Sir, Reaching a global agreement on the replacement for Kyoto is critical to helping address climate change. We strongly urge Gordon Brown to continue to press for a robust and effective European Union climate change package ahead of the European Council meeting this week.
The economic downturn is no excuse. Without early action we will actually be worsening the long-term outlook for Europes economy. British business will play its part. We are pro-environment and pro-growth and reject the idea that the two are in conflict.
We want to see governments act to establish binding emissions reduction commitments for developed countries and deadlines for the main emerging emitters, such as China and India, to adopt binding commitments. A global price for carbon needs to be agreed, through measures such as emissions trading, and all major emitters should contribute to global emissions reductions. We need governments to support greater investment in low-carbon technologies and to encourage a greater focus on energy efficiency across all sectors.
Now is not the time for retreat, but to seize the opportunities that political change in the US and elsewhere offers.
