Dutch formin told Shell to win Kazakh rights-paper

AMSTERDAM, May 6 (Reuters) – Dutch Foreign Minister Bernard Bot received a personal assurance from the Kazakh President that Royal Dutch Shell Plc would win oil exploration rights to the Nursultan block, Dutch paper De Telegraaf reported on Saturday.

President Nursultan Nazarbayev had given his word Shell could operate in the block in the south of the Kazakh sector of the Caspian Sea, the paper said, citing sources.

The Dutch Foreign Ministry was not immediately available for comment.

The paper said Shell was looking to gain a 30 percent interest in the block, but difficulties were emerging, relating to the United States. read more

Petrol giant Shell has suspended chip-and-pin payments in 600 UK petrol stations after more than £1m was siphoned out of customers' accounts.

Eight people, including one from Guildford, Surrey and another from Portsmouth, Hants, have been arrested in connection with the fraud inquiry.

The Association of Payment Clearing Services (Apacs) said the fraud related to just one petrol chain.

Shell said it hoped to reintroduce chip-and-pin as soon as possible.

Shell scraps reserves target as it pushes up spending

ROYAL Dutch Shell yesterday abandoned its target of replacing every barrel pumped from its proven reserves, as it raised spending to record levels in an effort to boost its oil and gas output.

The oil major said that it would raise its spending from a budgeted $19 billion (£10 billion) this year to $21 billion next year, the highest among its peers, with a focus on oil sands and synthetic fuels. However, the Dutch company is being forced to shelve projects because of a scarcity of skilled labour and equipment.

Jeroen van der Veer, Shell’s chief executive, said that the group still intended to meet its target of four million barrels per day by 2009 but its focus on unconventional hydrocarbons, such as its Canadian oil sands business and a gas-to-liquids project in Qatar, might prevent it from meeting a target of 100 per cent replacement of proven reserves as defined by the US Securities and Exchange Commission.

Shell is struggling to replace each barrel it pumps from the ground and replaced only between 60 and 70 per cent of the 3.5 million barrels per day produced last year. The company is hamstrung by regulation because some six billion barrels locked in Albertan oil sands are excluded from its proven reserves by SEC rules, which define these as mining operations, not oil exploration. read more
