Shell connection?: Garda laptop found in a Dutch brothel

The Irish Independent newspaper has published an article reporting that a worker at a Dutch brothel discovered a bag apparently containing “a laptop and documents as well as an “insignia” that allegedly identified the owner as being a member of An Garda Siochana”  – the Irish Police force.

Top criminologist calls for inquiry into Corrib policing

The Queen’s University Belfast academic who exposed the South Yorkshire police handling of the 1989 Hillsborough football stadium disaster has supported calls for a full review of the policing of the Corrib gas project in north Mayo.

Criminologist Prof Phil Scraton says international concern about Garda handling of opposition to the gas project reflects a belief that it has “moved beyond a series of specific incidents to something of much greater institutional consequence”.

He considers that the policing of the gas project from late 2006 merits a non-statutory review of all available documentation, which could be a prelude to a full statutory inquiry. read more

The Government has decided to hire seven barristers to examine as many as 220 outstanding allegations of Garda misconduct received from members of the public in light of the whistleblowers affair. The move came as the Government approved terms for draft laws to strengthen the Garda Síochána Ombudsman Commission with new powers, including the right to investigate any alleged criminal conduct by a Garda commissioner. In respect of some 220 allegations about members of the force, Attorney General Máire Whelan will engage a panel of two senior counsel and five junior counsel to scrutinise files and advise whether further action is required. At issue is a deluge of allegations received from the public by Taoiseach Enda Kenny, Ministers, TDs and Government departments. read more

We support the recent demands for an inquiry into allegations of systemic Garda corruption and violence. We believe any such inquiry should include the Shell/Corrib pipeline police operation in North West Mayo. This is one of the longest running police operations in the history of the Irish state and has drawn critical attention from national and international human rights organisations1 since 2006 over the alleged violence and intimidation used by Gardaí against campaigners.

In 2007, campaigners submitted complaints en masse against the Gardaí to the newly established Garda Síochána Ombudsman Commission (GSOC). Out of the 111 complaints received by GSOC between May 2007 and November 2009, 78 were deemed admissible and 7 sent to the DPP. The DPP rejected prosecution in all 7 cases. The majority of campaigners have since stopped submitting complaints to GSOC. In 2010, complaints from 400 Kilcommon residents were submitted to Shell’s Belmullet office detailing the “escalating physical and psychological harassment” continuing in the area. In 2012, residents again submitted a mass complaint, this time to Mayo County Council, outlining serious grievances arising out of the project, including experiences of private security and state policing, with no result. Any inquiry into the policing of the Shell/Corrib Gas Project cannot ignore the following extract from the minutes of the Shell Committee of Managing Directors meeting held in London 22/23 July 2002:”It was noted that development of the Corrib field may be delayed until 2004 as planning consent had been refused for the terminal. The committee queried whether the Group had sufficiently well placed contacts with the Irish government and regulators. Paul Skinner undertook to explore this issue further in consultation with the Country Chairman in Ireland”. read more

€1.5bn to be spent on Irish oil and gas finds in next three years

About €1.5 billion will be spent on oil and gas exploration around Ireland over the next three years, according to a study by accounting group PwC. Eighty per cent of those surveyed said they were optimistic about the chances of discovering oil here but almost two-thirds said the future development of the industry would depend on the licensing and financial terms offered by the Government. Nine out of 10 respondents said the “events” in Corrib, where Shell has been seeking to develop a natural gas field since 1996 against a backdrop of significant local opposition, had done “serious or significant damage” to Ireland’s reputation among international oil and gas companies. read more

Tim Galvin said people would be very nervous about going to GSOC and then whatever issues they might have would not come out into the open. Speaking on RTÉ’s Morning Ireland, Mr Galvin also said he believed more garda whistleblowers would come forward. He said: “If we have skeletons in the cupboard, let’s bring them out. The creators of the mould-breaking TV comedy Seinfeld adopted two rules: no hugging, no learning. We need to apply those rules to our current episode of the dark farce of Irish “reform”. Of course, the details should be properly investigated but on the larger scale, there is nothing new to be learned here. The new inquiries will find what the old ones found: a culture in the Garda, Department of Justice and in the State as a whole of burying unwanted truths.

Most visitors to this website are probably fed-up with our coverage of events in Ireland stemming from allegations made against Shell and the Garda by a whistleblower company – OSSL – that worked as a Mr Fixit for Shell.

However, remarkable related events continue to unfold. 

