Shell Faces NGO Pressure To Withdraw From Syria

LONDON (Dow Jones)–Royal Dutch Shell PLC (RDSB.LN) is coming under pressure in the Netherlands to withdraw from Syria because of the Syrian government’s violent reprisals against pro-democracy demonstrators.

Dutch non-governmental organization IKV Pax Christi is lobbying for Royal Dutch Shell PLC (RDSB.LN) to cease all activities in Syria. The group’s director, Jan Gruiters, will meet with Shell Netherlands President Dick Benschop next month, after the group protested outside Shell headquarters in The Hague, the group’s spokesperson said Thursday. read more

UK held talks with oil firms before Iraq invasion -paper

(Reuters) – Britain discussed plans to exploit Iraq’s oil reserves with some of the world’s biggest oil companies five months before it joined the United States in invading the country, the Independent newspaper said on Tuesday.

Citing documents it said were obtained under a Freedom of Information Act request by campaigner and author Greg Muttitt, the newspaper said at least five meetings were held between government officials and oil majors BP (BP.L) and Royal Dutch Shell (RDSa.L) in October and November 2002. read more

OIL PRICES TO SOAR AS DEMAND KEEPS RISING, SAYS SHELL

OIL prices are set to surge in coming years as supply fails to keep up with burgeoning demand from the booming growth in emerging market economies, Royal Dutch Shell said yesterday.

The oil giant’s warning came as the Brent Crude price hit a 28-month high of $104 on the back of turbulence in the Middle East and rising imports to China.

In a report published yesterday, Shell said demand for energy in 2050 would triple ­compared with levels seen in 2000 while supplies may only grow by 50 per cent. read more

As Shell fought to dismiss accusations today that it was cashing in on high oil prices, the company gave a new insight into how it has racked up billions in profit by revealing itself as the “world’s biggest trading business”.

Peter Voser, Shell’s chief executive, said he felt the pain of motorists struggling to pay record fuel prices, pointing out that the Anglo-Dutch oil company was also suffering in its refining and marketing businesses. But critics dismissed that argument, saying that $16bn of the $18.6bn earned by the company over the past 12 months came from the “upstream” operations of exploration and development. read more

SUMMARY

1.  (C) Sultan Qaboos discussed both domestic and regional
issues during his February 19 meeting with Admiral William J.
Fallon, CENTCOM Commander.  On the domestic front, the Sultan
described his desire to empower the government to be more
responsive to citizen concerns.  Seeking to strengthen the
role of Omani women, the Sultan plans to convene a conference
in 2009 designed to increase the participation and leadership
of women in all aspects of Omani society.  Sultan Qaboos also
shared plans for continued infrastructure development in Oman
and described efforts underway to obtain more natural gas.
On Iraq, the Sultan advised against a premature withdrawal of
U.S. forces and stated that more regional assistance would be
forthcoming if Iraqis would "come together" to take charge
of, and invest in, their own country.  Sultan Qaboos shared
U.S. concerns about Iranian meddling in Iraq and elsewhere,
but contended that Tehran knew confrontation with the U.S.
was not in its interest.  Iran's "charm offensive" in the GCC
had succeeded in lessening suspicions of some officials about
the true intentions of Iranian policies.  End Summary. 

2.  (C) CENTCOM Commander Admiral Fallon, accompanied by the
Ambassador, met February 19 with Sultan Qaboos bin Sa'id for
approximately 2 hours at one of the Sultan's castles -- Husn
al Shumugh -- in the interior of Oman.  (Note:  The Sultan
was outside of Muscat on his annual 4-6 week "meet the people
tour" during which he visits selected sites outside the
capital.  End Note.)  The Sultan appeared in good health and
was cheerful, although he commented that his role as ruler of
Oman was demanding and did not allow him time to do all the
things he wanted to do, such as reading more books.  "My
office is wherever I am," he stated, noting that he
constantly had to attend to paperwork and urgent requests
from his staff, among other tasks.  The Sultan added that
despite his busy schedule, he always made time to "watch the
news," though he did not elaborate on his preferred media
outlet.

