Shell refinery to pay $208,000 for polluting air

MARTINEZ — The Shell oil refinery has agreed to pay $208,000 in air pollution penalties to settle complaints of 12 violations in 2013, the Bay Area Air Quality Management District announced Monday.

The refinery violations included discharging excessive quantities of nitrogen oxides and carbon monoxide, a release of hydrogen sulfide from a biotreatment pond, and Shell’s failure to maintain a minimum moisture content in coke, a refinery byproduct, at a handling area, the air district reported.

Shell reported each of the problems, triggering an air district enforcement investigation. Since then, the oil refinery has fixed the problems, officials said.

“These facilities are monitored 24/7 and any emission exceedances discovered by the air district result in a thorough follow-up investigation to determine if further violations have occurred,” said Jack Broadbent, executive director of the nine-county air district.

Money from pollution settlements are used to fund district activities such as inspections.