OSSL says that it purchased and distributed free booze at Christmas time to Irish police officers on behalf of Shell. As part of a cover-up, Shell issued a press statement several months ago (above) denying OSSL allegations.  read more

Irish Minister for Justice Alan Shatter resigns

The Irish Times has tonight reported the sudden resignation of Alan Shatter, the Irish Minister of Justice with whom I have corresponded in relation to OSSL allegations concerning Shell sponsored corruption involving hundreds of  Garda officers, including senior officers such as Supt Joe Gannon.

The findings of an investigation – the third by the Irish police authorities, is imminent.

Shell to Sea has appealed to the UN High Commissioner for Human Rights (OHCHR) to raise the issue of policing the Corrib gas dispute with the Government. The Mayo-based environmental group says it has made the submission to the UNHCR’s office, following Minister for Justice Alan Shatter’s confirmation in the Dáil that he did “not see a necessity” for an independent inquiry into policing in North Mayo. UN Special Rapporteur on Human Rights Defenders Margaret Sekaggya had recommended that the Government should “investigate all allegations and reports of intimidation, harassment and surveillance in the context of the Corrib gas dispute in a prompt and impartial manner”. read more

South African archbishop Desmond Tutu and former United Nations assistant secretary general Denis Halliday have called for an “urgent and comprehensive” independent inquiry into the policing of the Corrib gas project.

They are among a group of signatories supporting the call by peace and justice group Afri, while the Front Line Defenders human rights organisation also said policing of the Corrib gas dispute should be included in “any Government inquiry” into Garda accountability.

Journalism ‘infected by corporate public relations’

This was in relation to the allegations made by former Shell “Mr Fixit” company, OSSL, that Shell had corrupted the Irish Police Force by giving away free alcohol as bribes.

Journalism has been “infected” by “corporate public relations” and the media is part of a “seamless troika” involving governments and corporations, according to the British war correspondent Ed Vulliamy.

The Guardian and Observer journalist, who has won awards for his reporting from Bosnia, the 9/11 attacks, Iraq and Mexico, said that resources had been curtailed to the extent that journalists had “shrunk in number” while those working in public relations had grown. Last October, Mr Harrington, Geesala, Ballina, Co Mayo, won, on consent of the EPA, an order quashing a different revised licence issued by the agency for the Shell gas terminal at Bellanaboy, arising from defects in relation to how the EPA carried out an environmental impact assessment concerning the terminal development. Now he has brought a judicial review challenge to the amendment to the different 2007 licence. read more

Shell E&P Ireland has defended its contractors’ handling of an emergency evacuation last week from the Corrib gas tunnel which is under construction in north Mayo.

Shell E&P Ireland has defended its contractors’ handling of an emergency evacuation last week from the Corrib gas tunnel which is under construction in north Mayo.

No one was injured in the incident, which occurred when an alarm was activated, indicating a presence of gas. However, the local fire service was not notified for another 106 minutes. Its staff undertook a safety inspection of the tunnel with Shell contractors and confirmed it was safe to enter. read more

Gas was originally expected to flow from the field in 2003 resulting in the project likely to be 12 years behind the original schedule and the outlay will be more than four times the initial estimate of €800 million. The company driving the project, Shell E&P Ireland Ltd (SEPIL) confirmed yesterday that the Corrib Gas Partners last year spent a further €250 million on the project.

The Corrib Gas partners are now counting the cost of a contentious An Bord Pleanála ruling as the bill for the project is set to hit almost €3.4 billion before the end of next year.

The company driving the project, Shell E&P Ireland Ltd (SEPIL) confirmed yesterday that the Corrib Gas Partners last year spent a further €250 million on the project.

The 2012 outlay brought the total spend on the project to €2.68 billion at the end of December last.

Work continues on the 5km tunnel to bring the gas ashore and a Shell spokesman confirmed yesterday that a further €380 million will be spent on the project this year with a projected €300 million to be spent on the scheme next year. read more

Mr Wallace said: “It is within the remit of the Minister to check that tendency and to hold the Garda to account. Sadly, his track record to date has been weak and bordering on cowardly.” He said 111 complaints were made against gardaí in 2007 and 2008 in relation to Corrib gas but no charges were brought.

Wallace accuses Minister of being ‘weak bordering on cowardly’

Marie O’Halloran: Wed, Dec 11, 2013 Minister for Justice Alan Shatter has rejected claims by Independent TD Mick Wallace that he has been “weak and bordering on cowardly” in holding gardaí to account in their policies and procedures. Mr Shatter insisted he expected “members of An Garda Síochána to behave appropriately and to do their duty without fear or favour”.

