Corrib Corruption Scandal on the Agenda at Royal Dutch Shell AGM

I can state on good authority that Shell lawyers have already prepared a script for Ben van Beurden to use for evasion purposes when confronted by OSSL directors. It mentions waiting for the outcome of the investigation by the Irish Police Ombudsman. Van Beurden can either continue with the cover-up tactics, or pick up the phone and ask Michael Crothers or Brian Foley to tell him the truth. Although unpalatable, it will emerge sooner or later.

LondonLad, no doubt by accident, you have misconstrued what OSSL stated. They never said that the allegation was first made 5 years ago. Please read it again. It is not an important point, but if something inaccurate is stated in print, then it is best to correct any such mistake immediately.

The first I heard about any of the relevant allegations was on 10 Sept 2012 when a long detailed email from OSSL to Brian Foley, the Contracts Manager for the highly controversail Corrib Gas Project, was forwarded to me without explanation. read more

Tim Galvin said people would be very nervous about going to GSOC and then whatever issues they might have would not come out into the open. Speaking on RTÉ’s Morning Ireland, Mr Galvin also said he believed more garda whistleblowers would come forward. He said: “If we have skeletons in the cupboard, let’s bring them out. THE SHELL TO Sea campaign has made fresh calls this morning for whistleblowers in to come forward to “expose malpractice and corruption” in the Shell gas project in Corrib, Co Mayo.

Shell to Sea’s Terence Conway said the group is asking whistleblowers from within the ranks of An Garda Síochána, Shell, Shell contractors and any State agency involved in facilitation the project to come forward.

One former Shell subcontractor alleged last year that it was tasked with providing local residents with items like tennis courts and television sets on behalf of Shell to keep them on side. The company also claimed it had delivered €35,000 worth of alcohol to Belmullet Garda Station in December 2007. The Garda Ombudsman is now investigating these allegations. read more

The creators of the mould-breaking TV comedy Seinfeld adopted two rules: no hugging, no learning. We need to apply those rules to our current episode of the dark farce of Irish “reform”. Of course, the details should be properly investigated but on the larger scale, there is nothing new to be learned here. The new inquiries will find what the old ones found: a culture in the Garda, Department of Justice and in the State as a whole of burying unwanted truths.

Most visitors to this website are probably fed-up with our coverage of events in Ireland stemming from allegations made against Shell and the Garda by a whistleblower company – OSSL – that worked as a Mr Fixit for Shell.

Irish Minister for Justice Alan Shatter resigns

The Irish Times has tonight reported the sudden resignation of Alan Shatter, the Irish Minister of Justice with whom I have corresponded in relation to OSSL allegations concerning Shell sponsored corruption involving hundreds of  Garda officers, including senior officers such as Supt Joe Gannon.

The findings of an investigation – the third by the Irish police authorities, is imminent. 

The Garda Commissioner has already resigned in connection with other allegations against Irish cops.  read more

Justice Minister Alan Shatter was confronted days ago in the Irish Parliament over the Shell Corrib Alcohol Bribery Scandal. Clare Daly TD pointed out to him during a heated debate, that the Garda has already carried out two internal investigations into the allegations that OSSL distributed alcohol to Garda Cops on the orders of Shell. Clare Daly also said that the only reason that the Garda Ombudsman is currently investigating the matter is because of an external intervention by an English journalist. This was in relation to the allegations made by former Shell “Mr Fixit” company, OSSL, that Shell had corrupted the Irish Police Force by giving away free alcohol as bribes.

On page 187 of his *just published book dealing with difficult corporate ethical dilemmas, Sir Mark Moody-Stuart, retired Group Chairman of the Royal Dutch Shell Group, comments on the issue of Shell giving seasonal gifts to policemen.

He poses the question of whether Shell giving a seasonal gift of chocolates and fruit to policemen on duty near Shell offices constitutes a bribe.

One intriguing  suggestion is that it was done by the Irish Police Force. There is also a suggestion of a French connection. Voser wisely abandons an unstable ship

I have bad news for Shell. A whistleblower who has major safety concerns with the Prelude flagship vessel destined for Australia, has supplied me with potentially explosive information. I am in possession of a considerable amount of internal information and photographic material. The person in question has been intimately involved in the project at a high level and is deeply concerned that warnings issued to Shell (and other parties) have been ignored and financial considerations are taking priority over safety issues. The whistleblower is very concerned about mismanagement and the alleged use of totally unqualified personnel.

GÁRDA watchdog investigators have interviewed the former Shell contractor who claims his company, OSSL, supplied three loads of booze to Belmullet GárdaStation in 2005, 2006 and 2007, The Mayo News understands. The interview with co-owners Des Kane and Neil Rooney, which was held earlier this month, is part of the ongoing investigation into the allegations that have been rejected by Shell E&P Ireland.

