Skip to next paragraph  SANTA BARBARA, California (Reuters) – Thirty-three states have informally agreed to create a registry for companies and organizations to log early actions on cutting output of gases linked to global warming — and possibly get credit for them if future limits on the gases are passed — state officials said.

The log, known as The Climate Registry, could spawn a wider national registry and perhaps help pressure the federal government to regulate heat-trapping gases, the sources said. read more

The Guardian: BP bosses to meet Putin tomorrow

Terry Macalister
Thursday March 22, 2007

The current and future heads of BP are to meet the Russian president, Vladimir Putin, tomorrow amid mounting expectation that the Kremlin will make moves to buy out the 50% stake in TNK-BP now in the hands of local Russian investors and hand it over to one of the state energy firms, such as Gazprom or Rosneft.

Lord (John) Browne, the chief executive, and Tony Hayward, his designated successor, will visit Moscow at a time of great uncertainty for foreign and private firms in the Russian energy sector. Gazprom is already negotiating to buy its way into TNK-BP’s Kovytka gas export project, having earlier taken a stake in Shell’s Sakhalin gas scheme. read more

The US State Department has held discussions in recent weeks with top officials of Shell, and companies from Malaysia and China to warn them against moving forward with energy investments in Iran, State Under Secretary Nicholas Burns told a Senate panel Wednesday.

“We’ve gone to the CEOs and major financial officers to say this [potential investment] is a bad idea,” Burns told the Senate Banking Committee, which was holding a hearing on the effectiveness of US sanctions on Iran. “We’ve been jawboning them. We have told them they will be subject to our law,” the Iran Sanctions Act, which threatens reprisals against foreign companies doing energy deals worth more than $20 million with Iran. read more

Protests at the Bellinaboy site in Co Mayo, where Shell is building its gas terminal, may intensify when the company starts the next phase of its project next month.

This entails the removing of 450,000 tonnes of peat from the site to clear the way for construction.

Heavy traffic movements accompanying the work are likely to attract more protesters to the site. Investors Chronicle: Is shell willing to risk us sanctions?

An article we missed…

2 February 2007

Shell’s planned investment in a US$10bn (£5.1bn) Iranian liquefied natural gas (LNG) project could now lead to US sanctions. But, given historical reluctance to enforce sanctions against multinationals, Shell may reckon the risk is worthwhile as it scrambles to shore-up future production, after Russia seized control of Sakhalin Energy LNG.

Losing Sakhalin cost Shell both previously-touted production targets and roughly one-tenth of booked reserves – the Iranian deal would address the former, but not the latter. Under Iran’s ‘buyback’ contract, foreign hydrocarbon investors receive costs plus a pre-agreed margin through production at market prices, retaining no ongoing interest. Analysts therefore don’t recognise reserves on buy-backs when forecasting a company’s future reserves, but they do include the in-kind payment in a company’s production base. read more

Beijing’s drivers are paying less for their petrol this month, with PetroChina having temporarily cut pump prices during March. Coincidentally, this came just as the National People’s Congress was sitting down to meet in the Chinese capital.

Political influence over PetroChina, the world’s fourth largest oil and gas company by market capitalisation, is a given – the state owns 88 per cent of it. For minority investors, that is a double-edged sword. On one hand, Beijing can unlock access to energy reserves overseas. The Wall Street Journal: Timeline: BP’s Woes

March 20, 2007 12:39 p.m.

BP is struggling to put behind it a series of problems in the U.S., including a refinery explosion in Texas that killed 15 people in March 2005 and an oil spill in Alaska discovered earlier this year. Below is a timeline of the energy giant’s woes.

2002

June: BP agrees to a $45.8 million settlement with the state of California, resolving allegations that dozens of service stations it now owns in the state didn’t make required safety upgrades.

2005

March: A deadly explosion at BP’s Texas City, Texas, refinery kills 15 workers, all of them employees of contractors doing work at the plant. March 21 (Bloomberg) — Royal Dutch Shell Plc and its partners in New Zealand’s NZ$1 billion ($710 million) Pohokura gas project have produced the first fuel from the field’s offshore production facility.