CONCERNS ABOUT IRAQ

3.  (C) The Sultan expressed concern over a premature
withdrawal of U.S. forces from Iraq.  Recognizing recent
improvements in the security situation, he counseled that
American troops should only leave "when the time is right."
He stressed that Iraqis had to "take charge" of the fate of
their country, but questioned whether the different factions
would be able to "come together" to accomplish this.  He
pointedly asked the Admiral, "Do you really think Prime
Minister Maliki and his government are capable of pulling the
country together?"  The Sultan did not directly respond to
Admiral Fallon's comment on the need for assistance and
investment for Iraq from elsewhere in the region.  Instead,
he stated that if the Iraqi people helped themselves and
invested in their own country, others would follow suit. 

4.  (C) The Sultan appeared to follow events in Iraq closely.
 He commented, for example, that the Kurds had apparently
"come out well" in recent central government talks on budget
issues, and asked about the status of electricity production
in Iraq.  The Sultan seemed to take a particular interest in
Admiral Fallon's discussion of Iraqi Shia leader Abdul Aziz
al-Hakim, including the status of Hakim's health and his
possible successors.

INFRASTRUCTURE DEVELOPMENT

5.  (C) In addition to emphasizing the need for outside
investment in Iraq, Admiral Fallon highlighted the importance
of assistance from regional states for infrastructure
development in Afghanistan and other Central Asian nations.
Again the Sultan sidestepped the issue and shifted the
conversation to the critical role of roads and highways in
economic development.  He then mentioned infrastructure
projects for Oman currently under consideration, including
construction of a new dam and a freight rail line from the
northern port of Sohar to the planned port in Duqm.  The
Sultan hoped that the southern port of Salalah could be
linked by rail to Muscat and, eventually, to other GCC
states.

IRANIAN ISSUES

6.  (C) The Sultan commented that the Iranians are "not
fools," and claimed that Tehran realized there are "certain
lines it cannot cross" (i.e., direct confrontation with the
U.S.).  Regarding GCC relations with the Iranian government,
he stated, "Iran is a big country with muscles and we must
deal with it."  He continued that Iran's "charm offensive" in
the region had achieved a degree of success as some GCC
authorities (he did not mention names) were now less
suspicious of Iranian intentions.  The Sultan added,
laughing, that "I must say that as long as (the U.S.) is on
the horizon, we have nothing to fear." 

7.  (C) Responding to Admiral Fallon's frustration with
Iranian interference in Iraq, the Sultan remarked that
Iranian meddling abroad was "almost a game" to the regime in
Tehran, and said that Iran's leaders would have to stop this
practice if Iran wanted to "join the world as a noble
country."  The Sultan hoped that Iraqi leaders would clearly
tell and convince Iranian President Ahmadinejad during his
upcoming visit to Iraq to cease Iran's unhelpful interference
in their internal affairs.  On the possibility that Iran is
waiting out the President's final term before re-assessing
its strategy, the Sultan said that Tehran should realize that
it has to deal with the U.S. as a country, and not just the
current administration.

THE SEARCH FOR GAS
------------------ 

8.  (C) After noting Iranian dependence on imports of refined
fuel, the Sultan described Oman's efforts to obtain more
natural gas to fuel growing domestic power needs and
large-scale industrial projects.  Oman had committed too much
of its limited gas production to long-term liquefied natural
gas (LNG) export contracts.  As a result, the government was
trying to boost production by taking smaller and less
productive gas fields away from Petroleum Development Oman
(PDO) -- 60% owned by the government and 34% owned by Royal
Dutch Shell -- and awarding them to outside companies such as
British Gas and BP.  The Sultan claimed these firms were in a
better position to increase productivity in these fields, and
pointed to the progress of U.S.-based Occidental Petroleum
Company in raising oil production in former PDO concession
areas, such as Mukhaizna. 

9.  (C) Looking offshore, the Sultan said he hoped that new
gas fields would be found in the Gulf of Oman to help ease
the country's natural gas shortage.  India's Reliance
Industries was currently exploring a deepwater oil and gas
block in this body of water, but had made no significant
discoveries yet.  Qatar would begin supplying gas to Oman by
2013, the Sultan noted, but not in quantities sufficient to
meet outstanding needs.  He added that Oman was still
supplying limited gas from Musandam to Ras al-Khaimah in the
UAE due to an agreement he made with its emir -- and which
the Sultan felt he could not break -- well before Oman was
squeezed for this resource.

