The Sunday Telegraph: BP in line for Zimbabwe state business grab

Robert Mugabe has put the BP’s Zimbabwe operation at the top of the list for takeover under a new law to bring foreign companies under local control, write Michael Gwaridzo and Stephen Bevan.

He told a meeting of his ruling Zanu-PF party’s politburo that the oil giant would be one of the first companies to be targeted, The Sunday Telegraph has learnt.

Ministers said the move was intended as retaliation for what they claim is Britain’s “invisible hand” in a recent decision by Australia to expel eight students whose parents are senior Zimbabwean officials. read more

Bloomberg: BP Returning to Normal Operations in Gulf After Storm Passes

Sept. 22 (Bloomberg) — BP Plc, Europe’s second-largest oil company, said it was returning to normal operations in the U.S. Gulf of Mexico after evacuating personnel who were under threat of a potentially dangerous storm.

Royal Dutch Shell Plc, the largest producer in the Gulf, also began returning workers to some offshore platforms late yesterday, the company said on its Web site. BP planned no further updates on the status of its operations, the company said on a media hotline today. read more

ROYAL Dutch Shell, the world’s biggest non-state producer of liquefied natural gas, said the jump in construction costs that had been delaying new supply projects was set to ease as engineering companies expanded.

For the first time in at least two years, engineering contractors were starting to seek new work in LNG project design, Linda Cook, the executive director of Shell Gas & Power, said yesterday in an interview. Technology advances such as floating LNG plants would also help overcome cost hurdles, she said. read more

HOUSTON -(Dow Jones)- A newly approved refinery expansion may provide the latest option for processing Canadian crude.

Motiva Enterprises LLC’s decision to double the size of its Port Arthur, Texas, refinery provides an outlet capable of handling an additional 325,000 barrels a day of heavy, sour grades of crude.

Final approval of the $7 billion expansion was announced Friday, after more than two years of deliberations by the joint venture’s co-owners, Royal Dutch Shell PLC (RDSB.LN) and Saudi Arabia’s state-owned oil company, Saudi Aramco. read more

Royal Dutch Shell and Saudi Arabia’s state-owned oil company are to spend at least $7bn (£3.5bn) to more than double the size of a refinery in Texas in what is the most significant investment in such facilities in the US for 30 years.

Motiva Enterprises, a 50-50 joint venture between Shell and Saudi Aramco, says its Port Arthur refinery will, by 2010, be the largest in the US – producing enough fuel to fill 1.5m cars each day. read more

Burnaby Newsleader (Canada): Shell files suit over oil spill costs

Shell Canada filed a law suit this week seeking damages following the July oil spill in North Burnaby.

The Calgary-based company is looking to recover costs from the City of Burnaby, Kinder Morgan and Cusano Contracting. Shell operates the Shellburn Distribution Facility at the north end of Kensington Avenue. It receives petroleum products from the Kinder Morgan pipeline which was damaged, then shut down July 24.

It’s estimated that 234,000 litres of crude oil were spilled when a Cusano excavator struck the pipeline, sending a geyser into the air in the 7200-block of Inlet Drive. The geyser coated the neighbourhood with oil. read more

Since the 1990s, Royal Dutch Shell has been at war with a family who registered a website, royaldutchshellplc.com. The Donovan family, led by 90-year-old Burma veteran Alfred, perhaps quixotically want Shell to change its management.

Shell has failed to shut down the site, which has attracted job applications and, allegedly, even a terrorist threat, all of which are dutifully passed on to the company.

Space does not allow exposition of all the correspondence between the two sides, but there are signs that Shell is developing a sense of humour. A recent letter from general counsel there suggests that “a truly alternative solution for all those people inadvertently contacting you is for you to choose a website and e-mail address without the word ‘shell’ in it”. read more

Royal Dutch Shell and Saudi Aramco are to invest $7bn in their refinery at Port Arthur, Texas, making it the biggest in the US, even though they expect margins in the industry to fall.

A shortage of refining capacity in the US has helped drive petrol prices up to over $2.80 a gallon at the pump, and sent refiners’ margins soaring.

The shortage has been created by a lack of investment that has lasted for decades and exacerbated by problems such as the explosion at BP’s Texas City refinery in 2005. A new refinery has not been built in the US for more than 30 years. read more

Royal Dutch Shell and a Saudi Arabian partner have given the go-ahead to a $7bn investment which will more than double the size of their refinery in Port Arthur, Texas.