Gas and light oil is flowing from the first of six wells the venture will drill off the Taranaki coast during the coming year, Shell Exploration New Zealand Ltd. said in a statement e-mailed to Bloomberg today.

Pohokura, owned by Shell, OMV AG, and Wellington-based Todd Energy Ltd., is the country’s second-largest gas field. Output started last year from three onshore wells the venture completed in September. read more

The Lakeside Leader: Chipewyan Lake area oil sands project moving to next stage

Joe McWilliams
Lakeside Leader
Slave Lake, Alberta, Canada

What’s known in coffee shops as ‘the Shell project’ is still a long way from fruition, but things are happening. Sure Northern Energy – which Royal Dutch Shell owns – is planning a series of community open houses in affected communities early next month to talk about what they’ve been up to. And what they’ll likely be doing in the year to come.

“Hopefully we’ll talk about some sort of field test,” says company spokesman Andrew Ritchie. A field test would be a step up from what Sure Northern has been doing so far, which is a winter drilling program to “test the resource.” read more

LONDON (Reuters) – Barclays (LSE: BARC.L – news) and Dutch rival ABN AMRO (Amsterdam: AABA.AS – news) said a merger of their companies would be listed in London, have headquarters in Amsterdam, and would split the top two jobs.

Barclays Chief Executive John Varley is set to take the same job in a combined bank, and ABN’s Rijkman Groenink would probably be chairman under the proposals.

Barclays and ABN on Tuesday outlined a framework of objectives they aim to reach agreement on, including using the Dutch Central Bank as lead regulator and having a UK board and governance and management structures. read more

International Herald Tribune: U.S. tightens financial squeeze on Iran

But sanctions aimed at energy projects could anger Europe

By Steven R. Weisman Published: March 20, 2007

WASHINGTON: For all of the U.S. efforts to apply economic and political pressure on Iran over its nuclear program, Washington has never used a potentially potent tool in its arsenal — penalties on foreign companies that assist Iran in producing oil and natural gas.

That may be about to change. The United States has quietly been warning energy companies, including Royal Dutch Shell, Repsol and SKS, as well as the governments of China, India, Pakistan and Malaysia, that sanctions are possible if they pursue energy deals with Iran. read more

Most of the measures to fix the problems will be realized by the end of next year, the ministry said in an e-mailed statement today.

Natural Resources Minister Yuriy Trutnev is satisfied that project operator Sakhalin Energy presented such a “concrete and complete” plan so quickly, according to the statement. The ministry will give its appraisal of the plan “within a month.” read more

Bloomberg: Senate May Extend Botched Drilling Leases in Return for Fees

By Jim Efstathiou Jr.

March 20 (Bloomberg) — Energy companies with Gulf of Mexico drilling leases that omit royalties should get incentives in exchange for starting to make payments, U.S. Senator Dianne Feinstein said.

The leases, issued in 1998 and 1998 by the U.S. Minerals Management Service, lack terms included other years that require royalty payments when oil and natural gas prices rise. The omission, which the inspector general for the U.S. Interior Department found to be a mistake, might cost up to $10 billion, according to the Government Accountability Office. read more

CHEVRON is planning to develop more than 30 new oil and gas projects over the next five years to increase production and add new proven reserves.

The California-based group could be investing at least $30bn and some estimates suggest that up to $50bn is likely to be ploughed into projects, mostly in the Gulf of Mexico, West Africa, Australasia and the Caspian regions.

There are deepwater oil and onshore liquefied natural gas plants within its medium-term development portfolio and more could be added through an extensive exploration and appraisal campaign continuing this year. read more

Financial Times: Safety record is put in spotlight: ’37 died while working for Royal Dutch Shell’

By Ed Crooks

Any doubts about how safety-conscious the oil and gas industry is are quickly dispelled by a visit to any BG Group office. There, a five-point stair safety code urges people to hold the handrail, avoid using a mobile phone or BlackBerry, take one step at a time, walk not run, and not to let objects obscure their vision.

Such codes may seem trivial but they are part of a culture that has developed in an industry where accidents are frequent and sometimes catastrophic. read more
