Nigeria State Oil Company Hasn’t Explained Missing Billions

An agency tasked with cleaning up Nigeria’s murky oil industry says even though financial accountability has improved the state oil company still hasn’t explained billions of dollars of missing revenue.

While energy producers have cooperated and complied with requirements to publish payments, the Nigeria Extractive Industries Transparency Initiative has struggled with the state-owned Nigerian National Petroleum Corp., Waziri Adio, executive secretary of the agency known as Neiti, said in a March 7 interview in Abuja, the capital. The state oil company hasn’t explained what it did with at least $22.7 billion earned from the sale of oil licenses and in dividends from its stake in Nigeria LNG Ltd. over a 15-year period, he said. read more

Kazakhstan offers stake in state oil firm to Shell: sources

FILE PHOTO: Workers carry out maintenance at an oil well on oilfields operated by a subsidiary of the KazMunayGas Exploration Production JSC in Kyzylorda region, southern Kazakhstan, January 21, 2016. REUTERS/Shamil Zhumatov /File Photo   Mariya Gordeyeva, Raushan Nurshayeva: 13 MARCH 2018  STANA (Reuters) – Kazakhstan’s sovereign wealth fund has offered Royal Dutch Shell (RDSa.L) the chance to buy a significant minority stake in national oil company KazMunayGaz KMGZ.KZ (KMG) to make its planned flotation more attractive to foreign investors, two sources familiar with the talks told Reuters.

State-owned KMG is the central Asian nation’s third largest oil producer and has stakes in all major Kazakh projects including the giant Kashagan oil field. It is Shell’s partner in several joint ventures.

Samruk-Kazyna, the Kazakh sovereign fund, plans to float KMG next year as part of the government’s privatization program.

The fund owns a 90 percent stake in the company and Kazakhstan’s central bank holds the remaining 10 percent.

The central bank took a stake after effectively printing $4 billion to help KMG pay off its debt after the oil price crash.

A source close to KMG said Shell has been offered the chance to buy a stake of up to 20 percent, which could include the central bank’s stake. read more

Coal is out and oil is fading, making natural gas the fossil fuel of choice

Royal Dutch Shell CEO Ben van Beurden speaks at the CERAWeek conference at the Hilton Americas, Wednesday, March 7, 2018, in Houston. (Photo: Karen Warren / Houston Chronicle)

Coal is too dirty. Oil is too messy. And renewables are too intermittent. But natural gas is just right.

Energy companies of every stripe have fallen in love with the stepchild of fossil fuels. No longer considered an annoying byproduct of oil drilling, natural gas’ multiple applications and relative cleanliness guarantee it a place in the future energy mix.

The CEO of French energy giant Total, Patrick Pouyanné, joked that he runs a gas and oil company, rather than oil and gas, during his appearance at CERAWeek by IHS Markit, the annual energy conference in Houston. Every major international energy company in the world is emphasizing gas over oil. read more

BP, Shell execs report surprise production boost from mature wells

|About: BP p.l.c. (BP)|By: , SA News Editor

  • BP CEO Bob Dudley has spent 38 years in the oil business, and he says has never seen anything like what happened with the company’s mature oil fields last year – their production increased.
  • Results across the industry were not as spectacular as BP’s but still impressive, executives and officials at the CERAWeek conference said this week; the International Energy Agency reported production from mature fields fell 5.7% last year, the smallest decline in at least a decade.
  • The findings are a surprise because the oil industry cut spending dramatically during the three-year downturn, but the need to stretch each dollar spent is exactly why major oil firms are getting more from those fields, says Wael Sawan, executive VP for deepwater at Royal Dutch Shell (RDS.A, RDS.B), which also reported improved results at its legacy wells.
  • “Companies are focusing on the basics, so there was a massive re-focus on existing wells,” Sawan tells Bloomberg. “It’s the cheapest and most profitable barrel that companies can access.”

“We expect LNG demand to continue to grow in China this year,” Royal Dutch Shell’s Steve Hill said on Friday, citing the government’s commitment to cutting back on coal.

Oleg Vukmanovic, Jessica Jaganathan: 9 MARCH 2018

LONDON/SINGAPORE (Reuters) – Falling industrial demand and mild weather have turned China’s energy giants into sellers of liquefied natural gas (LNG) in Asia for the first time since last year’s massive import spree.

Chinese players were on the receiving end of last year’s doubling of LNG prices, largely driven by their rapid shift to gas to combat coal smog as well as elevated regional demand for the fuel.

Although a CNOOC executive last week warned producers not to expect a similar payday in 2018, industry executives said they were not unduly concerned by the blip, saying Chinese demand would continue to grow. read more

Shell looks to meet growth in LNG trucking in Asia

SINGAPORE (Reuters) – Royal Dutch Shell is planning to build a truck loading facility at its Hazira liquefied natural gas (LNG) terminal on India’s west coast as it looks to meet demand from industrial users, a top company official said on Friday.

The facility, which could be ready by next year, will be used to supply industrial demand through trucking in places that can’t access supply from the grid, said Steve Hill, executive vice president at Shell Energy.

“It has a big potential growth … in India because energy supply reliability is a big issue in India,” he said at a media briefing in Singapore, referring to LNG being transported in trucks to industrial users.