THE IMPORTANCE OF EDUCATION
--------------------------- 

10.  (C) Sultan Qaboos shared that he placed a great deal of
importance on education, and noted that a study of history
provided the context needed to better understand present
trends and events.  Regarding claims that some rulers in the
region wanted to keep their people uneducated in order to
more easily control them, the Sultan explained that this
strategy could easily backfire as it also left the populace
more susceptible to influence by extremists, such as the
Muslim Brotherhood.  Former Egyptian president and
pan-Arabist leader Gamal Abdal Nasser, the Sultan said, had
"set the region back" by being "anti-everything" and engaging
in vitriolic rhetoric designed to keep the masses ignorant.

EMPOWERING THE GOVERNMENT AND WOMEN
----------------------------------- 

11.  (C) On domestic politics, the Sultan announced that he
would hold the first-ever combined meeting of his Cabinet of
Ministers and the Majlis al-Shura (the directly elected lower

house of Oman's bicameral advisory body) on February 26.  By
meeting together, the Sultan hoped that the Cabinet and the
Majlis would learn how to cooperate better and jointly focus
on important issues.  He commented that both bodies also
needed to "demonstrate more leadership" and avoid past
foot-dragging on promises made to the populace.  "People need
to see the results of decisions," the Sultan stated. 

12.  (C) Letting Admiral Fallon and the Ambassador in on a
"secret," the Sultan confided that he planned to call for a
conference of all "notable women" in Oman in 2009 in a bid to
encourage Omani women to expand their participation and
leadership in different aspects of Omani society.  Minister
of Social Development, Dr. Sharifa bint Khalfan al-Yahyaiya
(one of Oman's three female cabinet ministers) will chair the
meeting on the Sultan's behalf.  Lamenting that no women won
seats in the October 2007 election for the Majlis al-Shura,
Sultan Qaboos observed that Omani women were stuck in
tradition and needed to be empowered to "take more charge"
and to be "less shy."  "Some customs (regarding women)," he
added, "shouldn't be kept."  Nevertheless, gradual change is
occurring in Oman, the Sultan asserted.  His philosophy was
to "let it happen," rather than hold it up to public debate,
as the latter course of action often led to factional
fighting, internal strife, and other ills.

A RECURRENT THEME: MORE RESPONSIVE GOVERNMENT

13.  (C) In concluding the meeting, Sultan Qaboos returned to
his goal of improving the responsiveness of the Omani
government to citizen concerns.  He stated that he would be
pressing "harder" on his ministers to engage in more and
better public relations efforts before the Omani police and
to effectively enforce their decisions so that the people
could see the benefits of announced actions.  Giving one
particular example, the Sultan said that rather than simply
announce a new development project, the government should
explain the downstream employment opportunities the project
would generate for Omani citizens.  Effective cooperation
between ministries and the Majlis Oman was also needed to
strengthen the civil institutional framework in Oman, the
Sultan added.

in the senior government ranks, the Sultan twice implied (but
did not directly state) that such change was needed to
prepare the country for his eventual departure from power.
The Sultan's comments indicated that he may feel the
government is too dependent on his authority and should be
empowered to run more effectively without constant direction

Iraqi oil reserves looking bullish

LEXINGTON, Mass., Dec. 2 (UPI) — If all things go according to production plans in Iraq, oil production there could outpace Saudi Arabia within roughly seven years, an analyst said.

Supermajors Royal Dutch Shell and Exxon Mobil said they could eventually produce around 2.8 million barrels of oil per day from the West Qurna-1 field in Iraq.

Sameul Ciszuk, a Middle East energy analyst at IHS Global Insight, was quoted by Emirati news agency The National as saying much of Iraq’s quoted potential is based on technology used more than 30 years ago. read more

Drilling in offshore Alaska Arctic

Latest industry estimates are that the new drilling technologies have given and will give the US about 100 years worth of gas reserves from unconventional ‘tight’ shales, sands, carbonates and hydrocarbon ‘source’ rocks. That is about 2500 trillion cubic feet of natural gas. Actual proven reserves are now about 1/4 to 1/3 that amount.

