Royal Dutch Shell Plc chief executive Jeroen van der Veer will today ask governments to act swiftly to adopt new policies and mechanisms that promote lower CO2 emissions as part of society’s response to the threat of climate change.

Speaking in Brussels at the European launch of the Shell Energy Scenarios, Mr. van der Veer will in particular call upon European policymakers to urgently put in place incentive measures to ensure the rapid development of techniques to store CO2 underground. read more

But his real job is to turn Chevron’s huge undeveloped northern Australian gas resources into products, headlined by the long-running Gorgon LNG development.

The Western Australian Environment Protection Authority, not an organisation overly enthusiastic about a major industrial plant in a class A nature reserve on Barrow Island, has given Chevron and its partners, Exxon Mobil and Shell a bit of a break. Instead of restarting the clock on environmental assessment, the EPA has decided a lesser, but still very rigorous review, will be made of the plan to lift Gorgon output to 15 million tonnes a year. read more

PennEnergy: Esso SAF plans €100 million/year in refineries

PARIS, Apr. 7 — Esso SAF says it intends to continue investments at its two refineries and service station network in France at the rate of €100 million/year, which it has kept up since its 2003-04 peaks of €270 million. Last year, there was an extra investment of €31 million as it carried out a major turnover of its Port-Jerome-Gravenchon refinery and petrochemicals site within a 5-year cycle.

Apart from Total SA, which is on its home ground, Esso SAF is the only oil major now operating refineries in France, following the withdrawal of BP and Shell. And it intends to remain “a major player in the sector,” said Chairman and CEO Francis Duseux at a press conference Apr. 3 dedicated to reporting the company’s 2007 results. read more

Dear Sir, I have no doubt that Mr. Briggs is right re Branding etc. As a veteran oil executive working for another major but not Shell, I must admit that I address first the matter of the bottom line and the return to investors. Like with every major oil company, the E&P division is the main contributor for both, sometimes to the tune of 70 to 80 percent. Downstream operations, albeit lucrative, are only contributors to the tune of 20 maybe 30 percent of revenues. Branding is probably no more than a fraction in terms of adding to said bottom line in the big picture. By all means, have a go at Shell if you think they are doing wrong (I personally think you exaggerate the negatives and deliberately neutral on the positives but that is a personal view) but you are giving the Branding issue more prominence than it merits. read more

Perhaps you also notice some interesting old cars on the road filling up at this old Shell station … Ford Cortina Mark 1/2 and Zephyrs not to mention the venerable Aussie Holden 202 cubic inch!

Sakhalin Energy has withdrawn its applications for support from the US Export Import Bank and the UK Export Credits Guarantee Department. The company had been seeking backing for $22 billion worth of funding for the next stage of the Sakhalin II project.

According to the company, the application was withdrawn because Ex-Im and ECGD, both national export credit agencies, were not going to be able to provide a decision swiftly enough. However, it seems that the environmental issues that have dogged the project almost since its inception are behind the development. read more

BRUSSELS (EUX.TV) — Royal Dutch Shell Plc on Monday called on European governments and EU law-makers to speed up legislation that gives the industry incentives to store carbon-dioxide underground. Companies that apply carbon-storage should be able to earn credits in the emissions trading system (ETS), the oil giant said.

In a speech due to be held tonight, Jeroen van der Veer, chief executive of the company, said that carbon storage, known as CCS, is not to be considered as an option for reducing emissions if companies are not given incentives. read more

Fox said the sea, off Alaska’s north-west coast, was one of the “potentially most prolific oilfields” left in the world.