The refinery, which is jointly owned by the Anglo-Dutch group and Saudi Refining, has a capacity of 285,000 barrels a day. The new investment will increase that to about 600,000 barrels. “Shell’s investment in the Motiva Port Arthur Refinery expansion will lead to increased supplies of gasoline, diesel and aviation fuels in the US,” said Rob Routs, Royal Dutch Shell’s executive director downstream. read more

ROME — For the peak-oil crowd, that merry band of doomsters who believe global oil production is about to go into irreversible decline and plunge us into a new Stone Age, the timing couldn’t have been better. As the Association for the Study of Peak Oil and Gas was holding its conference in Cork, Ireland, earlier this week, oil prices conveniently set record prices. By midweek, they had gone as high as $82 (U.S.) a barrel.

The conference speakers were no doubt thrilled. If oil prices had been falling, their message would have been laughed out of court. As it were, Ronald Oxburgh, the British lord and geologist who is the former head of Shell U.K., one of the world’s biggest oil companies, looked like something of a prophet. He said oil prices could hit $150 as supplies fail to keep pace with soaring demand. Another speaker, CIBC World Markets chief economist Jeff Rubin, predicted prices of “around $100 a barrel by the end of next year.” Talisman Energy chief executive officer Jim Buckee talked about rapidly declining production from once-prolific and seemingly stalwart oil fields. read more

AAP News (Australasia): Osaka Gas pays Nexus $75m for stake in Crux liquids project

PERTH, Sept 21 AAP – Japan’s Osaka Gas Co has paid Nexus Energy Ltd $75 million for a 15 per cent interest in the Crux liquids project, implying a total value for the project of $500 million. The Crux field is in the Browse Basin offshore Western Australia.

In early 2006, Nexus sold the rights to the gas in the project, excluding condensate, to Shell for $US40 million ($A46.48 million). Osaka Gas and Nexus have committed to a work program to bring the project to a financial investment decision in the second quarter of 2008. read more

Polish News Bulletin: Petrolinvest Extracts Oil in Kazakhstan

Petrolinvest has announced its will to co-operate with world fuel giants but refuses to disclose their names. “We are being watched by major oil companies operating in Kazakhstan and Russia,” says Pawel Gricuk, Petrolinvest head. Among others, Chevron, Shell, Eni, Total and BP are present in the country.

Apparently, the Chinese CNPC oil company has bought a site bordering with that of Petrolinvest and paid $4.2bn for it. CNPC is interested in co-operating with Petrolinvest according to a source. Petrolinvest is open to proposals. The company may carry out a share issue already this year, aimed at foreign investors. The issue will finance an investment scheme evaluated at minimum $200m. First Petrolinvest wants to show investors it already is an extracting company. Since yesterday, the company has been extracting oil from Kazakhstan’s Zubantam deposits, which have a potential of 250m barrels. \nc 04005000 read more

ENI chief executive Paolo Scaroni has sent a letter to fellow consortium members Exxon, Total, Shell, Conoco Philips and Inpex urging unity so that negotiations can be concluded before the government’s deadline of October 23. NEW YORK, Sept 21 (Reuters) – Royal Dutch Shell will go ahead with a 325,000 barrel-per-day capacity expansion of its Motiva refinery in Port Arthur, Texas, at a cost of $7 billion, the Anglo-Dutch oil group said on Friday.

The 285,000 bpd refinery is owned by Motiva Enterprises LLC, Shell’s joint venture with Saudi Refining Co.

“The expansion project will increase the refinery’s crude oil throughput capacity to 600,000 bpd, making it the largest refinery in the U.S. and one of the largest in the world,” Shell, the world’s second-biggest non-government controlled oil group, said in a statement. read more

AFX UK (Focus): Repsol YPF joins Shell, Eni in Alaska exploration project – report

MADRID (Thomson Financial) – Repsol YPF SA has joined Royal Dutch Shell and Eni SpA in an oil and gas exploration programme in the Beaufort sea, some 30 miles off the Alaska coast, Negocio reported, citing unnamed sector sources.

The area is seen as one of the world’s largest untapped energy reserves.

Repsol will have 20 pct of the project, while Shell and Eni will have 40 pct each, Negocio said, but noted that regulatory approval has yet to be received.

Exploration activities could start in 2009-2010, it added. read more

The new Energy Technologies Institute, a public-private partnership for research into energy sources, will be based in the Midlands, the government said yesterday, after a consortium at Loughborough University won the right to host it.

David Clarke, the head of technology strategy at Rolls-Royce, is to be the institute’s chief executive. Six companies – BP, Royal Dutch Shell, EDF Energy, Eon, Rolls-Royce and Caterpillar – are backing the ETI, promising £5m a year each for ten years. read more

Financial Times: Oil races to $84 after platforms prepare for storm

Crude oil prices jumped above $84 a barrel late yesterday after production platforms in the Gulf of Mexico were shut down ahead of a threatened tropical storm.

Nymex October West Texas Intermediate hit a record $84.10 a barrel, up $2.17, but settled at $83.32, up $1.39 on the day. The October contract expired at the end of trading. The most active November WTI contract was up $1.05 at $80.75.

