Senator calls for U.S. to join oil price probe

U.S. public concern over a European probe into possible oil price manipulation escalated Friday as the head of the Senate Committee on Energy and Natural Resources urged the Justice Department to join the investigation.

The request from Sen. Ron Wyden, D-Ore., came after European Union investigators this week raided the offices of global energy giants BP, Royal Dutch Shell and Statoil. The anti-trust probe is examining whether the companies manipulated oil prices by making false reports to Platts, an energy industry data service owned by McGraw Hill Financial. read more

European anti-trust investigators searched the offices of price agency Platts and at least one major oil company for a third day on Thursday, hunting for evidence of possible price manipulation on oil markets, witnesses said.

Authorities raided the London bureau of Platts in Canary Wharf and the offices of Statoil, Royal Dutch Shell and BP on Tuesday in the biggest trading probe since the Libor scandal.

Royal Dutch Shell Plc (RDSA) will start producing crude at Iraq’s Majnoon oil field as early as next month and plans to increase energy investments in Saudi Arabia, its regional vice president said.

Output from Majnoon, one of Iraq’s largest oil fields, will start “around mid-year” and increase to 175,000 barrels a day by the end of 2013, Mounir Bouaziz said in an e-mailed response to questions. In Saudi Arabia, Shell is holding talks with officials on a project to develop natural gas from the kingdom’s Kidan field in the Rub al-Khali, or Empty Quarter, he said. read more

The Serious Fraud Office ‘urgently reviewing’ oil price inquiry

UK fraud authorities are “urgently reviewing” whether to launch an investigation into companies that may have rigged the oil market and driven up petrol costs for millions of drivers.

The Serious Fraud Office said it is considering an inquiry, after European Commission officials raided the London offices of BP and Shell. The companies, along with a Norwegian oil giant, Statoil, are suspected of having “colluded in reporting distorted prices to manipulate the published prices for a number of oil and biofuel products”.

It comes the day after David Cameron said he wanted to see prosecutions with the “full force of the law” if the allegations are proven. read more

Royal Dutch Shell Plc (RDSA) may export U.S. natural gas in liquid form, convert it into chemicals or build a gas-to-liquids plant to produce fuel, said the company’s country chairman for Dubai and the northern emirates.

Shell is considering the possibilities, and “it is too soon to say which of these options will go ahead or the precise timings,” Mounir Bouaziz said in an e-mail.

Shell as well as other international oil companies such as Exxon Mobil Corp and BP Plc (BP/) seek to profit from US gas reserves, which rose 70 percent in the 10 years ended 2011 amid a surge in output from shale. A rise in domestic production contributed to a 64 percent drop in prices in the past five years. read more

Oil traders at Shell and BP should face prison if it is proved they conspired to fix prices, David Cameron said last night.

The Prime Minister made no attempt to disguise his anger as both of Britain’s oil giants were named among several firms accused of fixing prices for more than a decade.

He said the allegations were ‘hugely concerning’ and that anyone held responsible would face ‘major consequences’ if the claims were proved true. read more

David Cameron is extremely concerned by claims of price fixing by major oil companies, Downing Street has said.

The prime minister’s spokesman said it was “deeply worrying” if prices have been driven up for consumers.

Norway’s Statoil and price reporting agency Platts have also admitted to working with the authorities in their inquiries.

Dow Jones Newswires is reporting confirmation from Royal Dutch Shell Plc that Shell companies are assisting the European Commission enquiry into trading activities.

Shell has said in a statement that it is fully co-operating with the investigation, but for legal reasons, cannot comment further at this time. 

The enquiry is thought be be connected to anti-trust raids that took place earlier today.

 The Coast Guard already has referred possible pollution violations involving the Kulluk and safety and environmental issues with Shell’s other drilling rig, the Noble Discoverer, to the Justice Department.

A formal Coast Guard hearing investigating the circumstances of the grounding of Royal Dutch Shell’s drilling rig, the Kulluk, begins at noon May 20 in Anchorage.

The hearing will take place in the Anchorage Assembly chambers at Loussac Library and is scheduled for 10 days, though it could wrap up sooner or go longer, said Chief Petty Officer Kip Wadlow.

