Shell pays $191K fine for 2015 refinery incident

MOUNT VERNON, Wash. (AP) — Shell Oil Products U.S. has paid a $191,000 fine for the release of pollutants from its Shell Puget Sound Refinery north of Seattle in Skagit County.

The fine comes via a legal settlement with the U.S. Environmental Protection Agency to resolve federal Clean Air Act violations, The Skagit Valley Herald reported.

During refinery maintenance on Feb. 20, 2015, several operating procedures were violated, resulting in the release of about 700 pounds of pollutants. Hydrogen sulfide, dimethyl sulfide, mercaptans, pyrophoric iron and benzene were released over a period of more than three hours. read more

SEATTLE – The company that operates the Anacortes oil refinery will pay a $191,000 fine for violations of the Clean Air Act stemming from a 2015 release of toxic vapors that sickened dozens of local residents of the area.

The fine, part of a settlement with the Environmental Protection Agency, is in addition to previous fines of over $420,000 levied by the Northwest Clean Air Agency and the Washington Safety and Health Agency against Shell Oil Products U.S. over the incident. read more

AMSTERDAM, Jan 29 (Reuters) – A Dutch appeals court on Friday said that the Nigerian subsidiary of Royal Dutch Shell was responsible for oil pipeline leaks in the Niger Delta and ordered it to pay unspecified damages farmers.

The decision went a step further than a 2013 ruling by a lower court, saying that Shell’s Nigerian subsidiary was responsible for multiple cases of oil pollution.

Backed by 17,000 Dutch citizens, climate activists are wrestling fossil fuel giant Royal Dutch Shell in court over its responsibility to cut emissions to levels that comply with global treaties.

On the last of four days of hearings in the District Court of the Hague, seven environmental groups led by Friends of the Earth Netherlands pressed the court to force the oil major to commit to the Paris Agreement target of keeping warming to 1.5C. This would mean cutting net carbon emissions by 45% from today’s levels in a decade, the campaigners say, at a time where Shell is still investing heavily in fossil fuels. read more

The Empire State’s pension fund is the largest to dump fossil fuel investments ― ever, in the entire world.

New York state announced plans on Wednesday to eject oil and gas stocks from its $226 billion financial portfolio, becoming the first U.S. state and the biggest pension fund anywhere to divest from fossil fuels.

By 2025, the New York State Common Retirement Fund, which disburses some $1 billion in benefits to retirees each year, will sell off its “riskiest” oil and gas stocks, following a review. The state aims to completely eliminate carbon polluters from its portfolio by 2040. read more

Employees of Shell’s Nigeria subsidiary SPDC ordered the deliberate vandalization of oil pipelines to profit from them, according to a Dutch TV documentary, done in partnership with environmentalist organization Milieudefensie.

Aljazeera reports that the program, to be aired today, cites witnesses who said pipeline leaks were caused by SPDC employees.

A CVECO Code 10 was issued by Shell at around 9 p.m. following the spill of an unknown product into Talfourd Creek.

Due to the creek’s connection to the St. Clair River, there is a potential that the chemical could reach the main waterway, Shell said.

Shell faces UK supreme court case over Niger delta pollution

The fossil fuel company Shell must be held accountable for significant and systematic pollution caused by oil extraction in the Niger delta, lawyers will argue in the supreme court.

Nigerians from the Ogale and Bille communities say they have suffered decades of pollution, including the contamination of their water wells with potentially cancer-causing chemicals, as well as the devastation of mangrove vegetation, all of which was documented by the UN in a groundbreaking report in 2011.

The United Nations environment programme (UNEP) said in its report it could take 30 years to clean up the pollution caused by oil extraction and recommended an initial fund of $1bn (£800m) for the first five years to be paid by the oil companies that operate in Ogoniland – including the largest company, Shell. read more

BEAVER COUNTY, Pa. — Shell Pennsylvania Chemicals is planning to reintroduce more workers to its Beaver County construction site, which had been temporarily shut down in March over Covid-19 safety concerns.

Several weeks ago, Shell began to add more workers from the 300 or so that had remained there for security and other approved purposes even after the construction had been temporarily halted. It now has 800 workers there as it adds employees, but it’s a small portion of the 7,000 or so it had two months ago. read more

The amount is to be deducted from the account of First Bank of Nigeria Plc. in the custody of the CBN.