He said: “Where there are issues that need to be dealt with they will be addressed, but unlike the deputy, I do not labour under the illusion that the gardaí as a group do no public good.”

Mr Shatter said gardaí as a group were under continuous attack in the Dáil, with no recognition given for the important work they did in combating subversion, dealing with criminal gangs, providing community protection and engaging in crime investigation.

After a break of almost two months, work restarted yesterday on the ¤68 million tunnel to bring natural gas inland to the Corrib gas refinery at Bellanaboy in north Mayo.

The giant tunnel boring machine Fionnuala had been idle since September 8th when a German worker, Lars Wagner (26), a mechanical fitter, was killed on the site.

All operations were suspended on the 4.9km (three mile) tunnel as safety checks were carried out. Gardaí and the Health and Safety Authority launched separate investigations. read more

Garda Ombudsman to investigate Shell alcohol allegations

It is understood that the material was forwarded to the ombudsman by Garda Supt Thomas Murphy of Swinford station, who was tasked with a second Garda examination of the allegations by contractor OSSL.

Shell E&P Ireland Ltd (SEPIL) has played down the significance of yesterday’s Commercial Court decision quashing an emissions licence for the Corrib gas terminal, but the ruling is a setback for the €3 billion project.

Were the project not at least nine years behind schedule, the setback would be far more significant.

However, the lead developer has already conceded that it could be early 2015 before gas is flowing commercially from the field – and that was before last month’s (sept) fatality during work on the final stages, when a German sub-contractor, Lars Wagner (26), lost his life. read more

A Department of Energy consultant tasked with the most recent inspection of the Corrib gas pipeline works was unable to gain access to the tunnel as he did not have the necessary certification.

The consultant, attached to British firm Graeme Peterson Associates, visited the tunnelling work site at Aughoose in north Mayo on July 2nd-3rd, following reports of “sinkholes” or “air depressions” on the surface of Sruwaddacon estuary.

An innovative new art degree, to be part-funded by Shell, is causing controversy among staff at two third-level colleges. The proposed new visual art degree in Erris, Co Mayo, is being offered by the Dublin Institute of Technology (DIT) and Mayo County Council, which administers the €8.5 million Corrib Gas Community Gain Investment Fund.

A DIT staff member has said that €30,000 of the €200,000 course funding – the bulk of which is from DIT – will come from the Corrib fund. This fund, which is to benefit the people of Erris, is being rolled out over five years by the council as an An Bord Pleanála condition for planning permission for the last phase of the Corrib gas pipeline. Campaigners criticise company for failing to make incident public

Shell E&P Ireland has said it is conducting an internal investigation, following the inadvertent cutting of a gas pipe at the Corrib gas terminal earlier this month.

The incident, which occurred during work on water pipes at the terminal site in north Mayo, resulted in nitrogen being released into the atmosphere.

As a precaution, all nitrogen was “vented off”, according to the company. The Ballinaboy terminal built to refine gas from the Corrib gas field is not yet active, as work is still continuing on the last section of the project – the onshore pipeline. read more

The rising bill on the controversial Corrib Gas project is to top almost €3 billion before the end of next year, new figures show.

The company driving the project, Shell EP Ireland Ltd yesterday confirmed that the Corrib Gas Partners last year spent a further € 270 million on the project. A spokeswoman said a further € 250 million will be spent this year and again in 2013.

Shell E&P Ireland has denied fears of losing ministerial consents for the 900 million gas project if it lifts the injunction against five Mayo men in prison over opposition to the onshore gas pipeline.

However, the company has issued a plea to the men in prison to “consider their position”, following its first formal offer to them this week of mediation without any preconditions.

The men have agreed to formal mediation, but their solicitor, Padraic Ferry, said yesterday this could only take place if the injunction was lifted, as otherwise the men would be under duress. read more

The group has released scans of pages from two notebooks, which it says comprises notes taken by security staff employed by Integrated-Risk Management Services (I-RMS). I-RMS is employed by Shell EP Ireland and Corrib gas developers on the project.

Corrib security firm ‘acts responsibly’

THE COMPANY which provides security for the Corrib gas project in Co Mayo has said it is working “to the highest standards”.

Integrated Risk Management Services (IRMS) was responding to disclosure of a company “situation report”, recording movements at a protest camp located on private land overlooking the Corrib gas pipeline worksite.

The report by IRMS’s “Aughoose Command and Control Centre” comprises a timeline of movements on June 29th and 30th last, from 7am to 7am. read more
