Shell flotilla begins assembling in Dutch Harbor

“Once again, Shell is up to their old tricks, deliberately ignoring federal regulations. We urge President Obama to cancel Shell’s lease and prevent them from drilling in the Chukchi Sea,”

Dutch Harbor will be busy in the next couple of weeks as Shell’s Arctic drill fleet converges on the Aleutians port, prior to heading north for the Chukchi Sea.

Shell’s spill containment barge Arctic Challenger is already in Dutch Harbor, having arrived June 14, and the semi-submersible mobile drill rig Polar Pioneer is now en route from Seattle, Shell spokeswoman Meg Baldino said June 23.

A second drilling vessel, Noble Discoverer, is meanwhile still in port at Everett, Wash., making preparations to sail to Dutch Harbor. read more

Shell’s 2008 purchase of a licence to drill in Alaskan waters has been approved. Now it waits to be granted permission to do so

With the decision yesterday by the US federal government not to throw out the 2008 sale of drilling licences off Alaska’s northern coast, it is looking increasingly likely that Shell, an oil firm, will be able to resume its Alaska drilling campaign this year.

The decision, though widely bemoaned on social media by opponents, should have come as little surprise. After first being foreseen by The Guardian, a left-leaning British media outlet, last week, the National Petroleum Council, a federal advisory board led by industry executives, indicated what the outcome would be when it, perhaps not unsurprisingly, recommended on Friday that Arctic exploration not be delayed. read more

On March 22, The Guardian, a British media outlet popular among the left-of-centre, announced that Shell’s approval to resume its Alaska drilling programme this summer appeared imminent.

Nothing is certain, but the assumption is that Sally Jewell, the US interior secretary, will indeed affirm a recommendation by the Bureau of Ocean Energy Management, a regulator, that the 2008 sale of drilling licences to Shell and several other firms be permitted to stand.

The BOEM, which falls under Ms Jewell’s jurisdiction, had been ordered by a court last year to review the $2.6 billion sale of eight licence areas after conservation groups challenged the federal environmental impact assessment that cleared the way for the deal. read more

Screen Shot 2013-08-29 at 17.22.26Almost every legal option in dealing with the appeals court decision will take time, however, and Shell may be running out of time, for this year at least. The company must begin making commitments soon to contractors and suppliers if it is to get its drill fleet ready to move north in July.

Shell Arctic plans at risk after 9th Circuit Court tosses EIS

A Jan. 22 U.S. 9th Circuit Court of Appeals ruling could invalidate a key section of the Environmental Impact Statement on the 2008 Chukchi Sea Outer Continental Lease Sale, throwing a wrench into planning by Shell to return to the Arctic this summer.

The U.S. Interior Department, the defendant in the case, could ask the Ninth Circuit for a hearing before the full court, as the Jan. 22 decision was not unanimous among a three-judge panel. read more

Report on Kulluk grounding won’t be public until 2014

The U.S. Coast Guard’s marine casualty investigation into the grounding of Shells’ drillship Kulluk in late 2012 will be concluded Aug. 19 but will not likely be made public until after the first of the year, a Coast Guard spokesman in Alaska said Aug. 14.

Coast Guard spokesperson Kip Wadlow said the investigating officer, Cmdr. Joshua McTaggert, will to deliver his report on the accident to the Coast Guard’s Alaska Commander Rear Adm. Thomas Ostebo on Aug, 19. read more
