Cash-strapped Nigeria to renegotiate contracts with oil majors

Nigeria’s state oil company says it plans to renegotiate production sharing agreements with oil majors including Royal Dutch Shell (RDS.A, RDS.B), Chevron (NYSE:CVX), Exxon Mobil (NYSE:XOM) and Eni (NYSE:E), as the country has been hit hard by the plunge in global oil prices.

“Some of the contracts were negotiated over 20 years ago and they have since been overtaken by new realities in the industry,’’ says Ibe Kachikwu, the new head of the Nigerian National Petroleum Corp.

Nigeria is Africa’s top producer of crude oil and gets 70% of its government revenues from oil. read more

Iraq Asks Oil Companies to Cut Spending After Drop in Prices

Iraq asked oil companies to reduce their 2016 spending plans in the country by Sept. 30, citing lower oil prices and government revenue.

The reduced budgets shouldn’t affect 2015 production, Abdul Mahdy Al-Ameedi, director of licensing at Iraq’s oil ministry, said by phone Tuesday, citing a letter that the ministry sent to companies. Iraq is now producing more than 3 million barrels a day, he said.

“We’ve asked them in a letter we sent them to take into consideration the drop in oil prices and the low revenues of the government that may not cover their investments,” al-Ameedi said. “There was a stipulation that this investment reduction must not affect oil output from the fields that was in the 2015 schedule.” read more

There are many contradictions about Shell’s Arctic misadventure to drill for oil, but three are the most striking: Firstly the company is spending billions of dollars and risking the reputation of the company on oil that can never be burnt.

Secondly, Obama having just allowed the company to start drilling in the Arctic, then visits the region to warn about climate change; something that his Administration has just made worse.

And thirdly, Shell says it can adequately clean up any spill in the region, if there is an accident. That last promise is for want of a better word, a lie. The only way to clean up a spill in the Arctic is not to spill oil in the first place. The bottom line is that any oil spilt in the Arctic may never be cleaned up, and its legacy may last decades, or even longer. read more

OSLO, Sept 14 (Reuters) – Royal Dutch Shell Plc drilled a dry well in the southern section of the Norwegian Sea, The Norwegian Petroleum Directorate (NPD) said on Monday.

This is the first exploration well in production licence 793 awarded in the 2015 pre-defined licensing round (APA), NPD said.

Shell, operator of the field, has a 40 percent stake, while other partners include VNG, Faroe Petroleum and Petoro with a 20 percent stake each.

New work from an international team including Carnegie’s Ken Caldeira demonstrates that the planet’s remaining fossil fuel resources would be sufficient to melt nearly all of Antarctica if burned, leading to a 50- or 60-meter (160 to 200 foot) rise in sea level. Because so many major cities are at or near sea level, this would put many highly populated areas where more than a billion people live under water, including New York City and Washington, DC. (Reuters) – A Dutch high court on Thursday began hearing complaints from groups seeking to reduce or stop gas production at the Groningen gas field, Europe’s largest, to reduce the danger of earthquakes.

No date has been set for a ruling by the Council of State, but a court official said it would likely come in late autumn.

Work at Groningen has become increasingly controversial as earthquakes linked to it have become more intense, causing billions of euros of damage to buildings.

No physical injuries have been reported from the quakes, the largest of which was 3.6 on the Richter scale, but the country’s Safety Board in February determined that the government had systematically underestimated the danger to citizens. read more

A Dutch court is set to hear arguments that production from Europe’s largest natural gas field should be suspended because of earthquakes linked to extraction.

The Netherlands has progressively cut the amount of gas won from the Groningen field in the north amid protests over the tremors, with the Economy Ministry in June slashing this year’s output cap by 29 percent. The Administrative Jurisdiction Division of the Council of State will hear about 40 appeals from local political parties, environmental organizations and individuals against production from the area on Thursday, and possibly Friday, before making a final ruling in October or November. read more

Royal Dutch Shell has launched its first floating oil production, storage and offloading vessel in the Gulf of Mexico. The facility will operate in 9,500 feet of water, making it the deepest of its kind in the world.

