The Obama administration is being at least somewhat more cautious this time around in allowing Royal Dutch Shell to drill in the Arctic waters of the Chukchi Sea. The company must keep its drills from reaching the oil reserves until it has the equipment in place that can shut down a well in case of a spill. It may not drill in two places within 15 miles of each other because of the potential disruption to walrus habitat. The company has worked hard to convince Interior Department officials that it has overcome the sloppiness that led to a series of mishaps during its first attempt in 2012, including the grounding of its drilling rig. read more

PORTLAND, Ore. — Environmental activists rappelled off Portland’s tallest bridge early Wednesday in an effort to stop a Shell Oil Arctic icebreaker from leaving the city.

Thirteen protesters dangled from the St. Johns Bridge while another 13 remained on the bridge as lookouts. Greenpeace USA executive director Annie Leonard said the activists have enough water and food to last for days, and can hoist themselves to allow other marine traffic to pass. read more

PORTLAND, Ore. (AP) – Authorities say the Fennica, a vessel that Royal Dutch Shell PLC plans to use in its Arctic offshore drilling project, has arrived in Oregon for repairs.

Portland Police officials said the 380-foot icebreaker arrived at a Swan Island dry dock about 3 a.m. Saturday. The icebreaker is a key part of Shell’s exploration and spill response plan off Alaska’s northwest coast – it protects Shell’s fleet from ice and carries equipment that can stop gushing oil.

The Fennica was damaged earlier this month in the Aleutian Islands when it struck an underwater obstruction, tearing a gash in its hull. read more

WASHINGTON (AP) — The Obama administration has given Royal Dutch Shell PLC approval to begin limited exploratory oil drilling off Alaska’s northwest coast.

The two permits issued Wednesday clear the way for drilling in Chukchi Sea, but with conditions.

Shell can only drill the top sections of wells because the company doesn’t have on site the critical emergency response equipment to cap the well in case of a leak. That equipment is aboard a ship headed to Portland, Oregon, for repairs. read more

Shell oil company will send a damaged ship carrying equipment required for Arctic offshore oil drilling from Alaska back to the West Coast for repairs.

Royal Dutch Shell PLC ‘s drilling schedule for two exploratory wells this summer in the Chukchi Sea off Alaska’s northwest coast, however, shouldn’t be delayed by maintenance work on the 380-foot icebreaker Fennica, spokesman Curtis Smith said Monday.

“We do not anticipate any impact to the (drilling) season as we do not require the vessel until August,” Smith said. read more

An icebreaker carrying a key piece of equipment for Arctic drilling planned by Royal Dutch Shell off the northern coast of Alaska was forced to return to dock after a hole more than three feet long was discovered in its hull, the company said Tuesday.

It was unclear if the mishap would delay Shell’s plan for drilling this summer.

The crew of the Fennica discovered the leak in a ballast tank on Friday as the ship was leaving the channel in Dutch Harbor, Alaska, on its way to the Arctic, Shell spokesman Curtis Smith said.

The company had not determined if repairs can be made to the breach measuring about 39 inches long and a half-inch wide while the ship remains in Dutch Harbor or if it will have to go to drydock for the work.

Smith said bad weather had kept Shell from getting an inspector to Dutch Harbor for almost two days. read more

Royal Dutch Shell has secured another federal authorization as it pursues plans to drill exploration wells in the Arctic waters off the Alaska coast.

The U.S. Fish and Wildlife Service on Tuesday issued a letter of authorization allowing for the possible harassment of polar bears and Pacific walrus incidental to Shell’s drilling program work. Intentional harassment is not permitted.

The authorization includes measures that Shell must take to minimize the effect of its work on the animals, including a minimum spacing of 15 miles between all drill rigs or seismic survey vessels, something conservation groups had sought. Nonetheless, some of those groups still called on President Barack Obama’s administration to stop Arctic drilling. read more

SEATTLE — The U.S. Coast Guard says it has detained several protesters in kayaks who tried to block Royal Dutch Shell’s drill rig as it leaves Seattle on its way to explore for oil in the Arctic Ocean.

Lt. Dana Warr says several people were detained Monday, mostly for violating the safety zone around the vessel. He didn’t immediately know how many. He says the rig departed around 6 a.m. with police and Coast Guard enforcing the safety zone.