Shell releases new details on Ascension chemical leak, some roads back open

GEISMAR – An incident involving hazardous materials has prompted law enforcement to close off multiple intersections near a chemical plant in Ascension Parish.

The sheriff’s office says a situation at the Shell plant along LA 75 prompted them to shut down several roadways nearby. The department says the closures are precautionary, and there appears to be no off-site impact at this time.

A Shell spokesperson response stemmed from a hydrocarbon leak that was first noticed around 8 a.m. The plant’s deluge system was activated to reduce the vapors and a response team was immediately dispatched. read more

‘Elevated flaring’ at Shell Norco plant — visible for miles — should end by midweek, company says

The unusually large streak of fire visible recently in the sky over St. Charles Parish should be gone within the next few days, according to a spokesman for Shell Oil Co.

For more than a week, the company’s Shell Norco complex has been in a state of “elevated flaring,” creating what at times has been a flare over its facility large enough that it can be seen for miles.

Shell has said the flaring — which can also be accompanied by loud rumbling noises — was necessary after the complex experienced a series of power dips as a line of storms moved through the area on Jan. 11. read more

Energy company Shell has won a court order to prevent activists from boarding installations in the North Sea.

The company secured an interim interdict against Greenpeace at the Court of Session in Edinburgh on Wednesday.

Shell began the action after environmentalists spent the night on its Brent Alpha and Bravo platforms in October to campaign against leaving parts of them in the sea. The Brent Field is situated 116 miles off the coast of Lerwick, Shetland, midway between the Shetland Isles and the coast of Norway. A Shell spokesman said: “Shell sought this court order only to prevent protesters breaching the statutory 500-metre safety zones around platforms in the Brent field, putting themselves and Shell staff at risk.

“We wholeheartedly support the right to protest peacefully and safely.

“We’re pleased this decision recognises that the existing legal safety zone should be respected by campaigners.”

Shell said of the four Brent platforms, only one – Brent Charlie – is now manned, from which Shell staff could be required to give urgent assistance to any protesters in the event of an emergency but this would also put their teams at risk. read more

(Reuters) – A crude oil spill onto a barge docked at Royal Dutch Shell’s oil refinery at Puget Sound, Washington, late on Friday was contained on Saturday, the company said in a statement.

Twenty gallons of oil leaked onto the barge, out of which 5 gallons reached the waters of Fidalgo Bay, Shell said in another statement on Sunday. Clean-up operations were completed and all recoverable product was removed from the water, the company said.

The source of the crude spill was identified as a pressure relief valve on the barge and the source was secured, the company said earlier. read more

Reuters: Shell Says Gas Leak on Unit at Pernis Oil Refinery Under Control

LONDON — Royal Dutch Shell said there was a gas leak on Friday on a unit at its 404,000 barrel per day Pernis oil refinery in the Netherlands.

The leak has been stopped and the situation at the refinery is under control, a spokesman said.

Shell did not specify the unit involved.

The company separately reported on Nov 6 that while taking one of the units at Pernis offline for scheduled maintenance flaring occurred.

Shell did not specify which unit that was.

Greta Thunberg’s speech at the UN’s Climate Action Summit last month stirred a lot of the world’s views about the environment and this is creeping more and more into our everyday lives.

I saw one headline last week stating that “climate change is the most serious issue for the majority of voters” but notably it added that these same voters are reluctant to meet the cost of tackling the crisis.

As a financial adviser, I must say my experience is that investing and ethics typically don’t go hand in hand. I must, however, add there has noticeably been more of a focus on socially responsible investments (SRI) from my clients in recent times. read more

LONDON (Reuters) – Greenpeace activists boarded two Royal Dutch Shell oil platforms in the British North Sea on Monday in protest against plans to leave parts of the giant structures in place after production shuts down.

Pictures provided by Greenpeace show two people in yellow hats scaling one of two giant, rusty structures and unfurling a banner reading “Clean up your mess, Shell!”

Shell confirmed that protesters boarded the Brent Alpha platform and the Brent Bravo concrete legs. read more

Dutch court orders Shell to pay $2.8 million fine for 2014 plant blast

AMSTERDAM (Reuters) – A Dutch court on Monday ordered Royal Dutch Shell to pay a 2.5 million euro ($2.8 million) fine for failing to prevent an explosion at its Moerdijk facility in 2014 and for breaching emissions limits at the plant.

