Financial Times: BP and Rosneft sign $700m Sakhalin deal

BP has agreed a deal with Rosneft, Russia’s biggest oil company, to expand their joint venture that is exploring off Sakhalin Island in the far east of the country.

The two companies planned to invest $700m (£366m) in the area, they said in a statement.

BP, which bought a $1bn stake in Rosneft when it floated in London earlier this year, is paying for the exploration activity, including the planned drilling of six wells. read more

Attorneys in a class action over refinery vapors in Hartford withdrew parents Eric and Tina Rose as plaintiffs Nov. 8, along with minor child Derek Rose.

Attorney Stan Faulkner wrote, “Due to the press of other commitments, these plaintiffs cannot devote the necessary energies to fulfill their duties as class representatives.” read more

Bloomberg: British Columbia Premier Says Oil Ban to End Within Three Years

Nov. 22 (Bloomberg) — British Columbia Premier Gordon Campbell said he expects an almost four-decade-old ban on offshore drilling for oil and gas to end in two years to three years, after the completion of scientific studies.

New onshore petroleum resources in the Canadian province’s northeast will probably come on line first, followed by offshore fields, Campbell said today after a speech to the Canadian Chamber of Commerce in Hong Kong.

“We and the federal government are spending millions of dollars to do the science so we can conduct drilling in an environmentally responsible and sustainable way,” Campbell said. As the ban has been in place for almost a generation, a lot of study is needed, he said. read more

MarketWatch: Kazakh energy minister sees Kazmunaigas, Shell deal soon

MOSCOW (MarketWatch) — Kazakh Energy Minister Baktykozha Izmukhambetov said Wednesday the state oil and gas company KazMunaiGas and Royal Dutch Shell PLC (RDSA) were to conclude talks on the Caspian oil and gas field ‘Project N’ by the end of this year, the Kazakh state news agency reported.

“I met with the U.K.’s energy minister and senior management of Shell,” Izmukhambetov told journalists in London, according to Kazinform. read more

Dow Jones Newswires: Russia Wants Quick, Fair Sakhalin Deal -Envoy

Moscow wants a speedy solution to talks aimed at redressing an unfair 1990s agreement with foreign firms on the $20 billion Sakhalin-2 oil and gas project and increasing oversight of its spiraling costs, Russia’s outgoing envoy to Japan said.

That’s why state-controlled OAO Gazprom (GSPBEX.RS) is in negotiations with the consortium led by Royal Dutch Shell PLC (RDSB.LN) for a stake in the project, Ambassador Alexander Losyukov told Dow Jones Newswires late Monday.
 
Shell, Exxon Mobil and Total, which all signed deals in the 1990s that Moscow now says are unfair, have been under close Russian government scrutiny of late, with some saying say this pressure is part of the Kremlin’s bid for greater control over Russia’s energy wealth. read more

Bloomberg: Russian Oil Output Growth Forecast Cut by Renaissance

Nov. 22 (Bloomberg) — Russia’s oil output growth may slow to 2.4 percent this year amid government threats to halt work at Royal Dutch Shell Plc’s Sakhalin-2 project, before picking up next year, Renaissance Capital said in a report today.

Output in Russia, the world’s second-largest oil exporter, slid 0.4 percent in October from September as the price for Urals crude fell from a record in August and the government increased pressure on foreign-led projects, such as Shell’s $22 billion Sakhalin-2, to cede some control to state-run companies OAO Gazprom and OAO Rosneft. read more

UPI Science News: Math model to aid natural gas production

U.S. engineers say they have developed a mathematical model that could help energy companies produce natural gas more efficiently.

The Massachusetts Institute of Technology researchers are collaborating with Shell Oil Co. experts to apply their math model to a natural gas production system in Malaysia.

MIT Professor Paul Barton notes natural gas companies would like to operate their production networks more efficiently and flexibly. But he says the only way for a company to optimize such a system is to formulate it as a mathematical problem and solve it. read more

Irish Independent: Vow to carry on Corrib protest

CORRIB Gas Terminal opponents vowed yesterday to continue their protests even after the building is finished.

Dismissing suggestions that it was inappropriate to be supported by Sinn Fein, Shell To Sea campaigners said they would accept help from “Saddam Hussein”.

Campaigner John Monaghan said the protest accepted all support, but not violence.

Two residents of Rossport, Co Mayo, who have brought legal counterclaims against Shell E&P Ireland and the State over the Corrib gas pipeline, have asked the High Court to order that a document belonging to Shell’s lawyers can be used in the residents’ action against the company.

The residents claim the document, which was included by lawyers for Shell in their court documents by mistake, shows inconsistencies between what Shell E&P Ireland was saying publicly in court and privately to its lawyers. They also claim it is relevant to the matter of damages and the good faith of the company. read more

Irish Times: Shell seeks licence to carry out survey for pipeline

Shell E&P Ireland has applied for foreshore licensing to carry out marine surveys as part of its work on a modified route for its onshore pipeline.

The full marine surveys will be conducted in Sruwaddaccon and Rossport bays, following foreshore licence approval, the company confirmed at an open evening in Belmullet, Co Mayo last night.

Sruwaddaccon Bay, within Broadhaven Bay, is a candidate special area of conservation (SAC), thus requiring consultation with the National Parks and Wildlife Service (NPWS), according to the company. Corrib gas project officials have met with the NPWS and a number of statutory bodies, as part of a seven-stage procedure aimed at securing agreement on a modified route. read more

MosNews: Russia Says Will Sue Shell in International Court for Sakhalin-2 Environmental Damages

Russia’s Natural Resources Ministry said on Tuesday, Nov. 21, that the country should claim compensation through an international arbitration court for environmental damage and lost profits caused by violations in the Shell-led Sakhalin-2 oil and gas project in the Far East.

MosNews has reported earlier in November that the country’s environmental watchdog Rosprirodnadzor said Russia could turn to the International Arbitration Court in Stockholm to demand around $10 billion in compensation from Sakhalin Energy, the project’s operator. read more