The vessel — named Turritella after a genus of sea snails with a long conical, spiraled shell — is part of the company’s multibillion-dollar Stones development about 200 miles southwest of New Orleans in the ultra-deep waters of the Gulf of Mexico. Lower oil and gas prices for longer could accelerate industry consolidation, which could benefit large financially strong companies like ExxonMobil. The current market value of ExxonMobil’s 3.8 billion treasury shares is $278 billion, which is 72% above the market value of Royal Dutch Shell (RDS.A), and almost double the market value of Chevron. Theoretically, if government regulators approve, ExxonMobil can acquire any of its large rivals at a 40% premium. Such a merger could reduce combined CAPEX by more than 20% and operating costs by more than 40% while sharply reducing its net debt ratio. Royal Dutch Shell shelved its Louisiana-to-Texas Westward Ho pipeline after years of delays, reductions in scope and after other new pipelines began flowing, a spokeswoman confirmed on Tuesday.

“After a thorough review and as a result of changing market conditions, Shell Pipeline Company LP has decided to not proceed with the proposed Westward Ho Pipeline project,” spokeswoman Kimberly Windon said.

Proposed in 2011 at a top capacity of 900,000 barrels per day, Shell said Westward Ho would move Gulf of Mexico and imported crudes from the St. James, Louisiana oil hub to Houston. The leg between Nederland, Texas and Houston would move up to 500,000 bpd, and the entire project was targeted to start in late 2015. read more

It’s the cheapest opportunity in six years to be a shareholder in Europe’s largest oil and gas company.

BG Group Plc, the oil and gas producer Royal Dutch Shell Plc agreed to buy for about $70 billion, is trading at a price equivalent to paying just over 14 pounds for a Shell B share, according to data compiled by Bloomberg. That would be the lowest valuation for Shell since the global recession of 2009 and a discount of 13 percent to the company’s current share price.

Investing in BG “would be the cheapest way into Shell, if you’re taking the view that the deal is going to go through,” said Philip Lawlor, a strategist at Smith & Williamson Investment Management LLP in London, which oversees about $24 billion of investments including in Shell and BG. read more

Washington (CNN)A Russian intelligence vessel was spotted near a ship contracted by the American Shell Oil Company exploring for oil in the Arctic, sources told CNN on Monday.

Pentagon spokesman Jeff Davis confirmed the sighting to CNN on Monday and said no U.S. defense assets were deployed in response.

Delivery of the 382 m by 124 m offshore platform installation and decommissioning vessel Pioneering Spirit (ex-Pieter Schelde), which was billed as the world’s largest ship when it arrived in Rotterdam in January, has been delayed until next year.

Russia’s Gazprom (GAZP.MM) and Royal Dutch Shell (RDSa.L) have started commercial talks on Baltic LNG project, Interfax news agency quoted Gazprom Chief Executive Alexei Miller as saying on Monday.

The Russian gas producer plans to build a liquefied natural gas plant in the Baltic Sea port of Ust-Luga with an annual capacity of 10 million tonnes. It wants to increase output to 15 million tonnes a year later on.

Russia’s Kommersant newspaper said in June that Gazprom may offer up to 49 percent in the project to a strategic partner, with most likely candidates being Shell or a consortium of Japanese firms. read more

Shell and Ferrari have extended the oldest partnership in Formula One for a further five years, both sides announced on Sunday.

Russia’s Gazprom has bolstered its industrial presence in the heart of Europe with two major gas deals that were announced on Friday despite ongoing tensions with Moscow over the conflict in eastern Ukraine.

The first of the deals, an asset swap with German chemicals group BASF that gives Russia greater access to gas trading and storage in Germany, was a surprise as the companies had abandoned it only nine months ago, citing a “difficult political environment”.

Pressed on what had changed since, BASF declined to respond directly. Its oil and gas production unit Wintershall, which will secure more stakes in Siberian gas fields under the swap, said only that it was convinced that Russian natural gas would help ensure energy security in Europe. read more

A Dutch court has ruled that Nederlandse Aardolie Maatschaapij BV (NAM), a joint venture of Exxon Mobil Corporation (NYSE:XOM) and Royal Dutch Shell plc (ADR) (NYSE:RDS.A), must compensate those affected by the earthquakes near the Groningen gas field, one of the biggest natural gas reserves in the world.

