VIENNA, Austria (AP) — Oil prices fell Monday after industrialized nations agreed to release 60 million barrels of crude from their strategic stockpiles to help avert a severe fuel shortage in the United States.

The U.S. refinery system was struggling to recover from Hurricane Katrina. Two storm-shuttered facilities restarted and flows of crude oil improved enough to allow refineries in the Gulf Coast and Midwest to ramp up production. But four damaged Gulf Coast refiners look likely to remain shut for weeks or even months, taking with them more than 5 percent of U.S. capacity. read more

All day a steady file of people make their way up and down the potholed main road running through Umuechem, going to and from a polluted stream that is now their only source of water. Large trucks thunder by at regular intervals, on their way to and from the oil pumping station on the outskirts of town. For, despite the lack of basic amenities, this is the oil-rich Niger Delta of southern Nigeria.

As well as taps that are dry, this town of 10,000 people also has a hospital that has never treated a patient, a secondary school where no lessons have ever been taught, a post office that has never handled a letter and a women’s centre that has never held a meeting. All were supposed to have been supplied under ‘community development’ schemes, funded from oil money — local wells produce 15,000 barrels a day. But all have failed or remain unfinished. read more

NEW YORK (AP) – The U.S. refinery system struggled back Sunday from Hurricane Katrina, with two storm-shuttered facilities restarting and flows of crude oil improving enough to allow refineries in the Gulf Coast and Midwest to ramp up production.

But four damaged Gulf Coast refiners look likely to remain shut for weeks or even months, taking with them more than 5 percent of U.S. capacity.

Hurricane Katrina has pinched U.S. fuel supply, causing spot shortages and price spikes throughout the country. The storm shut eight major refineries and caused 12 others to run at reduced rates when their crude-oil supplies were cut. read more

BEIJING — A Chinese unit of Royal Dutch Shell PLC has signed an agreement with a Chinese company to set up a joint venture that will explore and develop oil-shale deposits in China’s northeastern Jilin province, Shell said.

Shell will own 61% of Jilin Shell Oil Shale Development Co., while Jilin Guangzheng Mineral Development Co. will hold the remaining stake, Shell said in a statement.

“The investment in the field study phase of the [joint venture] will reach $50 million,” said Nick Wood, a spokesman for Shell (China) Ltd. read more

Taoiseach Bertie Ahern has said the five Mayo men imprisoned for contempt of court in connection with their opposition to the proposed Corrib gas pipeline have made their point and it is beyond him why they wish to remain in jail.

The men are today in their 69th day in Cloverhill Prison in Dublin.

Speaking in Ennis on Saturday, Mr Ahern said unfortunately he had no power to release them from jail.

“The law would be the same for me if I was in contempt of court, I’d suffer the same fate and that’s how it is,” he added. read more

Shell Oil is ramping up production from natural gas wells around Mobile Bay and along the south Texas coast in an effort to offset major losses from the rich fields off Louisiana, according to company officials.

But given the relatively small sprinkling of rigs off Alabama, and even fewer off the south Texas coast, it’s uncertain whether the effort would significantly ease a tightening supply.

About 89 percent of the Gulf’s daily oil production has been lost, and 79 percent of the natural gas output, according to the U.S. Minerals Management Service. Rigs off Alabama account for about 6 percent of the Gulf of Mexico’s offshore natural gas production, according to the latest statistics released by the U.S. Department of Energy. read more
