MarketWatch: Shell CEO calls Iran’s release of U.K. sailors politically positive

Chief Executive Jeroen van der Veer said Thursday the release by Iran of 15 captured U.K. sailors and marines was a politically positive signal, adding that the company’s future investment in gas projects would be shaped in part by the political environment.

The decision is “good news both for the families and politically,” he said. Shell and Spain’s Repsol YPF (REP) in January signed a preliminary $10- billion agreement with the Iranian government to develop two phases of the huge South Pars natural gas field.

“We’re doing our preparations,” van der Veer told reporters on the sidelines of the Petrostrategies conference in Paris. “We will take political consideration into account” a year hence when a decision to go forward with the projects is made.

Finance for the project is a secondary issue at this stage, van der Veer added.

Elsewhere, van der Veer said some 455,000 barrels a day of Shell-led oil production in Nigeria would take many months to recover.

“Yes, a lot of production is out of action. It’s undoubtedly a lose-lose situation. We’re hoping local management will achieve progress after the elections,” in Nigeria this month.

Sabotage and security fears in the oil-rich Niger Delta have shut down significant volumes of output.

The Shell Petroleum Development Co., a joint venture operated by Shell, owns 30% of the output, the Nigerian National Petroleum Co. has 55%, Total SA (TOT) has 10% and Eni SpA (E) unit Agip SpA has 5%.

Around a quarter of the country’s output has been constrained by long-standing ethnic unrest.

Two Conditions For Iraq Entry

According to other people familiar with the matter, Shell recently completed a gas master plan for Iraq, a blueprint for developing the country’s gas sector to meet urgent domestic demand first, followed by exports.

The company recently hosted a week of meetings behind closed doors at a hotel in Muscat, Oman, to exchange information on prospective oil and gas joint-venture contracts and investments to upgrade Iraq’s dilapidated oil industry.

But van der Veer stressed Shell’s entry into the conflict-ravaged country hinged on two conditions.

“Iraq needs….a clear commercial system” he said, a reference to its long-delayed draft oil law, and it “needs to know Shell people can work safely.”

Pressed on whether Shell would follow oil minnows in cutting exploration and production deals directly with regional governments rather than through Baghdad, he said; “There has to be enough trust in the years ahead.”
