10/11/2006 18:54 MOSCOW, November 10 (RIA Novosti) – Contractors in the Sakhalin II oil and gas project in Russia’s Far East have paid the first two tranches, worth over eight million rubles ($300,000), in compensation for damage inflicted on forests, the environmental watchdog said Friday.

The multibillion-dollar Sakhalin II project has been accused of inflicting large-scale ecological damage on Sakhalin Island, including illegal deforestation, the dumping of toxic waste, and soil erosion. read more

MOSCOW (Reuters) – Russia may sue Royal Dutch Shell’s Sakhalin group in international courts to claim billions of dollars in damages or even scrap the $22 billion (11.5 billion pounds) production sharing deal, a Russian official said on Friday.

Oleg Mitvol, deputy head of environmental agency RosPrirodNadzor, said his agency had received a plan from Sakhalin-2 on how the company intended to rectify ecological damage but considered that it was “not serious”. read more

A man and a woman are being questioned at Belmullet Garda station charged with public order offences at the Corrib gas terminal in Mayo this morning.

Two people have been hospitalised with head injuries, after gardaí baton-charged a crowd of about 200 protestors who were blocking a convoy of construction workers at the Bellanaboy site.

The Shell to Sea protest group’s Day of Action sparked off violent scenes.

But gardaí succeeded in moving the convoy of workers through to the site. read more

MOSCOW, Nov 10 (Reuters) – Russia may claims billions of dollars in damages from Royal Dutch Shell in an international court or even scrap its Sakhalin-2 $22 billion production sharing deal, a Russian official said on Friday.

Oleg Mitvol, deputy head of environmental agency RosPrirodNadzor, said his agency had received a plan from Shell on how the company planned to rectify ecological damages, but considered that it was “not serious”.

“We are talking to lawyers and determining our position to file for damages according to international law. The place would be Stockholm and it would be the law of New York,” Mitvol told Reuters. read more

LONDON, Nov 10 (Reuters) – Royal Dutch Shell Plc (RDSa.L: Quote, Profile, Research) declined to comment on Friday on comments from a Russian environment official that his agency might scrap Shell’s contract to develop the $22 billion Sakhalin-2 project and claim billions of dollars in damages.

Shell spokesman Stuart Bruseth referred inquiries to Sakhalin Energy, the Shell-led consortium running the project in which Shell has a 55 percent stake. read more

BBC News: TNK-BP settles $1.4bn Russia bill

TNK-BP, the oil and gas firm 50%-owned by BP, says it has settled a back-tax bill owed to the Russia authorities – reported to be worth $1.4bn (£752m).

The payment comes amid increasing pressure from the Kremlin over projects part-operated by foreign investors.

TNK-BP’s Rospan division has been threatened with prosecution, as have the operators of the Sakhalin-2 project – led by Anglo-Dutch oil giant Shell.

The bill is thought to be the second largest ever paid by a Russian firm. read more

Reuters: Irish police baton-charge Shell protesters

DUBLIN (Reuters) – Irish police baton-charged protesters at a Royal Dutch Shell gas terminal in the west of Ireland on Friday after about 200 people blocked a convoy of vehicles taking construction workers to the site.

One man was taken to hospital following running clashes between police and protestors that lasted for more than an hour, Irish broadcaster RTE said.

The police were not immediately able to confirm the report.

Shell is locked in a dispute with local residents about a pipeline they plan to build to bring gas onshore. read more

The Washington Times: Oil venture official faces Russia probe

MOSCOW (AP) — Russian prosecutors said yesterday that they had opened a criminal investigation into the role of an unnamed executive with BP PLC’s Russian joint venture, just days after the Prosecutors General’s Office said it was seeking to annul licenses held by one of the venture’s subsidiaries.

The move is yet another step against TNK-BP, which BP owns jointly with a group of Russian billionaires, and comes as the Kremlin is seeking to increase its say in the strategic oil and gas sector.
   
According to a statement on the prosecutors’ Web site, the head of TNK-BP’s Rospan division, which operates licenses to develop deep gas fields in the Northern Yamalo-Nenets region, was being investigated for apparently profiting from violating licensing agreements. read more

Bloomberg: Chevron Makes `Significant’ Gas Find Off Australia (Update1)

Nov. 10 (Bloomberg) — Chevron Corp., the second-largest U.S. oil company, said it made a “significant” natural gas discovery off Western Australia.

The Clio-1 well found gas over about 190 meters (623 feet), making it “one of the top wells in Australia in terms of total net pay,” the San Ramon, California-based company said today in a statement distributed by PRNewswire. The discovery follows the Chandon-1 find off Western Australia earlier this year. read more

PERTH, Nov 10 Asia Pulse – Australia’s largest resources project, The North West Shelf Venture (NWSV), has signed a deal with Japan’s Kansai Electric for the ongoing supply of liquefied natural gas.

In an eight-year deal starting April 2009, the $A14 billion ($US10.77 billion) West Australian-based North West Shelf Venture will supply an average 400,000 tonnes per year to Kansai Electric.

Lloyds List: Shell picks SBM for Brazil project

MONACO contractor SBM Offshore has secured a floating production contract from Shell to provide a ship on the BC-10 Brazilian project, writes Martyn Wingrove.

It will co-operate with Malaysia International Shipping Corporation to supply a floating production storage and offloading vessel from the end of 2008 or early 2009.

SBM will be in the market for equipment to help it convert a very large crude carrier into an FPSO capable of processing 100,000 barrels of oil and injecting up to 75,000 barrels of water back into the reservoir. read more

Drilling has yet to start but seismic exploration has already pinpointed two large oil and gas prospects 200 miles southwest of the Kerry coast in the Dunquin Field.

Tony O’Reilly’s company, Providence Resources, which has a stake in the find, estimated that it could contain over 25 trillion cubic feet of recoverable natural gas and over four billion barrels of oil – a significant find even by international standards. read more

BP on Thursday settled the main civil case arising from the fatal Texas City refinery explosion.

It lifts the immediate threat of highly damaging documents being made public and the prospect of Lord Browne, BP’s chief executive, being forced to testify.

BP said it would make $32m (£17m) in worker training and healthcare donations to help those in the industry, and provide a private settlement to the claimant to end the trial, which was to have started with opening arguments on Monday. read more

A CANCER-causing chemical was found in ground-water contaminated by unleaded petrol leaking from a Bishop’s Stortford filling station.

Borehole samples at the scene in Stansted Road included levels of benzene “thousands of times above the UK standard for safe drinking water”, stated the Environment Agency.

The information was revealed in court evidence against Shell over the leak at its Oaklands Park station, discovered in March last year.

Almost 3,500 litres went missing from the underground tank, polluting a major aquifer, which could potentially be used for drinking water, reported the EA. There was a second leak at the same site the following July. read more