What I find interesting about the gas reserve estimates for both the Chukchi and Beaufort offshore areas is that it does not exceed 25 trillion cubic feet, or about one years worth of domestic US consumption. read more

Iraq Says to Sign Shell, Mitsubishi Deal by January

Iraq will sign by the end of January an agreement with Royal Dutch Shell Plc and Mitsubishi Corp. for the capture of associated gas at oil fields in the country’s south, the director-general of Iraq’s South Gas Co. said.

The agreement will be signed “either next month or the one after at the most,” once legal details are resolved, Ali Hussain Khudair said today in an interview in Basra, Iraq.

The government gave initial approval on June 29 for the creation of a joint venture with Shell and Mitsubishi to be called Basra Gas Co. The venture would be owned 51 percent by state-run South Gas, with Shell holding 44 percent and Mitsubishi the remaining 5 percent. read more

Halliburton Wins Shell Deal to Develop Majnoon, Aswat Says

Royal Dutch Shell Plc awarded a one- year contract to Halliburton Co. to help develop the Majnoon oilfield in southern Iraq, the Aswat al-Iraq website said.

Halliburton is due to set up operations for 15 new wells, according to an agreement signed Nov. 22, the report said.

Together with Petroliam Nasional Bhd of Malaysia, Shell won a 20-year service contract in 2009 to raise output from the Majnoon oil field to 1.8 million barrels a day, four times its current production. read more

Inquiry Puts Halliburton in a Familiar Hot Seat

Halliburton is back in the spotlight, and once again, in an uncomfortable way.

In recent years, the giant energy services company has found itself under scrutiny over allegations that it performed shoddy, overpriced work for the United States military in Iraq, bribed Nigerian officials to win energy contracts and did brisk business with Iran at time when it faced sanctions.

On Thursday, a government investigation panel said that Halliburton might have played an important role in the April explosion of the Deepwater Horizon platform in the Gulf of Mexico by supplying cement that the company knew was unstable to BP, which used it to seal the well. Halliburton has repeatedly blamed BP, the owner of the well, of failing to test the cement and making other errors that led to the accident, which killed 11 people and spewed millions of barrels of crude oil into the gulf. read more

Shell criticizes BP oil spill report, well design

LONDON (Reuters) – The chief executive of Royal Dutch Shell Plc (RDSa.L) criticized the investigation that rival BP Plc (BP.L) conducted into the causes of its Gulf of Mexico oil spill, and the design BP chose for its blown out well.

Peter Voser said that to correctly investigate the accident one had to examine the thinking behind the particular well design BP used.

The Macondo well design included a number of cheaper options, including the use of a single tube from the surface to the reservoir, rather than two overlapping tubes, and U.S. lawmakers said these choices reflected a tendency on BP’s part to put profits before safety. read more

Shell CEO: Oil Output At Iraq Majnoon Field Up To 70,000 B/D

LONDON (Dow Jones)–Royal Dutch Shell PLC (RDSB.LN) has already raised oil production from Iraq’s Majnoon field to 70,000 barrels a day, from 45,000 barrels a day previously, the company’s Chief Executive Peter Voser said Tuesday.

The risk of operating in Iraq has increased in recent months, but operations are still going well, he said. The production increase required “relatively little investment because infrastructure is already there,” he said. read more

Halliburton gets letter of intent for Iraq oil

HOUSTON

Halliburton Co. said on Wednesday that it has gotten a letter of intent from Shell Iraq Petroleum Development BV that would make Halliburton the project manager for developing the Majnoon field in southern Iraq.

Halliburton said it wold be working with Nabors Drilling and the Iraq Drilling Company. The contract needs final approval by Iraqi authorities, Halliburton said.

Iraq reached a deal with Shell in January to develop the mammoth oil field, along with partner Petronas, Malaysia’s state-run oil company. Shell and Petronas plan to raise production in the field from the current 45,900 barrels per day to 1.8 million barrels per day over 10 years. read more

Shell CEO Voser claims technology is key to energy security

LONDON, July 27 (UPI) — The world is facing drastic energy shortages unless investors back technological advancements in all forms of energy, executives said in London.

Peter Voser, the chief executive officer at Royal Dutch Shell, told an audience in London that the global community needed to look for new ways to exploit renewable and fossil fuels.

“Even assuming heroic steps to use energy more efficiently, the world will need to develop all energy types,” he said.