Rear Adm. Thomas Ostebo, who is the commander of the Coast Guard in Alaska, ordered a marine casualty investigation days after the Dec. 31 grounding off Sitkalidak Island, on the southern end of Kodiak Island. The investigation is a fact-finding effort to see if actions need to be taken to prevent such failures in the future, Wadlow said. It is not a criminal proceeding. The Coast Guard already has referred possible pollution violations involving the Kulluk and safety and environmental issues with Shell’s other drilling rig, the Noble Discoverer, to the Justice Department. read more

As Oxford alumni, staff and students, we are united in our opposition to this new partnership and the growing trend of oil companies funding, and thus influencing, the research agenda of our universities. Shell is a particularly inappropriate choice of funder for an Earth sciences laboratory. Shell’s core business activities and political lobbying are pushing us towards a future with a global temperature increase well in excess of 2C. Oxford’s own climate scientists are warning us that we need to leave the majority of known fossil fuels in the ground, and yet this new partnership will undertake research that will help Shell to find and extract even more hydrocarbons. read more

Royal Dutch Shell is pressing ahead with the world’s deepest offshore oil and gas production facility by drilling almost two miles underwater in the politically sensitive Gulf of Mexico.

The move is being viewed in the oil industry as a demonstration of Shell’s confidence that its technology can deliver returns on expensive and risky offshore projects, despite a recent downturn in oil prices.

Shell to develop Stones deepwater oil field in Gulf of Mexico

May 8 (Reuters) – Royal Dutch Shell Plc said on Wednesday it plans to go forward with the Stones ultra-deepwater oil and natural gas project in the Gulf of Mexico.

Production during the first phase of the project is expected to have an annual peak of 50,000 barrels of oil equivalent per day, the oil major said in a press statement.

As part of the Stones project, Shell will construct a floating production, storage, and offloading vessel and subsea infrastructure. The field is located in waters 9,500 feet (2,896 meters) deep about 200 miles southwest of New Orleans, Louisiana. read more

Strong refining and trading performances boosted profits, despite production troubles in Nigeria.

The company also announced that chief executive Peter Voser would retire in the first half of 2014.

Mr Voser was appointed as chief executive in July 2009 and has been an executive director since 2004.

Four months after a Royal Dutch Shell drillship ran aground in Alaska, raising questions about the company’s offshore drilling operations, the oil giant has appointed a new executive in charge of Arctic operations.

Ann Pickard, currently chairwoman of Shell’s Australian operations, will begin overseeing Shell’s Arctic operations in June.

Pickard will take over as executive vice president of Shell’s “Arctic, Upstream Americas” — part of a restructuring within Shell that separates Arctic operations from other divisions, said Shell spokesman Curtis Smith in an email Wednesday. read more

The Basrah Gas Co. project, the biggest of its kind, captures so-called associated gas flared from the southern oil fields of Rumaila, West Qurna-1 and Zubair, according to a statement on Shell’s website. Iraq’s state-owned South Gas Co. holds a 51 percent stake in the 25-year venture, while Shell owns 44 percent and Mitsubishi the remainder. read more

Under the circumstances, I wondered if a pilot scheme was underway in Ireland already, with Shell sponsoring the Garda? Was some foolish government official or department conned into believing that Royal Dutch Shell is reputable? BAGHDAD — Royal Dutch Shell says it has officially kicked off a multibillion-dollar project to tap natural gas in Iraq’s south.The $17 billion joint venture will gather, process and market associated gas, a by-product of producing oil, from three oil fields in the petroleum-rich province of Basra.

Royal Dutch Shell has pipped French rival Total to a multi-billion-dollar project to develop a difficult gas field with Abu Dhabi’s National Oil Co.

The deal gives the Anglo-Dutch oil supermajor a chance to prove the effectiveness of its latest sour gas treatment technology in a project on the Bab field that has been valued at around $10bn (£6.5bn).

Prime Minister David Cameron, speaking at the start of a visit by UAE president Sheikh Khalifa bin Zayed al-Nahayan, said: ‘Today’s deal, the largest secured by a British company in the UAE in recent years, is a fantastic outcome for Shell and highlights the UK’s world class energy sector.’ read more