“There hasn’t been as much supply infrastructure in place, but some of the import terminals are now putting the truck loading facilities in place so that’s opening up that option.”

Shell Gas B.V, a unit of Royal Dutch Shell Plc, holds a majority stake in the Hazira LNG Terminal and Port in a venture with a unit of France’s Total SA.

LNG trucking works well for locations off-grid, with China and India the two obvious markets, Hill said. read more

Shell seeks to sell out of several Norwegian fields

    Ron Bousso: 8 MARCH 2018

HOUSTON (Reuters) – Royal Dutch Shell is selling out of the ageing Draugen field in Norway and is also offering small stakes in a number of other fields, according to a document seen by Reuters.

The sale process is part of the Anglo-Dutch company’s drive to sell $30 billion of assets by the end of the year following the acquisition of BG Group in 2016. It has so far sold over $25 billion.

Shell is offering its 44.56 percent stake in the Draugen field, which produces around 225,000 barrels per day, according to the sales brochure. Draugen, which Shell operates, started producing in 1993 and has another 20 years of life, the document said. read more

Shell’s U.S. shale output plans prioritize oil over natgas

Ron Bousso. Ernest Scheyder: 8 March 2018

HOUSTON (Reuters) – Royal Dutch Shell Plc (RDSa.L) is focused on increasing its U.S. shale operation’s oil production while slowing investment in lower-margin natural gas, an executive said on Thursday.

The Anglo-Dutch company aims to boost its overall shale production by 200,000 barrels of oil equivalent per day (boe/d) to 500,000 boe/d between 2017 and 2020, mostly in the United States with some production in Argentina.

Although the shale business has yet to generate a profit, it is expected to do so next year, Greg Guidry, who heads Shell’s shale operations, told Reuters on the sidelines of the CERAWeek energy conference in Houston.

Shell, like Exxon Mobil Corp (XOM.N) and Chevron Corp (CVX.N), aims to make shale production a driver of growth in the next decade. But today most of its output is natural gas, where profit margins are lower.

As a result, around 85 percent of Shell’s shale budget for at least the next two years will go toward new oil resources, particularly in the Permian oilfield of West Texas and Canada’s Duvernay Basin, Guidry said. read more

Houston outlook bright with U.S. shale set to dominate global growth for years

Forecasters at Royal Dutch Shell, the Anglo-Dutch oil major, have predicted that global oil demand could peak within a decade as electric cars and other clean energy technologies gain larger market shares.

For The First Time In 60 Years, The U.S. Is A Net Exporter Of Liquid Natural Gas

Thanks to Texas, Shell hits the ground running as the impact of liquid natural gas makes its way around the globe. MIKE MOZART/FLICKR (CC BY-NC-SA 2.0)

Russian LNG Gas Reportedly Heads to UK Amid Record Cold Snap

    President Putin: Photo Credit: Kremlin.ru

When cold weather strikes, Europe seems to come to an understanding that Russian energy deliveries to the continent carry a purely economic significance, not a political one.

Deliveries of Russian liquefied natural gas (LNG) from Yamal in Siberia are set to arrive in the UK this week as the island nation struggles to dig out from Storm Emma, the Financial Times reported.

The LNG will be delivered to the UK by Royal Dutch Shell, two sources familiar with the shipment have said. The gas will be picked up this weekend, and delivered to an LNG terminal in Milford Haven, Wales, where it will be regasified and pumped into the UK network by March 6. read more

Trial of Shell, Eni over Nigeria to switch to new Milan court: sources

The Italian inquiry is one of several into the acquisition of OPL-245, including cases in the Netherlands and Nigeria.

    Reuters: 2 March 2018

MILAN (Reuters) – A trial in Italy of Royal Dutch Shell and Eni executives over alleged corruption in Nigeria, which had been due to start on March 5, will be transferred to another court in Milan, delaying the proceedings, legal sources said.

Earlier this week, the Milan tribunal informed lawyers that the court which had been due to hear the trial had too many cases and could not guarantee that it would do so in a reasonable period of time, three sources told Reuters on Friday. read more

How Shell hid a Whale before placing Mexican oil bet

Ron Bousso, Marianna Parraga: MARCH 2, 2018

Shell’s oil and gas reserve life – the number of years it can sustain production at its current levels – has steadily declined in recent years despite the acquisition of BG Group

LONDON/HOUSTON (Reuters) – The gasps in the audience were clearly audible at the auction of Mexico’s oil blocks a month ago as Royal Dutch Shell’s hefty bids were announced one by one.

The size of Shell’s cash payments – $343 million out of the total of $525 million that Mexico earned in the sale – far outstripped its competitors’ offers, guaranteeing that the company swept up nine of the 19 offshore blocks.

The Anglo-Dutch major knew something no one else did.

Six months earlier, its drilling rig had struck a giant oil reservoir, the Whale well, in the U.S. side of the Gulf of Mexico – just across the border from many of the Mexican blocks, which share a similar Paleogene-age geology.

Calculating that this significantly increased the chances of the Mexican blocks also containing treasure, Shell delayed the announcement of the discovery until the day of the auction, after bids had been submitted. read more