Scientists at Shell said that without new ways to increase energy supplies, the world could face looming energy shortages in the coming decades even as new sources of energy such as Iraqi oil come on stream. read more

The Iraqi cabinet Tuesday approved a deal with Royal Dutch Shell PLC (RDSA) and Mitsubishi Corp. (8058.TO) to develop a gas-structure project in southern Iraq, paving the way for a final signature of the multibillion deal, a government spokesman.

Ali al-Dabbagh said that Shell and Mitsubishi Corp. would hold 49% stake in the venture while Iraq’s state-owned South Gas Co. would hold 51%.

Spain’s Repsol pulls out of Iran gas project

MADRID June 28 (Reuters) – Spain’s largest oil company Repsol (REP.MC: Quote) has pulled out of a contract it won with Royal Dutch Shell (RDSa.L: Quote) to develop part of the South Pars gas field in Iran, a spokesman said on Monday.

A spokesman for Shell declined to confirm whether the company will remain to develop phases 13 and 14 of the South Pars project, but noted that Shell will comply with any international trade restrictions which are placed on Iran.

A growing number of oil companies, trading houses and other international companies have stopped doing business with Iran this year amid a U.S. drive to isolate Tehran and international efforts to impose tougher sanctions. read more

A six-month extension of negotiations proposed by the Iraqi government to develop domestic gas infrastructure in the country’s south may not be enough to settle a deal with Royal Dutch Shell PLC because of financial constraints and opposition from politicians, an Iraqi official familiar with the talks said Monday.

“I don’t think we would be able to sign a deal even with the new six-month extension,” the official told Dow Jones Newswires. “Our main problem is that we are unable to secure finance for the Iraqi contribution in the venture.” read more

“Iraq will become a regional player in the gas sector and an exporter to the region and the world,” Mounir Bouaziz said at a conference in Abu Dhabi today. “Iraq is losing $50 a second by flaring gas.” The country, which flares more than 1 billion cubic feet a day, has the potential to export 20 billion cubic meters a year of gas, Bouaziz said. read more

BAGHDAD, Jan. 29 (UPI) — The chief executives of two of the world’s oil giants have been waxing lyrical about helping Iraq quadruple its oil production over the next decade, but questions linger about whether it can be done.

Some energy industry experts believe that given the plethora of problems that the Iraqi government of Prime Minister Nouri al-Maliki is having to deal with, Baghdad is being way too ambitious.

Others are less sanguine about the prospects of Iraq raising its production level from the current 2 million barrels a day to 12 million bpd by 2020. read more

Endless Oil

Not many people think of the Netherlands as oil country, but a billion-barrel field lies under a nine-mile strip of grazing land along the Dutch-German border. When oil prices cratered in the 1990s, Royal Dutch Shell and ExxonMobil shut the Schoonebeek field down. Company executives reckoned that its thick, hard-to-extract crude wasn't worth the trouble, even though only about 25% of Schoonebeek's oil had been produced. The main evidence of the town's petroleum past was an old-fashioned bobbing oil pump, known as a nodding donkey, which still stands in a parking lot near a bakery. Now higher prices and technological advances are spurring a new joint venture of Shell, Exxon, and the Dutch government to pump Schoonebeek's reserves once more.

In the spring of 2003, more than a million people marched through the streets of cities across Europe and the U.S. to rail against U.S. plans to invade Iraq and oust Saddam Hussein. Amid the chants for peace was an angry accusation: the war was merely a grab by Western companies for Iraq’s vast oil reserves.

Nearly seven years on — and after more than 4,600 Americans and tens of thousands of Iraqis have been killed — Iraq’s natural resources are only now emerging as spoils of war. As U.S. troops prepare to withdraw from the country next year, some of the world’s biggest energy companies, among them ExxonMobil and Royal Dutch Shell, are racing to lock up multibillion-dollar deals with officials in Baghdad that will allow them to exploit the country’s giant oil fields. The deals will not only allow Big Oil to return to Iraq for the first time since Saddam nationalized the industry in 1972. By modernizing a production system wrecked by conflict and embargoes, Iraq’s exports could also get a huge boost, putting the country’s parlous economy on firmer footing and allowing Iraq to take its place as an oil power almost equal to Saudi Arabia.