Greenpeace spokeswoman Cassady Sharp says about a dozen “kayaktivists” paddled out around 4 a.m. and formed a blockade. She says about 40 to 50 supporters in kayaks and canoes lined up behind them. read more

A dozen environmental groups have told a US federal court they are renewing a challenge to the leasing in 2008 of areas off Alaska’s north-west shore, where Royal Dutch Shell hopes to drill exploratory wells this summer.

The groups have twice obtained court rulings that said environmental analysis preceding the Chukchi sea sale was flawed. The Department of the Interior in March concluded it had corrected mistakes.

Erik Grafe, an attorney for Earthjustice, said on Monday the environmental groups disagreed and would lay out their claims in a future court filing. read more

Fossil fuel companies and their allies are funding a massive and sophisticated campaign to mislead the American people about the environmental harm caused by carbon pollution. 

Their activities are often compared to those of Big Tobacco denying the health dangers of smoking. Big Tobacco’s denial scheme was ultimately found by a federal judge to have amounted to a racketeering enterprise.

The Big Tobacco playbook looked something like this: (1) pay scientists to produce studies defending your product; (2) develop an intricate web of PR experts and front groups to spread doubt about the real science; (3) relentlessly attack your opponents.

Thankfully, the government had a playbook, too: the Racketeer Influenced and Corrupt Organizations Act, or RICO. In 1999, the Justice Department filed a civil RICO lawsuit against the major tobacco companies and their associated industry groups, alleging that the companies “engaged in and executed — and continue to engage in and execute — a massive 50-year scheme to defraud the public, including consumers of cigarettes, in violation of RICO.” read more

The violation notice issued Monday by the Seattle Department of Planning and Development said use of Terminal 5 by a massive floating drill rig was in violation of the site’s permitted use as a cargo terminal. At least 200 Seattle environmental protesters blocked the entrance to a terminal in Seattle’s port on Monday where a massive Royal Dutch Shell drill rig is temporarily resting on its way to explore for oil in Alaska this summer.

The 400ft long, 355ft tall Shell rig, named Polar Pioneer, has witnessed at least three staged environmental protests since it arrived since it arrived in the port of Seattle on Thursday afternoon.

SEATTLE — People protesting Arctic oil drilling marched Monday to the entrance of Terminal 5 at the Port of Seattle Monday, where a massive floating drill rig is parked on the waterfront.

Police say arrests are possible, but they expect the demonstration to be peaceful.

Port spokesman Peter McGraw says there are minimal operations at Terminal 5 on Monday “so there’s not much to block.”

The demonstration entered the street at 11 Avenue Southwest and Southwest Spokane Street after 7 a.m. Pacific. Protesters reached Terminal 5 just before 8 a.m. read more

SEATTLE — A massive offshore drilling rig left Port Angeles, Wash., early Thursday and is expected here later in the day.

The 400-foot long Polar Pioneer began moving out of Port Angeles at about 1:40 a.m. PT. The rig is expected to arrive here around 5 p.m. PT, traveling about 120 miles, the Coast Guard said.

The Polar Pioneer is one of the rigs that Netherlands-based Royal Dutch Shell petroleum plans to use as it moves ahead with plans to use leased space at the Port of Seattle to load drilling rigs and other vessels with supplies and personnel. Environmentalists have planned to confront Royal Dutch Shell Plc’s (ADR) (NYSE:RDS.A) oil rigs, which are set to arrive at Seattle’s port this week. The oil company plans to use them in the Arctic later this year.

Shell has been planning to go back to the Arctic, in pursuit of the vast oil resources in the region. However, the oil giant has faced severe opposition from environmental groups, who argue that the company lacks the ability to clean up any potential disasters.

In the latest hurdle to Shell’s Arctic plans, environmentalists have organized the “festival of resistance”, a three-day event that would include confronting the oil company’s drilling rigs as they are on their way to Seattle. SEATTLE –  A giant floating oil rig currently anchored off Port Angeles, Washington, will be towed to Seattle this week despite the Seattle mayor’s assertion that the Port of Seattle can’t host the rig until it gets a new land-use permit, a Royal Dutch Shell spokesman said Monday.

In a written motion, Greenpeace asked U.S. District Court Judge Sharon Gleason to reject Shell’s request for court-ordered, expanded safety zones around its Arctic drill fleet.