Coincidentally, Minister for Justice, Alan Shatter revealed in the Dáil that the cost of policing the Corrib Gas project had now reached €16 million. read more

GARDA OMBUDSMAN INVESTIGATION OF POLICE CORRUPTION ALLEGATIONS AGAINST SHELL IS STILL IN PROGRESS

Terence Conway stated “It was good to finally meet a Garda who is trying to deal with the corruption within An Garda Siochana.  Unfortunately senior Garda management are content with corruption within the force”. 111 complaints made against gardai in 2007/8 about Shell Corrib gas

Mr Wallace said: “It is within the remit of the Minister to check that tendency and to hold the Garda to account. Sadly, his track record to date has been weak and bordering on cowardly.” He said 111 complaints were made against gardaí in 2007 and 2008 in relation to Corrib gas but no charges were brought.

Wallace accuses Minister of being ‘weak bordering on cowardly’

Marie O’Halloran: Wed, Dec 11, 2013 Minister for Justice Alan Shatter has rejected claims by Independent TD Mick Wallace that he has been “weak and bordering on cowardly” in holding gardaí to account in their policies and procedures. Mr Shatter insisted he expected “members of An Garda Síochána to behave appropriately and to do their duty without fear or favour”.

He said: “Where there are issues that need to be dealt with they will be addressed, but unlike the deputy, I do not labour under the illusion that the gardaí as a group do no public good.”

Mr Shatter said gardaí as a group were under continuous attack in the Dáil, with no recognition given for the important work they did in combating subversion, dealing with criminal gangs, providing community protection and engaging in crime investigation.

Over €16 million spent on policing protests against Corrib gas pipeline

Screen Shot 2013-09-04 at 13.49.26Justice Minister Alan Shatter informed the Dáil yesterday that the total cost of policing at the site of the Corrib gas pipeline has now reached “in excess of €16 million” not including the cost of basic salaries of garda members deployed to the area. Shatter also said that the recent allegations that gardaí were supplied with a large quantity of alcohol by a company working for Shell are being investigated by the Garda Ombudsman and it would not be appropriate for him to comment further.

The figure, not including the salaries of gardaí at the protests in North Mayo, was disclosed by Alan Shatter in the Dáil yesterday.

OVER €1.5 MILLION has been spent policing protests at the controversial Shell refinery project in north Mayo since February 2012, it has emerged.

Justice Minister Alan Shatter informed the Dáil yesterday that the total cost of policing at the site of the Corrib gas pipeline has now reached “in excess of €16 million” not including the cost of basic salaries of garda members deployed to the area.

Campaigners from the Shell to Sea organisation have been protesting against the construction of the Corrib gas pipeline for the past seven years. read more

The Irish public await news of the Garda Ombudsman investigation into allegations made by OSSL, Shell’s “Mr Fix-it” company on the Corrib Gas Project.

OSSL claims that it purchased and distributed on behalf of Shell E&P Ireland a river of  free booze as festive gifts to Irish cops who were policing protests against the controversial pipeline.

Decisive moment approaching in OSSL Shell saga

Either OSSL directors, whose repeated allegations has resulted in substantial Garda resources being devoted to the investigations, and have provided related witness statements, will surely be prosecuted for wasting police time and for perjury, or there will be serious repercussions for Shell and the relevant Garda officers?

Shell’s former Mr Fixit company in Ireland OSSL, has made a number of serious allegations against Shell E&P Ireland.

The allegation that for understandable reasons, most caught the attention of the news media on an international basis and stunned Irish citizens, is that acting on Shell’s instructions, OSSL purchased and supplied to the Garda enough free booze to quench the thirst of several hundred cops.

Amazingly, senior Garda officers previously named on this website are said to have helped unload the free booze at a Garda police station. None have issued related defamation proceedings against this website or OSSL. None when given the opportunity to comment have denied that OSSL allegations are true. read more

Garda Ombudsman to investigate Shell alcohol allegations

Screen Shot 2013-09-04 at 13.49.26The commission confirmed to The Irish Times it had “received material” from the Garda Síochána relating to the allegations, which was forwarded to it under section 85 of the Garda Síochána Act. “Following consideration of that material, GSOC is now investigating the matter,” it said yesterday. It is understood that the material was forwarded to the ombudsman by Garda Supt Thomas Murphy of Swinford station, who was tasked with a second Garda examination of the allegations by contractor OSSL.

The Garda Síochána Ombudsman Commission (GSOC), the Irish independent statutory body responsible for receiving and dealing with complaints about the Irish police force, the Garda Síochána, has decided to launch a full investigation of OSSL allegations against Shell. This was after receiving the findings of an investigation by Superintendent Thomas Murphy, including evidence and witness statements obtain by him. 