The district court in Den Bosch said Shell had not done enough to prevent an incident on June 3, 2014 which resulted in a series of explosions and a large fire at the Moerdijk chemical plant.

“The factory, employees, the surroundings and the environment were subject to great danger that day”, the court said. “This justifies a significant punishment.” read more

Shell in court over Moerdijk blast, faces maximum fine of €2.4m

The public prosecution department says Shell should pay the maximum fine of €2.4m for the explosion on the Moerdijk industrial estate in 2014 and a further €250,000 for not taking immediate action to halt the leak of a dangerous gas in 2016.

Shell should pay the maximum fine for the explosion because it had not done all it could to prevent the blast taking place, placing both workers and local residents in danger, the prosecutor said at a court hearing in Den Bosch on Tuesday. read more

Shell sees rise in Nigeria oil spills in 2018

LONDON, April 2 (Reuters) – Royal Dutch Shell last year experienced a sharp rise in the number of oil spills caused by pipeline theft in Nigeria, which the company said were the result of larger output and higher oil prices.

The number of spills caused by sabotage and theft in the Niger delta rose last year to 111 from 62 in 2017, the Anglo-Dutch company said in its annual sustainability report.

The volume of oil spilt as a result rose to 1,600 tonnes, or roughly 12,000 barrels, from 1,400 tonnes the previous year. read more

Few people would associate Royal Dutch Shell – oil and gas mega-company and the sixth largest enterprise in the world – with taking a lead in tackling climate change.

However, Shell is making a serious attempt to show it is walking the green walk with commitment and enthusiasm. This week it revealed its utility arm First Utility, acquired a year ago, has rebranded as Shell Energy and switched all of its 700,000 UK residential customers to power generated by renewables. read more

The Shell Oil Company has agreed to pay $165,000 as part of an agreement with the Bay Area Air Quality Management District regarding air quality violations at their refinery in Martinez in 2015 and 2016, according to air district officials.

The settlement, which the district announced today, addresses 16 violations over two years including sulphur dioxide and hydrogen sulfide emissions, a shelter-in-place order, a cargo vessel tank that was overdue for emissions inspections and broken seals on a liquid storage tank. read more

Officials are working to resolve an unplanned flaring activity at the Shell in Deer Park.

The company tweeted Wednesday that a process unit upset caused noticeable flames and smoke to appear from the facility.

Shell says they are working to control the smoke and flaring, and that there’s no danger to the surrounding community or industry neighbors.

Shell confirms small oil leak in seaborne transfer in Brazil waters

RIO DE JANEIRO (Reuters) – A small amount of crude oil belonging to Royal Dutch Shell Plc leaked during a ship-to-ship oil transfer in Brazilian waters last month, the company confirmed to Reuters on Monday.

About 200 milliliters of crude were released on Nov. 30 during the maneuver, which was halted after the drip was detected, Shell said, adding that authorities were notified and the incident left no trace of oil in the sea.

However, a letter obtained by Reuters and sent to Brazilian environmental regulator Ibama by chartering firm Triaina Agencia Maritima said “drops of oil spilled into the ocean” and that the small quantity could not be measured. read more

Shell sued by Arcadia, Calif. over TCP contamination

Dow Chemical Co and Shell Oil Co have been hit with a lawsuit by the city of Arcadia, California accusing the companies of contaminating the city’s drinking water with a toxic chemical found in pesticides the companies once made.

Filed on Thursday in Los Angeles federal court, the lawsuit said the companies knew or should have known that the chemical, known as 1,2,3-trichloropropane, or TCP is toxic and renders drinking water unsafe.

The companies still manufactured and marketed pesticides containing the chemical for years, the lawsuit said. read more

Leakage from an oilfield operated by Shell Petroleum Development Company (SPDC) at Aghoro community in Bayelsa has discharged some 1,114 barrels of crude oil into the environment.

The leakage has adversely affected the fishing vocation of residents who had withdrawn from fishing to pave way for clean up.

The resulting oil spill impacted and polluted an estimated area of 113.03 hectares, according to a joint Investigation Visit (JIV) report of the incident obtained by newsmen in Yenagoa on Monday. read more
