) and the PENGASSAN, Esele said majority of those affected were from Rivers, Bayelsa and Delta States. read more

Terry Macalister
Monday February 5, 2007

The 52-year-old’s arrival is the latest in a series of controversial US appointments at the company which has been trying to increase output of carbon-intensive shale and oil sands schemes from places such as Colorado while also arguing it wants a key role in the fight against climate change. read more

The Times: Fund managers look for signs of BP revival

February 05, 2007
Carl Mortished, International Business Editor

Lord Browne of Madingley will deliver his last presentation of BP’s strategy to the City tomorrow and fund managers will be looking for hints about how the company intends to mend its battered reputation and reverse the steady erosion of its share price over the past 12 months.

Britain’s largest company is likely to come under pressure to deliver further sweeteners to disillusioned short-term investors.

The oil company invested about $16 billion (£8 million) of its cashflow in buying back shares last year, but instead of sharing in value appreciation, loyal BP investors suffered as the price plummeted. read more