The Garda had previously launched an internal investigation that concluded there was no evidence to support the OSSL allegations. read more

OSSL says that Garda Superintendent Thomas Murphy confirmed to them earlier today that he has completed his investigation of their allegations and that his findings are being referred to the Garda Síochána Ombudsman Commission.

There is some related speculation, based on claimed information from a Corrib gas project insider source, that Supt Murphy has found evidence that OSSL allegations are factually based and will be passing this on to the GSOC. read more

EIGHT SHELL TO Sea campaigners are due to appear in Belmullet District Court today, charged in relation to a number of offences during protests against the Corrib Gas Project.

Both Shell to Sea spokespeople Maura Harrington and Terence Conway are among those due to appear in court, as well as Pobail Chill Chomain spokesperson John Monaghan.

Gerry Bourke, the farmer who has provided the field for the Rossport Solidarity Camp for the last two years, is also one of the eight.

The protesters are due in court over a range of public order offences with a number of them also charged with criminal damage. read more

I have published within this article the latest OSSL emails and attachments sent to Shell regarding the Shell Garda alcohol scandal.

OSSL claims that they have actually sent 678 emails to Shell alone requesting payment for the alcohol in question, which was supplied on Shell’s instructions.

They say that copies of the emails are available on request “just ask” – and that the figure does not include emails sent to the Garda on the same subject.

The failure of Royal Dutch Shell senior management to deal with this huge continuing embarrassment is breathtaking. Shell appears to be being run by fools who do not have a clue about crisis management. read more

A posting on our Shell Blog this morning by “supershell” makes a fair point…

The practice of accusing Shell of something outrageous and then claiming that lack of rebuttal equates to proof of that claim is getting quite tiresome. Does anyone agree? (ref. OSSL emails to Shell and Irish Police18 Sept 2013)

It is relevant to note that the first OSSL email of today to Supt Thomas Murphy (copied to various Shell executives and lawyers) that I have printed below, claims that 434 out of 435 emails OSSL sent on the alcohol subject to the Garda, Shell, or associates parties, went unanswered. read more

More OSSL emails have been sent today to Shell and the Garda.

One includes an email exchange between OSSL and Supt Patrick Diskin in January 2012 under the subject heading:

“Supply of alcohol to Garda on Corrib project.”

I note that Supt Diskin did not take issue with what was stated in the subject heading.

If anyone sent me an email with false information in the subject heading, I would definitely point that out in my reply.

Supt Diskin did not do so because he knew that it was a valid subject, not a figment of someones imagination. read more

No doubt he will do a thorough investigation of the- booze- from-Shell- for-the-Gardai issues in spite of his representing the same county police as most of those specifically mentioned by OSSL as being in receipt of large deliveries of spirits courtesy of Shell. We are all of us aware of the difficult job he has to do: spirits are delivered to be consumed and there goes the evidence…

Hi, John,

I am glad to notice that Superintendent Murphy is in civilised touch with you. We are all of us aware of the difficult job he has to do: spirits are delivered to be consumed and there goes the evidence: as a good policeman, Superintendent Murphy will know that lack of a body does not necessarily mean the lack of a crime and he will act accordingly. He will no doubt try to establish the credibility of OSSL by investigating carefully the other allegations by OSSL of gifts delivered by OSSL on behalf of Shell to named local people and if these allegations are well founded (physical evidence existing) he, the Superintendent, must then find the allegations of OSSL regarding alcohol for Gardai to be an established case requiring a more substantial answer  than a bleated ”we never got any, we never got any”. He will then no doubt investigate some other allegations of attempted bribery of prominent local people by other Shell functionaries apart from OSSL, even in the media, to establish if there is indeed a pattern of behaviour, of bribery, towards which Shell minor operatives tend. At this point he will, no doubt, examine the history of Shell and other companies in the extractive industries, to establish for himself whether such bribery or attempted bribery is and/or has been a distinguishing factor of the activities of such companies vis a vis the members of the police forces serving the communities in which they are established. read more

Email from Shell CEO to Irish Police about OSSL ‘demands’

We now seem to be getting down to the nitty-gritty in the long running saga in which a small “Mr Fixit” company, OSSL, admits it acted as a conduit for sweeteners (bribes) funded by Shell to smooth the rocky path of the highly controversial Corrib gas pipeline project in Ireland.

Following the personal intervention by RDS Plc Chief Executive Peter Voser, after I arranged for OSSL bosses to corner him at the Shell AGM in May, his chosen envoy, Iain Middleton and the CEO of Shell E&P Ireland, Michael Crothers, met in Dublin the following month with OSSL founders Desmond Kane and Neil Rooney. Peter Voser publicly stated that the objective of the discussions was to resolve the dispute. read more
