The Wall Street Journal: Russia to Increase Natural-Gas Prices at Home

EXTRACT: He said Russia wants Royal Dutch Shell PLC’s Sakhalin II project, which has faced unprecedented pressure in recent months from Russian environmental and other regulators, to be successful. But he said a $10 billion cost overrun in the project amounts to “a substantial change in the terms of the deal” and must be negotiated with the Russian government. Shell so far has insisted that the 1990s contract governing the deal entitles it to full cost recovery before it begins sharing the output with the Russian side. read more

It followed the case of San Diego woman sued after posting allegedly libellous comments online about two doctors.

Some of the internet’s biggest names including Google, eBay and Amazon have supported a woman in a US legal battle that may save them from libel cases.

The judges said the ruling would protect freedom of expression.

Asia Times Online: Russia attacks the West’s Achilles’ heel

Nov 22, 2006
THE NEW WORLD OIL ORDER,  Part 1

By W Joseph Stroupe

Russia has found the Achilles’ heel of the US colossus. In concert with its oil-producing partners and the rising powerhouse economies of the East, Russia is altering the foundations of the current US-led liberal global oil-market order, insidiously working to undermine its US-centric nature and slanting it toward serving first and foremost the energy-security needs and the geopolitical aspirations of the rising East.

All this is at the impending incalculable expense of the West. What is increasingly at stake is secure US access to global energy resources – strategic US energy security – because the West’s traditional control respecting those global resources is seriously faltering in the face of the compelling strategies undertaken by Russia and its global partners. read more

MOSCOW, Nov 21 (Prime-Tass) — Russian President Vladimir Putin said Tuesday that Russian authorities would keep cracking down on “big companies” that violate legislation, ITAR-TASS reported.

Russian authorities have recently probed the compliance of many major oil and gas projects with environmental standards and license agreements and threatened to revoke a number of oil and gas field licenses. read more

RBC, 21.11.2006, Moscow 13:18:35.

Russia’s Industry and Energy Ministry is poised to complete negotiations on the Sakhalin-2 budget before the year-end, Deputy Minister Andrei Dementyev told journalists today. He explained that they would include reviewing the estimated costs of the project proposed by the Sakhalin Energy Consortium, and some other agreements.

Mark Fass
New York Law Journal
November 1, 2005

The contents of a New Jersey man’s “gripe site” — a 45-page Web site dedicated to the perceived misdeeds of his car insurer — were protected free speech that did not constitute defamation, a Manhattan judge has ruled.

Penn Warranty Corp. alleged that Ronald DiGiovanni’s site made eight libelous statements about its business, including that it is a “blatantly dishonest company” that has been “running scams,” “committing fraud on a grand scale,” and “ripping off its contract holders for quite a while.” read more

Financial Times: Promise becomes a reality

By Dino Mahtani: Published: November 21 2006 02:00 | Last updated: November 21 2006 02:00

The promised start-up of the long delayed West Africa Gas Pipeline next year could finally mark a significant step forward for much needed power generation in the region. As long as it is not delayed again. The $600m project was first conceived in 1995 by the governments of Nigeria, Ghana, Togo and Benin to supply abundant Nigerian gas to its three neighbours as an alternative and cheaper way of generating power. It is especially important for Ghana, one of the region’s better economies, which is reliant on hydroelectricity for 60 per cent of its power. read more

The Wall Street Journal: Oil News Roundup: November 20, 2006 5:15 p.m.

THE WALL STREET JOURNAL ONLINE

New York crude-oil futures fell slightly in quiet trade, pressured by continuing doubts about OPEC production cuts, as well as forecasts for seasonally warm weather. But the switch to a new front-month contract meant prices ended the day about $3 a barrel higher than Friday’s settlement. Here is Monday’s roundup of oil and energy news:

EU PRODS RUSSIA ON ENERGY: The European Union urged Russia and other neighbors to commit to long-term energy contracts that will guarantee them customers and investments while securing affordable oil and natural gas supplies for the EU. The appeal, which came at the start of a two-day conference of officials from the EU and oil and gas exporting nations, underscored Western Europe’s desire to make energy a top priority at a time when its demand is growing, its own supplies are dwindling and world prices are high. read more

Breitbart.com: California court: websites not liable for libel in third-party postings

Nov 20 6:15 PM US/Eastern

SAN JOSE, Calif. (AP) – Websites that publish inflammatory information written by other parties cannot be sued for libel, the California Supreme Court ruled Monday.

Some of the Internet’s biggest names, including Amazon.com, America Online Inc., EBay Inc., Google Inc., Microsoft Corp. and Yahoo Inc., took the defendant’s side out of concern a ruling against her would expose them to liability. read more

Kommersant: Zero mineral resource tax for offshore fields to become bargaining chip in talks with Shell, Chevron

20 November 2006

The Russian government may again consider introducing a zero mineral resource tax rate for offshore oil and gas fields in 2007. This could become a bargaining chip in talks with Shell on the Sakhalin 2 project in Russia’s Far East, and with Chevron on the Shtokman gas field development in the Barents Sea, analysts told the paper.

The final decision has yet to be made, said Deputy Prime Minister Alexander Zhukov. “There are different opinions within the government.” read more