Shell’s lawsuit is seeking 1,000-meter safety zones around most of its fleet and 1,500 meters around drill vessels. The oil company says the expanded zones would keep crews and protesters safe. read more

By far the hardest-hit state, the report said, is Oklahoma, where earthquakes are hundreds of times more common than they were until a few years ago because of the disposal of wastewater left over from extracting fuels and from drilling wells by injecting water into the earth. But the report also mapped parts of eight other states, from Lake Erie to the Rocky Mountains, where that practice has caused quakes, and said most of them were at risk for more significant shaking in the future. read more

Associated Press has confirmed that after protests, the Allseas Dutch-Swiss maritime engineering company said Friday it will change the name of a giant ship that had been christened after a convicted Nazi.

Allseas Group said that due to the “widespread reactions” Edward Heerema has announced that the name of the vessel will be changed.

“It has never been the intention to offend anyone,” the company said in a statement.

Earlier Friday, the company said it had no plans to change the name. The new name was not immediately announced. read more

A plan to allow Royal Dutch Shell PLC to use Seattle’s waterfront as a homeport for its Arctic drilling fleet is drawing opposition from environmental groups that say it’s not consistent with the region’s environmental goals.

Several state and national groups, and local city leaders on Wednesday urged the Port of Seattle to halt lease negotiations that would allow Shell to use 50 acres of port property across from downtown Seattle.

Shell could house about two dozen vessels, including exploration drill rigs, ice breakers, tugs and barges at the site in the winter when they’re not exploring for oil off Alaska’s coast.

Port commissioners this month approved moving forward with a short-term lease with Foss Maritime, whose clients include Shell. The port is renovating the terminal to handle bigger ships and was looking for interim uses that could bring revenue. read more

A drilling company has pleaded guilty to committing environmental and maritime crimes in Alaska’s Arctic.

Bernie G. Wolford Jr., president of Noble Drilling U.S. LLC, appeared in federal court in Anchorage on Friday after reaching an agreement with prosecutors earlier this month.

Wolford said the $8.2 million fine and $4 million in community service payments would be paid Friday. He declined to comment further after the hearing.

Noble operated the drill ship Noble Discoverer and the drill unit Kulluk in support of Royal Dutch Shell PLC’s offshore drilling efforts in 2012.

According to the agreement, Noble Drilling’s violations included keeping false records or failing to record details surrounding its handling of oil on the vessels. The company also failed to notify the U.S. Coast Guard of hazardous conditions aboard the Noble Discoverer. read more

Shell’s earnings have dropped by 74 percent in the fourth quarter from the same period a year ago, on a mix of higher exploration costs, lower production, and worse refining margins.

The company, which warned on Jan. 17 weaker figures were coming, also had more one-time gains in 2013. Net profit for the quarter was $1.78 billion (130 billion euros), versus $6.73 billion a year earlier.

The earnings report, the first featuring new Chief Executive Ben van Beurden, noted that production was down 5 percent to 3.25 million barrels per day. BAGHDAD — An Iraqi official says a consortium led by Royal Dutch Shell has boosted production at a prized oil field in the country’s south to 175,000 barrels a day, speaking at a ceremony formally inaugurating commercial production.The head of the state-run South Oil Company, Dhia Jaafar, said Sunday that Shell and its partner, Malaysia’s state-run Petronas, plan to increase production from the nearly 12.5 billion-barrel Majnoon field to more than 200,000 barrels per day in early 2014.

It is located in Basra province, about 550 kilometers (340 miles) southeast of Baghdad.

The deal was awarded in Dec. 2009 with a pledge to reach 1.8 million barrels per day over 10 years. Then, production rated about 45,000 barrels per day. The consortium had to rehabilitate existing infrastructure and add new facilities.

The area in southern Nigeria already has suffered decades of oil spills.Shell’s Nigeria Director Mutiu Sunmonu described “another sad reminder of the tragic consequences of crude oil theft.”

ANCHORAGE, Alaska (AP) — A Royal Dutch Shell official testified Saturday that tax avoidance was the main reason for having the Kulluk oil drilling rig leave Dutch Harbor in December — 10 days before its grounding off a remote Alaska island.

“Our preference for the timing was to be gone before the end of the year, driven by the economic factors,” Sean Churchfield, operations manager for Royal Dutch Shell in Alaska, told a Coast Guard panel that’s investigating the incident. read more
