Shell plan is out: Company hopes for Chukchi drilling this year; BOEM says plan complete

The Bureau of Ocean Energy Management has deemed Shell’s Chukchi Sea exploration plan complete, has published the plan on the BOEM website and is inviting public comments on the document. Shell wants to resume its Chukchi Sea exploration drilling program during this summer’s Arctic open water season and has begun mobilizing its drilling fleet. However, the company will need a government approved plan before it can start drilling – a public comment period is part of the regulatory procedure that can lead to plan approval. read more

Shell seeks urgency on Alaskan litigation

In an April 2 filing submitted to the federal District Court in Alaska Shell said that it opposes any delay in resolving an appeal against the 2008 Chukchi Sea lease sale in which the company purchased leases.“Because the Arctic drilling season is so short, every day of it counts,” Shell told the court. Shell said that it had already lost the 2014 Chukchi Sea drilling season as a result of the appeal and that the company had begun planning for the 2015 season “in the event the agency (BSEE) re-affirms the sale.” read more

When the U.S. Department of the Interior reviewed Shell’s 2012 drilling operations, following a series of problems culminating in the grounding of the Kulluk, the company’s floating drilling platform, the agency particularly criticized Shell’s oversight of its contractors, saying that the company’s management systems were insufficiently robust to manage and minimize risk in contracted operations.

In a newly filed integrated operations plan, required by Interior in conjunction with Shell’s planned continuation of drilling in the Chukchi Sea, the company has spelled out a series of contractor-management procedures. read more

Week of October 21, 2012

It was standing room only on Oct. 11 as members of the public crammed into a meeting room in the University of Alaska Anchorage, to hear testimony on lessons learned from Shell’s drilling venture in the Chukchi and Beaufort seas this year. The occasion was a field meeting of the U.S. Senate Committee on Commerce, Science and Transportation. And Sen. Mark Begich, the lone committee member at the hearing, sat at a table facing representatives from Shell, government agencies and North Slope communities, each of whom presented their perspective on the summer’s events in the Arctic offshore. read more

Shell starts drilling in Beaufort

Week of October 07, 2012

Shell has announced that its floating drilling platform, the Kulluk, has started drilling in the company’s Sivulliq prospect in the Beaufort Sea. The rig had been on standby, waiting for the completion of the Kaktovik whale hunt, before starting drilling. Shell has permission from the Bureau of Safety and Environmental Enforcement to drill well top holes in the Beaufort and Chukchi seas.

“The Kulluk conical drilling rig began drilling at Shell’s Sivulliq prospect at approximately 2:45 PM AKDT,” said Shell spokesman Curtis Smith on Oct. 3 in a press release announcing the start of drilling. “The occasion is historic in that it’s the first time two rigs have been drilling simultaneously offshore Alaska in over two decades. The Noble Discoverer has been drilling at Shell’s Burger prospect in the Chukchi Sea since September.” read more

By Alan Bailey: Published Week of July 22, 2012

Shell’s two drilling vessels, the Noble Discoverer and the Kulluk, are still moored at Dutch Harbor in the Aleutian Islands, waiting for ice to clear in the northern Chukchi Sea before embarking on the company’s much anticipated Arctic drilling venture. However, the company also needs U.S. Coast Guard certification of its containment barge Arctic Challenger, still docked in Seattle, and the transfer north of that vessel, before drilling can begin. read more

Shell rigs and support vessels Alaska-bound; wins 2 legal issues

Week of July 01, 2012

A caravan of ships departed the Seattle-area on June 27 en route to Alaska, where they appear increasingly likely to conduct an offshore exploration campaign for Shell.

The Kulluk and Noble Discoverer drilling rigs and a fleet of support vessels left Seattle, Wash., around 6:30 a.m. Alaska time, bound for Dutch Harbor. Upon their arrival, the ships will wait for open water before continuing to the Chukchi and Beaufort Seas.

“The journey north marks the beginning of another historic offshore exploration program in Alaska,” the company said in a statement. “We look forward to adding to our long, successful history in the Beaufort and Chukchi Seas; providing jobs and verifying what could prove to be an extremely valuable natural resource base for Alaska and the nation.” read more