The Dutch court found NAM responsible for earthquakes in the region. Wall Street Journal (WSJ) reported industry experts as saying that the pumping of the field has deflated the gas reservoir below the surface, causing pressure build-ups and sudden jolts in the area. read more

The Supreme Court of Canada ruled on Friday that a group of Ecuadoreans can use an Ontario court in an attempt to collect billions of dollars from Chevron for environmental damage.

The ruling is the latest step in a 13-year legal battle over the contamination of a rain forest in Ecuador, where Texaco had oil operations. The lawsuit has pitted Ecuadorean villagers in the region of Lago Agrio against Chevron, which bought Texaco.

While a trial court in Ecuador initially awarded the villagers $17.2 billion, an appeals court reduced the damages to $9.5 billion. It was one of the largest judgments imposed by a court for environmental contamination. read more

ACCC defers decision on Royal Dutch Shell’s $US70b BG Group takeover

Royal Dutch Shell Group will have to wait a bit longer for Australian regulatory clearance of its proposed $US70 billion ($99.4 billion) takeover of BG Group after the national competition authority delayed its decision on the deal.

The decision, which was due on Thursday, has been deferred for two weeks “to allow additional time to consider the proposed acquisition,” the ACCC said on its website.

The deferral, until September 17, signals that clearance of the deal, which will further concentration ownership of gas resources in Queensland, is far from straightforward. Some gas buyers on the east coast are known to have serious concerns that the combination of Shell’s and BG’s gas resources in Queensland will further limit availability of domestic gas supplies in a market where most gas is set to be shipped offshore from the new LNG projects in Gladstone, one of which is owned by BG. read more

A lot has been said by many people about Shell’s Arctic drilling program but I have yet to see a real analysis of what it would mean for Alaska and our people.

Some have said: “Well, it is in federal waters so we won’t get anything out of it.” I just don’t believe that is true. Here are some of the direct benefits we will receive if Shell is successful in their endeavors.

The current throughput of the trans-Alaska oil pipeline is about 400,000 barrels a day and declining by about 5 percent a year. It has been estimated that below 200,000 barrels a day the pipeline will not be able to operate. A study by the Idaho National Energy Lab estimates that if this were to occur, we would strand at least 1 billion barrels of oil on the North Slope. read more

AMSTERDAM—A Dutch court ruled Wednesday that Royal Dutch Shell PLC and Exxon Mobil Corp must compensate homeowners for a drop in house prices caused by earthquakes linked to production at the Groningen gas field.

The ruling could open the door to a wave of compensation claims against the energy companies, which operate the field through a joint-venture called the Nederlandse Aardolie Maatschappij BV, or NAM.

The actress broke a legal injunction, aimed at stopping Greenpeace activists from crossing a line drawn around the South Bank building, to stick a giant paw print on the offices with the names of opponents of drilling in the Arctic.

The paw carries thousands of names which make up some of the seven million people worldwide, including 600,000 signatures from the UK, who have pledged support to save the Arctic from drilling for oil and gas. read more

AMSTERDAM — A court in the Netherlands ruled on Wednesday that a natural gas company, a joint venture by Royal Dutch Shell and Exxon Mobil, must compensate homeowners for declines in the value of their properties because of earthquakes linked to production at the Groningen field.

The ruling by the court in Assen could result in billions of euros of claims against the venture, known as NAM. Hundreds of thousands of homes and buildings lie in the affected area, which covers wide parts of the northern Netherlands. read more

BG Group Plc (BG.L) said the European Union’s antitrust regulators had approved Royal Dutch Shell Plc’s (RDSa.L) $70 billion takeover bid for the oil and gas producer.

The deal, which will help Shell compete better with world No. 1 oil major ExxonMobil (XOM.N), has already received the green light from regulators in the United States, Brazil and South Korea.

BG and Shell still require approvals from Australia’s anti-trust and foreign investment bodies and clearance from the anti-trust authority in China. read more
