A vast oilfield operated by a BP affiliate in Siberia will be investigated by Russia’s state environmental agency, adding further pressure to TNK-BP, which was raided this week by the Russian state security service.

The environmental inquiry into the Samotlor field will be led by Oleg Mitvol, head of RosPrirodNadzor, the environmental agency.

Although the investigation was described as routine Mr Mitvol led the inquiry into Shell’s gas development on Sakhalin Island in Eastern Siberia. read more

THE NEW YORK TIMES: BP Faces Environment Inquiry in Russia

By ANDREW E. KRAMER
Published: March 22, 2008
MOSCOW — BP’s problems in Russia continued Friday.

A Russian environmental agency announced that it would inspect a large oil field in Siberia, the Samotlor, which is controlled by BP’s joint venture, TNK-BP. The announcement came a day after Russian security authorities arrested an TNK-BP employee for industrial espionage.

Notice of the inspection appeared Friday morning on the Web site of the ministry of natural resources, the Rosprirodnadzor.

Already this week, Russian security forces raided the Arbat Street headquarters of TNK-BP, as well as the offices of BP, carting away documents and computer hard drives in what oil analysts say appears to be a campaign of mounting pressure on BP. read more

Bloomberg: Russia Says BP Spy Charges Not Tied to U.K. Conflict (Update1)

By Henry Meyer

March 21 (Bloomberg) — Russia said charges of industrial espionage filed against an employee of BP Plc’s Russian venture and his brother are not linked to its diplomatic conflict with the U.K.

“We don’t see any link between these events and the current state of U.K.-Russian relations,” Russian Foreign Ministry spokesman Andrei Krivtsov said today by telephone in Moscow. “This matter is strictly the competence of the law enforcement agencies.” read more

By Tanya Mosolova

MOSCOW (Reuters) – Russia’s state ecology watchdog announced on Friday it was launching a probe into the biggest field operated by BP’s Russian venture, days after security services launched a crackdown on the firm.

Russia’s Federal Security Service (FSB) this week raided the offices of TNK-BP and said it had arrested an employee for espionage. Analysts said the FSB’s actions could be the start of a Kremlin-driven attack on the joint venture. read more

Herald Sun (Australia): Shell website admits to pre-Easter price spike

Ellen Whinnett
March 22, 2008 12:00am

OIL giant Shell has been exposed ripping off Victorian drivers by boosting its margins ahead of the Easter break.

As tens of thousands of motorists filled their tanks on Thursday to head off for a family break, Shell petrol stations increased their margins substantially, raking in 17.5 cents for every litre of petrol.

The boosting of the margins led directly to a rise in the price of fuel, which has now broken the $1.50 mark in some areas of the state.

The cash grab came on one of the busiest days of the year at the bowsers. read more

By ANDREW MIGA, Associated Press Writer
Fri Mar 21, 1:34 AM ET

WASHINGTON – Federal energy regulators on Thursday approved a $700 million liquefied natural gas terminal proposed for Long Island Sound, a facility opposed by the state of Connecticut and other critics who say it would damage the environment and be vulnerable to a terrorist attack.

The Federal Energy Regulatory Commission voted 5-0 to approve the terminal, which would be located 9 miles from Long Island and 10 miles from Connecticut. FERC says it would be the first floating terminal in the U.S. for storage and delivery of natural gas. read more

Rocky Mountain News: Ritter wants no oil-shale rush

Guv asks BLM to go slow on leasing, citing risk of harm

By Todd Hartman, Rocky Mountain News (Contact)
Friday, March 21, 2008

Gov. Bill Ritter on Thursday asked the federal government to put the brakes on oil shale leasing, warning that moving too quickly could spoil vast swaths of northwest Colorado.

Ritter, in formal comments submitted to the U.S. Bureau of Land Management, said oil shale would “likely constitute the largest industrial development in the state’s history,” and, if done hastily, runs the risk of creating “tremendous adverse impacts on Colorado.” read more

THE WALL STREET JOURNAL: Renault Deal in Russia Shows Kremlin Tactics

A Nationalization
Precedes Pricey Sale
To Foreign Investors
By ANDREW OSBORN and DAVID GAUTHIER-VILLARS
March 21, 2008

TOGLIATTI, Russia — For Renault SA, a $1 billion investment last month in a struggling Russian auto giant is a bet on one of the world’s fastest-growing car markets. For Vladimir Putin, it’s a validation of Kremlin capitalism.

Most foreign investors long steered clear of Russian car maker OAO Avtovaz, a behemoth whose outdated models, inefficient plant and mafia-infested finances embodied everything wrong with post-Soviet industry. But in 2005, President Putin sent an old KGB colleague to clean the place up. By last year, top auto companies were lining up for a chance to bid for a stake. Renault Chief Executive Carlos Ghosn flew in personally to snag the contract. read more

John Hofmeister, the Houston-based president of Shell Oil’s U.S. operations, expressed doubt about the validity of peak oil theory in an appearance on CNBC’s Squawk Box show.

“The peak oil theory has really swamped the world. God bless Matt Simmons,” Hofmeister told CNBC anchor Carl Quintanilla, according to a transcript provided to WND by CNBC. “His assumptions are correct based on his hypotheses, but his hypotheses are too narrow.” read more