ICE November Brent closed 62 cents higher at $79.09 after peaking at an all-time high of $79.23. read more

Bloomberg: Shell Says Cost Increases for LNG Projects Should Start to Ease

Sept. 21 (Bloomberg) — Royal Dutch Shell Plc, the world’s biggest non-state producer of liquefied natural gas, said the jump in construction costs that is delaying new supply projects is set to ease as engineering companies expand.

For the first time in at least two years, engineering contractors are starting to seek new work in LNG project design, Linda Cook, executive director, Shell Gas & Power, said today in an interview from Melbourne. Bloomberg: Oil Rises to Record for Seventh Day on Idled Gulf Production ($83.32 a barrel)

Sept. 20 (Bloomberg) — Crude oil in New York rose to a record for a seventh day after the U.S. said that production in the Gulf of Mexico was shut in because of a storm threat.

More than 360,000 barrels, or 28 percent, of daily oil output was idled, the U.S. Minerals Management Service said today in a statement. Prices were already higher on signs that U.S. interest-rate cuts and a falling dollar will bolster demand.

“The storm threat and falling dollar are pushing us higher,” said Nauman Barakat, senior vice president of global energy futures at Macquarie Futures USA Inc. in New York. “We will see even bigger inventory draws in next week’s statistics as a result of the evacuations in the Gulf.” read more

The entire board of BAE Systems and several former directors including Michael Portillo, a former UK Secretary of Defence, are being sued by a US pension fund over bribery and corruption claims at the defence group.

The City of Harper Woods Employees’ Retirement Scheme, a public pension fund in Michigan, has accused the board and former directors of intentional, negligent and reckless breaches of their duties as company officers.

The lawsuit, filed in the US District Court in Washington, DC this morning, is seeking unspecified damages and calls for BAE to implement sweeping corporate governance changes. read more

JUNEAU, Alaska: Nearly every Alaskan will soon receive a check for $1,654 (€1,183), their share of the state’s oil riches, Alaska Governor Sarah Palin announced.

The dividend checks are derived from the state’s oil royalty investment program and distributed each year to eligible residents — just for living here for a full calendar year.

Slightly more than 600,000 men, women and children in 248 communities will receive the dividend this year, according to the Revenue Department. The state’s estimated population is just over 670,000 people. read more

THERE has been mixed reaction to the announcement by Shell E&P Ireland (SEPIL) that it is to set up an investment fund to benefit the Erris region.

The money, which will go towards long-term projects, is being established on the recommendation of the independent mediator, Peter Cassells, but certain groups have dismissed it as a publicity stunt and say they will not apply. A SENIOR Iranian military official says his country has drawn up plans to attack Israel from the air in case of war between the two countries.

In an interview published by the Iranian semi-official Fars News Agency on Wednesday, General Mohammed Alavi, a deputy commander in the air force, was quoted as saying his country could attack Israel with long-range missiles as well as fighter aircraft in case of war.

Forbes: Scaroni’s Kazakh Challenge

LONDON – Italian energy company Eni is treating the outcome of a meeting of its Chief Executive Paulo Scaroni with the Kazhakh government as a closely guarded secret. But the outcome of the negotiations — whenever they emerge — will be an important sign of whether Eni can remain at the helm of a joint venture to exploit one of the largest oil fields discovered in the past four decades, capable of pumping out 1.5 billion barrels per day.

Last week, Scaroni visited the former Soviet republic after the government suspended operations at the Kashagan oil field in the Caspian Sea. A spokesperson contacted by Forbes.com on Wednesday said the company wasn’t commenting on the outcome. Last week the company said the talks were “held in a climate of cooperation.” read more

Bloomberg: Motiva to Flare Chemicals During Restart at Texas Refinery

Sept. 19 (Bloomberg) — Motiva Enterprises LLC, a joint venture of Shell and Saudi Arabia’s state oil company, will flare chemicals for several days as it restarts the fluid catalytic cracking unit at its refinery in Port Arthur, Texas.

The unit was shut last week after Hurricane Humberto caused a power failure at the refinery. The unit’s waste heat boiler requires repairs because of damage during the storm, according to a report today on the Texas Commission on Environmental Quality Web site. read more

Lloyds List: Ireland to open up frontier

IRELAND’s new energy minister, Eamon Ryan, is about to launch the country’s latest frontier exploration licensing round, covering the Porcupine basin, writes Martyn Wingrove.

Oil companies will have until December 18 to submit their tenders for hydrocarbon exploration licences and blocks in the Atlantic Ocean, south west of Ireland.

Analysts said the Department of Communication, Energy and Natural Resources will open up 229 blocks and three part blocks in this year’s round, 145 of these in the southern part of the Porcupine basin and the rest in the northern area. read more
